(b) Notify the CO of any aquatic invasive species encountered.
107.15 Nesting Special–Status Birds.
Conduct focused surveys for nesting special status birds, including waterfowl and olive-sided flycatchers, no more than 14 days before construction activities that are initiated during the nesting seasons (generally April 1 through August 31, depending on snowpack and other seasonal conditions) by a qualified wildlife biologist.
If an active nest is located during the preconstruction surveys, the biologist will notify the CO. If necessary, modifications to the project design and/or construction area to avoid removal of occupied habitat while still achieving project objectives will be evaluated, and implemented to the extent feasible. If avoidance is not feasible or conflicts with project objectives, appropriate buffers around nests and limited operating periods will be established through consultation with the CO to avoid disturbances during the sensitive nesting season.
Payment for wildlife biologist is included under the Hired Technical Services bid item. See Section 623 for requirements of the biologist.
107.16 Fish Capture and Translocation Plan.
Conduct preconstruction surveys with a qualified wildlife biologist before any activities that require dewatering commence. Implement native-fish relocation activities if native fish are present. All captured native fish species will be immediately released to a suitable habitat near the study area. The qualified biologist will place nets with 1/8-inch mesh at the upstream and downstream extents of the area to be dewatered to keep fish out of the area during fish removal activities. After completion of removal activities, the work area will be cleared for dewatering by the CO. Fish rescue and relocation (to a suitable habitat approved by the biologist) will continue until the area is completely dewatered or until it is determined that no fish remain in the dewatering area. This fish translocation plan will apply only to native fish species.
Nonnative species captured during the pre-dewatering effort will be disposed of. Anticipated nonnative fish species include rainbow trout, brook trout, brown trout, lake trout, kokanee
E-16 Amendment A003 7/14/16 salmon, and Yellowstone cutthroat trout. Other important nonnative fish species introduced into Lahontan Cutthroat Trout (LCT) historical habitat include bass and carp.
Payment for wildlife biologist is included under the Hired Technical Services bid item. See Section 623 for requirements of the biologist.

Utilize existing power sources or clean-fuel generators rather than temporary power generators where feasible.
(j) As directed by the CO, implement appropriate additional noise mitigation measures, including changing the location of stationary construction equipment, rescheduling construction activity, notifying adjacent residents in advance of construction work, and installing acoustic barriers around stationary construction noise source.
(k) Limit construction-generated ground vibration to 80 VdB. Limit construction and demolition activities to avoid exposing existing structures to levels of ground vibration that exceed 0.20 in/se Peak Particle Velocity.
(l) Maintain and keep free of gravel and debris pedestrian access along existing bike trails or detours until new trails are open. Detours must be approved by the CO.
(m)Coordinate activities with the CO that may require river closures with rafting businesses at least three months prior to work.
(n) A pre-grade inspection by the CO and Tahoe Regional Planning Agency (TRPA) is required prior to any grading activity. Contact the CO a minimum of 3 business days prior to schedule an inspection. Prior to inspection, install all temporary erosion control Best Management
E-21 Amendment A003 7/14/16
Practices (BMPs) and vegetation protection fencing. If trees are to be removed that would interfere with the BMPs or vegetation protection fencing, contact the CO for approval to remove them prior to the pre-grade inspection. No grading or construction may commence until TRPA pre-grade conditions of approval are accepted by the CO.
(o) Phase project construction to minimize the amount of disturbed soils existing at one time.
Additionally, install temporary BMPs at all new and existing conveyance and treatment facilities to prevent the transport of sediment during storm events occurring during construction. Install and maintain temporary BMPs prior to excavation and during all phases of the proposed project. Modify BMPs at the request of the CO if inspections find the BMPs to be inadequate or improperly placed or constructed.
(p) Maintain final grading limits as delineated on the plans to ensure the project, as built, does not exceed the approved land coverage
(q) Construction adjacent to the Truckee River Dam will meet the Bureau Of Reclamation (BOR) requirements for bypass flows as outlined in 208.07. Construction activities associated with replacement of Fanny Bridge will maintain a minimum distance of 25 feet to the Lake Tahoe Dam, Outlet Gates, and stilling basin, except to tie in the temporary bypass pipes.
(r) Construction staging areas and construction activities cannot displace any of the parking used for recreation access unless temporary replacement parking spaces are provided in equal numbers and within 0.5 mile of the 64-Acre Track. A plan for temporary replacement spaces must be approved by the CO before any construction activities displace parking.
(s) Do not use the Tahoe City Transit parking lot as a staging area.
(t) See Section 107.12 through 107.18 for environmental surveys that are required.
(u) TRPA permit requirements that are stricter than NPDES permit requirements supersede the
NPDES.
(v) Maintain a secure perimeter around the Caltrans Maintenance Yard with 6-foot tall chain link fence at all times.
(w) Perform no work except to maintain traffic control devices, erosion control devices, the roadway driving surface, and to control dust during the listed Federal holidays and surrounding days as shown in Table 108-2.
(x) Additional work along the C Line and the bike paths is anticipated in the future through a separate construction contract. This work could be under construction in 2017. The CO will coordinate the schedule of the project with the Contractor, if necessary.
E-44 Amendment A003 7/14/16
A Traffic Control Plan must be submitted for approval according to Subsection 104.03 at least 30 10 days before intended use. Updated Traffic Control Plans will be required for each phase of work.
(a) Pedestrians and Bicycles. The Traffic Control Plans shall provide temporary routes for pedestrians and bicycles. Include signage at trail heads and parking lots for all trails directly affected by construction and for connecting trails to alert trail users about the timing, duration, and nature of construction-related impacts, detours and closures. Provide a “recreation hotline” and or website link that is updated weekly to provide current information on construction related detours and closures. When pedestrians or bicycles are adjacent to the roadway in the peak period (Memorial Day to Labor Day), barrier separation is required.
(b) Closures. Outline the process for notifying the public in advance of mainline closures or detours in the Traffic Control Plan. Limit full closures to a maximum of 20 minutes Closures also include reduction in horizontal clearances, traveled way width, shoulder width, or number of lanes. Submit a written schedule of planned closures for the next week period, defined as Sunday noon through the following Sunday noon, by noon each Monday. Show the locations and times of the proposed closures in the Closure Schedule. Use the Closure Schedule request forms furnished by the CO. Closure Schedules submitted to the CO with incomplete or inaccurate information will be rejected and returned for correction and resubmittal. The Contractor will be notified of disapproved closures or closures that require coordination with other parties as a condition of approval. Submit closure Schedule amendments, including adding additional closures, by noon to the CO, in writing, at least 3 business days in advance of a planned closure. Notify the CO of cancelled closures 2 business days before the date of closure.
(c) Notification to businesses and residents. Notify business owners and residents, a minimum of 72 hours prior to beginning any construction adjacent to a property. The Traffic Control Plan must include a Public Safety component. Within the Public Safety Section, include a public notification letter along with a list of delivery and posting addresses. The letter must describe the work to be performed and state overlay work locations, dates, and times. Deliver the letter to residences and businesses within 100 feet of overlay work and to local fire and police officials at least 7 days before starting work. Post the letter at the job site.
156.05 Maintaining Roadways During Work.
(a) Add the following:
