This is a Pre-Bid Conference document for the Los Angeles County Metropolitan Transportation Authority (LACMTA) related to Invitation for Bid (IFB) No. OP141742, issued May 19, 2026, for the procurement of one new hi-rail maintenance vehicle. The solicitation requires vendors to provide a complete, new hi-rail maintenance vehicle of the latest factory model year, fully operational and ready for use, compliant with LACMTA Technical Specification MA-24-45 and all applicable federal, state, and local regulations including Federal Railroad Administration (FRA), California Air Resources Board (ARB), Environmental Protection Agency (EPA) Tier 4, and mining standards. The vehicle must be delivered to LACMTA's Division 10 facility at 742 North Mission Road, Los Angeles, California 90033, within 280 days from contract award, with delivery available Monday through Friday between 7:30 a.m. and 1:00 p.m. A mandatory pre-bid conference is scheduled for 9:00 a.m. on Thursday, May 28, 2026, via Microsoft Teams. Sealed bids must be submitted electronically via email to bids@metro.net no later than 2:00 p.m. on Monday, July 13, 2026, with public bid opening at 2:30 p.m. the same day. Questions are due by June 22, 2026, with clarifications provided by July 6, 2026, and all work must be completed no later than Friday, October 16, 2026.
The contract will be awarded on a firm fixed-price basis to the lowest-priced responsive and responsible bidder, with payment terms of Net 30 for standard contractors and 15 days for certified Small Business Enterprise (SBE) firms. The procurement is subject to SBE and Disabled Veteran Business Enterprise (DVBE) program participation requirements, with contractors required to ensure SBE/DVBE firms perform at least 30 percent of listed work with their own workforce. All components must be original equipment manufacturer (OEM) items; no rebuilt, remanufactured, or aftermarket components are acceptable unless pre-approved by LACMTA. Pre-qualification is required for all firms unless exempted, with applications due by July 13, 2026. Bidders must comply with prevailing wage requirements, 49 CFR Part 655 alcohol and drug-free workplace standards, and submit comprehensive documentation including ethics declarations, certifications, and evidence of organizational qualifications. One certified SBE firm is identified on the approved subcontractor and suppliers list: Elite Auto Network Corp. The procurement is funded entirely with state and local funds and is subject to fiscal year funding availability; no specific contract value or budget range is disclosed.
