1 6/14/18 Can another site walk be conducted?

6/15/18 Second site walk date set for 20 Jun 18 - See amendment AM0002 for additional details. CO / COR AM0002

The provided drawings for this project: Can you please specify the areas that will need flooring? I have attached the official drawings for reference. Would be beneficial if we could clearly identify the scope of work to avoid misinterpretation.

6/15/18

No areas need new flooring – the existing carpet will remain. Only in areas where we are adding or removing walls will new carpet need to be installed to patch.

COR AM0002

3 6/14/18 Index of color in the provided in drawings: Many things are going on in the diagram related to the project, but we could not identify the flooring annotations.

6/15/18 Because no new flooring is needed, except where to cut/patch from adding or removing walls. COR AM0002

4 6/14/18

We can see that the new walls are identified with the color black, and the existing walls are identified as green. Are the blue walls going to be replaced? Since we take into consideration all walls it is challenging to locate the flooring scope of work. Please advise. 6/15/18

Blue walls are existing and will remain. They are walls original to the space, while green walls indicate previous tenant improvements

We will bid as a sub-contractor on this project. Is it possible to have access to the list of interested general contractors and/or site visit attendees list? We will submit our bid to general contractors.

However, I did not see the mentioned list in FBO (FedBizOpps.gov).

Sign in sheet is being provided in AM0002

The SOW is identifying two separate systems; to determine which system is required the following items need to be clarified:

“All PAC doors shall be monitored by FPS at the regional MegaCenter (See provided DHS-FPS MegaCenter Alarm Requirements, “MARs”……The MegaCenter monitors IDS not

PACS.

“The client and server software shall be used in conjunction with intelligent controllers to provide a distributed access control and alarms monitoring system. In the event of a communications failure between the host server and the field controllers, the controllers shall continue to make local access control decisions and save all transactions in memory until communications are restored. At that time the controller shall upload all stored transactions to the server” Once again the PACS and IDS are two separate systems.

6/15/18

The system must integrate the MARs.

COR AM0002

7 6/14/18

Confirm the statement: “The system must process a minimum of 64 megabytes, use PIV/CAC exclusively, and be modeled on FIPS201-1 (not FIPS201-2).”

6/15/18

The system must to be able to process the currently issued Gov't credential PIV/PIV-I/CAC card. It should process no less than 64mgb to accomplish this. However, as an industry expert if the contractor is aware of a system that can process the PIV/PIV-I card, be clone/tamper resistant at the FIPS 201-1 standard but not process at the 64Mgb level and be a cost savings alternative, we would entertain the suggestion.

COR AM0002

No Question but notification

6/15/18

Contractor shall disregard requirement #7, "Sound Attenuation" for Director's Suite only.

All other sound attenuation requirements (Mail/Copy Room and LE Suite) shall remain

COR AM0002

9 N/A

Scope of Work (SOW) being replaced in its entirity.

6/15/18

Government has added additional requirement to SOW: Install dense packed celluose sound bat in newly constructed wall between Section 930 and Director's Suite. Sheath Director's Suite side (of wall) with one layer sound rock and one additional layer Type X GWB.

COR AM0002

10 6/14/18 We did not see existing HVAC, Alarm system & Fire Sprinkler drawings. Can we get those

6/15/18

HVAC and Fire Sprinkler PDFs provided.

Contractor responsible for verifying accuarcy.

Fire Alarm drawings are SBU and can be provided post award.

COR AM0002

11 6/14/18 Is the PIV Access Control system that is part of this RFP going to be an extension of the existing access control system or a separate system?

6/15/18 Separate from any other PACS system. However it will be integrated via the Mega Center MARS for IDS

COR AM0002

12 6/14/18

In regards to Section 2 (Project Background) – Can the government provide further clarification in regards to “security system enhancements complaint with GSA’s HSPD-12 security system”? Was this intended to reference GSA’s Approved Products List (APL) (https://www.idmanagement.gov/approved-products-list/) If so can the PACS system be any system off the APL or is there a specific PACS system preferred?

6/15/18

Contractor shall/can use any product off the

APL.

COR AM0002

13 6/14/18 In regards to Section 6.11 (Physical Access Control System (PACS)) – this section references FIPS201-1 compliance. In order to meet this requirement the security installer must be a qualified HSPD-12 Systems Integration Service Provider. Can the government directly outline this requirement in the SOW?

6/15/18

This system is a stand alone system, integration is not required. References to the FIPS 201-1 are in reference to Tamper, and Clone vulnerabilities as well as being able to process a FIPS 201-1 compliant credential e.g. PIV/PIV-I/CAC. This system is not expected to validate CHUID nor be integrated into a Fed Bridge. Simply read and process at a FIPS 201-1 level prohibiting clone and tampering.

COR AM0002

14 6/14/18 Due to the importance of these questions in determining the labor and certifications required, would the government allow for an extension until these questions are answered

6/15/18 Due date has been extended. Please see the amendment for additional details. CO AM0002

15 6/14/18 Will there be an extension granted on the proposal due date once all the questions have been consolidated? 6/15/18

Pending at this time. If an extension is done it will be through an amendment CO AM0002

16 6/14/18

System to be designed to be able to integrate with am existing regional system at a later date. What system, by what manufacturer? Codebench was mentioned as it was a manufacturer and 64Mb PIV/CAC system based on FIPS201-1, but no manufacturer.

6/15/18

This is no longer a requirement. Contractor shall disregard.

COR AM0002

17 6/14/18

12 doors and all but one are single, but little to no information on if they are mortise or mag locks and who is supplying the locks.

* Doors are to have position switches and a local sounder, but no mention of a request to exit.

* Doors are supposed to identified with push bars on the drawings, but I didn’t see it. I am guessing mostly mortise locks by division 8, but I am just guessing.

6/15/18

Contractor to supply mortise locks and e strikes, contractor shall note on door schedule. RTE is required on secured doors, contractor shall note on door schedule. Follow all P100 and FLS codes as noted in PBS-P100 2017 and Region 10 Fire Alarm Design, Installation and Testing Policy.

COR AM0002

18 6/14/18

All doors to be monitored at the Federal Mega center. No information on dual contacts, existing security panel or anything.

Is there a security system, does it need new contacts as doubles or relays on our system to be monitored? I would need more information on how to do this and an IDS system was not mentioned in the SOW or drawings. Security system is only mentioned as the PACS system.

6/15/18

MARS identifies all that is needed to intgrate into the Mega Center ops.

COR AM0002

19 6/14/18

The access system is not to be on the BLM network. Do we supply the switch, or do they?

* Contractor is to run network drops, is that the GC or us?

* If we supply the switch does it need to be Cisco if they later decide to integrate to the BLM network for regional server connection?

6/15/18

The security system is stand alone, and will not be on anyone's network. GSA has no preference as to who provides drops. No switch required.
