About this file

This is Amendment 2 to Solicitation EV00000947 issued by the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division on July 16, 2026. The amendment addresses three questions and answers from the Request for Proposal for dishwasher rentals, leases, maintenance services, and related cleaning compounds and dispensers to be provided statewide to eligible state and local entities. The solicitation maintains its original proposal due date of July 23, 2026 at 3:00 p.m. CST. Key clarifications provided in this amendment include confirmation that bidders may convert the Exhibit 2 Technical Response PDF to Microsoft Word format for submission provided no material visual or contextual changes are made to the document. The amendment also clarifies that upon contract implementation, each ordering entity will have discretion to request replacement of existing dishwashers installed for more than five years, with suppliers obligated to comply with such requests per contract terms. Additionally, OMES confirms that it cannot confirm or deny any specific agency's intent to utilize the resulting statewide contract, and per Section 3.1 of Attachment C, the state does not guarantee any minimum or maximum amount of supplier products or services.

All suppliers must acknowledge receipt of this amendment prior to the proposal deadline by either signing and returning a copy with their bid submission or, if previously submitted, by signing and returning the acknowledgement before the deadline with the solicitation number and bid opening date clearly noted in the email subject line. The contracting officer for this procurement is Benjamin Komolafe at Benjamin.Komolafe@omes.ok.gov. All other terms and conditions of the original solicitation and Amendment 1 remain unchanged.

DESCRIPTION OF AMENDMENT

a. This is to incorporate the following:

On behalf of the State of Oklahoma, OMES gives notice of: Response to questions raised during the Q&A session.

Q 1. Can the State please provide Exhibit 2 – Technical Response in Microsoft Word format to facilitate our response to this RFP? If not, would the State prefer that we develop our own document addressing all questions and requirements outlined in Exhibit 2 – Technical Response?

A 1.

Q 2.

A 2.

Q 3.

A 3.

Bidders are welcome to convert the pdf of “Exhibit 2 - Technical Response” to a Microsoft Word document and submit a response in word format so long as no other material changes are applied to the document that would alter or change the document visually or contextually.

If awarded the contract, is it the State’s intention to have all dish machines currently installed for more than 5 years be replaced at the start of the contract?

Upon implementation of any resulting contract award, it will be at each ordering entity’s discretion to request machine replacement for any existing dishwashers.

Upon request by any qualified ordering entity (i.e. agency or affiliate), it will be the supplier’s obligation to comply per the terms of the new contract.

Given that the Oklahoma Department of Corrections (ODOC) selected a new food service management company earlier this year, will this change affect ODOC’s intent to utilize the contract resulting from this solicitation?

OMES Central Purchasing cannot confirm or deny any agency’s intent to utilize a resulting statewide contract. As per Section 3.1 of Attachment C, “The state shall not guarantee any minimum or maximum amount of Supplier products or services required under the contract.”
