STRUCTURE TYPE SELECTION REPORT - ADDENDUM

Truckee River Bridge on State Route 89 (Br. No. 19-XXXX)

PROJECT #'s: Federal Project Number: XXXX-XXXXXX

Caltrans Expenditure Authorization: 03-3A7600

INTRODUCTION

At the Project Development meeting held on September 16, 2015, the Stakeholders reconsidered a previous decision and asked the Project Team to investigate bridge alternatives for the new Truckee River Bridge that would accommodate pedestrian/bicycle paths under the proposed bridge on both sides of the Truckee River.

The previously submitted Structure Type Selection Report, by Wood Rodgers dated April 18, 2014, only considered bridge alternatives that accommodated the Tahoe Rim Trail on the east side of the Truckee River.

This Addendum has been prepared to include new alternatives for the proposed bridge that will accommodate the paths on both sides of the river.

The Type, Size, and Location (TS&L) Sheets are included in Appendix A.

DESIGN CRITERIA

A. Bridge Design Standards--AASHTO, Caltrans, and Central Federal Lands

See Structure Type Selection Report for a description of the Bridge Design Standards.

B. Environmental and/or Permit Requirements

See Structure Type Selection Report for a description of the Environmental Permit Requirements.

C. Roadway Design Standards

See Structure Type Selection Report for a description of the Roadway Design Standards.

D. Trail Design Standards

The Tahoe Rim Trail will traverse under the new bridge on the eastern shore. The Truckee River Trail will pass under the new bridge on the western shore. A vertical clearance of 12 feet minimum between both trails and the soffit of the bridge will be provided with a clear width of 14 feet minimum under the bridge.

E. Preliminary Bridge Foundation Report and Seismic Study

The Preliminary Foundation Report, by Wood Rodgers dated April 2, 2014, that was prepared for the new Truckee River Bridge is a companion document to this Structure Type Selection Report. The report provided both foundation and seismic recommendations. The Final Foundation Report will be prepared at a later date.

The following recommendations for the new bridge alternatives have been extrapolated from the Preliminary

Foundation Report.

• Either spread footings or deep pile foundations are permissible for all of the proposed substructure elements.

• Deep pile foundations types include Caltrans Standard Plan precast prestressed concrete or steel driven piles with pile caps, large diameter cast-in-drilled-hole (CIDH) piles, or large diameter cast-in-steel-shell (CISS) piles.

• A seismic design response spectrum for the project has been selected based on the requirements of the Caltrans Seismic Design Criteria. The spectrum is included in Appendix A of the foundation report.

• At the abutment on the west side of the river there is a potential for liquefaction in the upper 8 feet of the surface strata. No liquefaction potential has been identified below that depth.

• Foundation design has to account for scour conditions as discussed in the following Section.

• Rockery walls will be supported as gravity walls on spread foundation.

After assessing the different alternatives, spread footings are the most feasible foundation type. These will be explained further in the Final Foundation Report.

F. Preliminary Bridge Hydraulic and Scour Study

The Preliminary Bridge Hydraulic Study, by Wood Rodger dated April 18, 2014, and a more recent Addendum, prepared by CH2M Hill dated January 12, 2015, are companion documents to this Structure Type Selection

Report. One important note regarding flow in the Truckee River is that the flow is completely regulated by releases from the Lake Tahoe Dam. This is explained in more detail in the hydraulic study. Following is a summary of that study:

Caltrans requirement for freeboard is 2 feet minimum clearance to the flood of record. The provided freeboard of 9.83 feet exceeds the minimum.

See Structure Type Selection Report for a discussion of Scour Issues.

Even though there is no scour anticipated at the abutments, consideration may be given during final design of the project to include RSP at the face of abutments. Based on the D50 rock size of 17.1 inches from the hydraulic study, a "Light Class" RSP will be sufficient.

G. Traffic

Construction of the proposed new bridge should have minimal impact on SR-89 traffic since the structure is not a part of the current highway alignment. The construction of the bridge abutments will interrupt bicycle and pedestrian traffic on the Tahoe Rim Trail and the Truckee River Bike Trail.

H. Utilities

No utilities will be supported by the proposed bridge, however, the bridge may be designed with openings to accommodate future utilities.

I. Maintenance Issues

See Structure Type Selection Report for a description of Maintenance Issues.

J. Construction Issues

See Structure Type Selection Report for a discussion of Construction Issues.

PROPOSED BRIDGE ALTERNATIVES

A. Alternatives

The proposed alternatives evaluated in this Addendum include a three span precast concrete bulb tee beam and reinforced concrete slab bridge on reinforced concrete abutments and piers, a single span precast concrete bulb tee beam bridge on reinforced concrete cellular abutments, and a single span precast concrete deck bulb tee beam bridge on reinforced concrete cellular abutments.

