About this file
This document is a Second Amendment to Contract No. 09321 for Emergency Response to Hazardous Materials, executed between the State of Washington's Department of Enterprise Services and NRC Environmental Services/US Ecology, a Washington corporation. The amendment is dated November 20, 2024, and modifies the original contract that was initially effective May 27, 2022.
The amendment introduces three key modifications: 1) an economic adjustment provision that allows for percentage markups of prevailing wage rates based on the U.S. Department of Labor's Produce Price Index for Environmental consulting services, with adjustments calculated on September 1, 2024, and September 1, 2026; 2) a pay equality provision requiring equal compensation for similarly employed individuals with allowances for factors like seniority, merit, and job-related differences; and 3) a nondiscrimination provision prohibiting discrimination on specific enumerated bases and requiring cooperation with state agency investigations. The contract term remains unchanged, with the current amendment extending the contract's operational scope and adding compliance requirements mandated by Washington State Legislature.
