About this file
This document is a Statewide Contract (No. 09321) for Emergency Response to Hazardous Materials, awarded to DH Environmental, Inc. The contract covers response times and service capabilities across all 39 counties in the state of Washington, with a comprehensive list of maximum emergency response times for each county ranging from 109 minutes (King County) to 342 minutes (Chelan, Ferry, and Okanogan Counties).
The contract includes detailed pricing for a wide range of professional personnel positions and equipment, with standard and overtime rates for roles such as Principal Engineer ($200/hour), Project Scientists, and HAZWOPER Technicians. Equipment and materials are priced on a daily, hourly, or per-item basis, covering everything from field service vehicles and trucks to specialized safety equipment and disposal services. Notably, the contract allows for cost-plus-20% pricing for subcontractors, equipment not specified in the price list, and additional materials. Transportation rates are structured based on distance from the Seattle office, with minimum charges and incremental pricing for different mileage ranges. The contract appears to be comprehensive, covering personnel, equipment, transportation, and disposal services for hazardous materials emergency response.