Alternative 1 – This bridge consists of three spans at 19’-0”, 136’-0” and 19’-0” for an overall bridge length of 174’-0”. The short end spans over the trails are reinforced concrete slabs. The center span over the Truckee River is precast concrete bulb tee beams with an 8” composite concrete deck. Because of the large difference is span lengths and structure depths between the center span and the end spans, the spans are all designed as simple spans with expansion joints located at the piers. A 1” polymer concrete overlay will be placed on top of the bridge deck to serve as a wearing surface and to provide additional protection for the reinforced concrete deck.

Alternative 2 – This bridge consists of cellular abutments with a single span of 135’-0” over the Truckee River.

The cellular abutments are each 17’-6” in length for an overall bridge length of 170’-0”. The span over the Truckee River is precast concrete bulb tee beams with an 8” composite concrete deck. For similar reasons as stated above, the center span over the river will be designed as a simple span with expansion joints at each end.

A 1” polymer concrete overlay will be placed on top of the bridge deck to serve as a wearing surface and to provide additional protection for the reinforced concrete deck.

Alternative 3 – This bridge consists of cellular abutments with a single span of 98’-0” over the Truckee River.

The cellular abutments are each 17’-6” in length for an overall bridge length of 133’-0”. The span over the Truckee River is precast concrete deck bulb tee beams with a 5” non-composite concrete deck. As stated above, the center span will be designed as a simple span with expansion joints at each end. A 1” polymer concrete overlay will be placed on top of the bridge deck to serve as a wearing surface and to provide additional protection for the reinforced concrete deck.

The single span precast concrete deck bulb tee beam bridge is the preferred and recommended bridge alternative of this Addendum to the Structure Type Selection Report.

B. Physical Constraints

The new Truckee River Bridge must accommodate the Truckee River, the Tahoe Rim Trail on the eastern shore, and the Truckee River Trail on the western shore. The minimum bridge width is 46’-9" at Abutment 1 (east end) and increases/flares in width near the abutment on the west end. The width accommodates two 12’-0” lanes with an 8’-0”striped median. The eastbound lane has a 2’-7½“ shoulder and a 1’-9” concrete barrier. The westbound lane has a 2’-0” shoulder, a 6’-7 ½” sidewalk and a 1’-9” concrete barrier. The sidewalk on the new bridge will allow for the expansion of sidewalks along Route 89 at some point in the future.

The SR-89 profile along the bridge has been set to provide a minimum vertical clearance of 12 feet between the trails and the soffit of the bridge. The span arrangement and cellular abutments were selected to provide a minimum clear width of 14 feet along the trails. The 12 foot vertical by 14 foot horizontal opening is also large enough to accommodate maintenance and emergency vehicles that may occasionally need to use the trails. The bridge is also required to provide a minimum of 2 feet of freeboard above the 50 year flood/flood of record.

C. Abutments and Wingwalls

Two types of abutments are proposed for these alternatives. The three span alternative uses traditional reinforced concrete cantilever abutments supported on either spread footings or piles. The single span alternatives both use a reinforced concrete cellular abutment that accommodates the pedestrian trail. The cellular abutment is similar to a box culvert but it includes a beam seat to support the girders over the river. The box structure is sized to accommodate the pedestrian trail. The wall along the river has large openings to provide a more open feeling and views of the river. The foundation of the cellular abutment is a spread footing. A cut-off wall will be constructed along the river to prevent scour from undermining the cellular abutments.

Rockery retaining walls will be used as wingwalls at the four corners of the new bridge and along the Truckee River Trail on the western shore.

D. Structure Approach Slab

Structure Approach Slab Type EQ(10) will be used at each abutment. Structure approach and abutment drainage will consist of geocomposite drain and weep holes. The approach slabs, geocomposite drains and weep holes will be in accordance with Caltrans standard details.

E. Piers

For the three span alternative, Pier 1 and Pier 2 consist of a cast-in-place concrete cap supported by three 48 inch diameter cast-in-place concrete columns and CISS piles.

F. Superstructure

The preferred superstructure consists of precast concrete deck bulb tee beams with a 5” non-composite concrete deck. A 1” polymer concrete overlay will be placed as the wearing surface on top of the concrete deck. A concrete cover of 2½ inches to deck reinforcement and epoxy coated reinforcement will be provided to ensure the longevity of the bridge deck. Expansion joints will be placed at the ends of the simple span over the river.

Snow plow deflectors will be installed at the bridge deck expansion joints.

G. Railings and Barriers

See Structure Type Selection Report for a discussion of Railings and Barriers.

H. Aesthetics

See Structure Type Selection Report for a discussion of Aesthetics.

I. Bridge Construction Estimate

Material quantities were computed in accordance with Bridge Design Aids Manual Section 11. Unit prices were determined by referencing current bid tabulations from recent Caltrans bid openings and by using the Caltrans online contract cost database. The estimated construction cost of the bridge (including time related overhead, mobilization, and 20% contingency) is $2,560,000. Refer to Appendix B for the General Plan Estimate sheet.

PREFERRED AND RECOMMENDED ALTERNATIVE

As previously noted, the preferred and recommended bridge alternative is Alternative 3, the single span precast concrete deck bulb tee beam bridge:
