About this file

This document is an Exhibit C Statement of Work for an Arizona Batch Pilot project between a Department (likely the Arizona Department of Economic Security) and a Contractor (identified as Equifax/TWN). The pilot involves using employment and income verification data from TWN, a database maintained by the Contractor, to help the Department more efficiently determine eligibility for the Supplemental Nutrition Assistance Program (SNAP) by identifying households whose income exceeds the Federal Poverty Income Level (FPIL).

The pilot will run from October 1, 2025, through at least November 2, 2025, with potential for extension, involving monthly batch file submissions. The Department will provide input files containing social security numbers, case numbers, unearned income amounts, and household FPIL information. The Contractor will process these files against TWN data, calculating gross income for each adult and comparing the household total income against the provided FPIL. If a household's income meets or exceeds the FPIL, verification reports will be returned and billed to the Department. The Contractor will be compensated according to pricing outlined in the underlying contract, with the Department responsible for all resulting charges upon input file submission. The pilot is explicitly described as a test to assess the potential value of TWN data in reducing eligibility determination errors.

Exhibit C

Arizona Batch Pilot - Statement of Work

1. BACKGROUND

Today, the use of employment and income verifications from TWN, a database maintained and operated by Contractor, is commonly used for verifying a Consumer’s employment and/or income information related to government benefit eligibility determinations and is currently in use by the Department. The Department would like to assess the additional value that TWN Data or new or developing solutions related to TWN and TWN Data could provide in its efforts to more efficiently determine eligibility and help reduce potential error rates in its SNAP program. The Department desires to append such to a population of Consumers, which the Department will provide for the purpose of a pilot project (“Pilot”).

2. SCOPE

The Data Study shall focus on identifying households whose gross W-2 wages, combined with the Department-provided unearned income figure for that particular household, exceed the household’s Federal Poverty Income Level (“FPIL”), which shall also be provided by the Department, based upon that particular household size. The Department will send Consumer social security numbers (each an “SSN”) for all or a part of its current SNAP benefit recipients/Consumers (the “Population”) to Contractor in a batch file (each an “Input File”), to conduct the verifications and calculations outlined herein. Contractor will process each Input File and provide the Department with a results file (each an “Output File”) as further outlined herein, to the Department. The Department may only include Consumers in the Population in accordance with the Department’s obligations and requirements outlined in the Contract, including but not limited to consent, authorization, and permissible purpose for each individual currently receiving benefits at the time of submission of the Population.

Contractor and the Department agree and understand that households whose Verification Reports and resulting records that were combined to find gross income/W-2 wages and the reported Unearned Income to be a total under the provided FPIL for a given household may still exceed the FPIL due to income or records unknown or unavailable to Contractor and the Department. Additionally, the parties agree and understand that the Pilot and its Output Files, Data, and Information may or may not be representative of a Service available, or to be available, at the production level.

3. TERM

The term of this SOW shall begin on October 1, 2025, and shall terminate upon the mutual written agreement of the parties. Such agreement may occur via email.

4. DEPARTMENT INPUT FILE

Each Input File will contain all fields necessary for the Data append, as further outlined in this Section and Section 6 herein. In each Input File, the Department shall provide Contractor with a case number that identifies and is assigned to each household, the included SSNs associated with that case number/household, and any unearned income amounts for each individual SSN within the household/case number. The Department will also send Contractor the relevant FPIL for each case number/household and its respective size.

The Department will submit the following required fields for each Consumer, including the population, and each Input File:

Attribute Name Description

SSN SSN Number for each adult in the relevant household

Case Number Case Number associated with the individual(s) and all members (if any) of the relevant household

Unearned Income This is the unearned income for each individual in a relevant household. This will be added to total gross income to determine the total income that is compared against FPIL

Household FPIL FPIL is associated with the individual and all of the members in their household.

5. METHODOLOGY & DELIVERABLES

A. Department provides each Input File to Contractor, this Input File shall contain the relevant Population and required fields as outlined herein.

B. Contractor will run the Department’s submitted Input File against TWN and conduct the requested calculations.

C. Contractor will return an Output File to the Department for each submitted Input File that only includes Verification Reports – as and if available from TWN – that are associated with the Consumers within a particular household when the household Gross Income and Unearned Income (as provided by the Department) exceeds the FPIL (as provided by the Department) for that household. Each Output File shall also denote which SSNs were available on TWN.

The Contractor calculations process includes the following steps:

A. For each adult individual of a household, as grouped into a household by the Department with the provided case number, Equifax will calculate total Gross Income for the calendar month prior to the month of submission.

i. E.g. for an Input File submitted October 1 then the Gross Income will be calculated for the month of September of the same year.

B. “Gross Income” shall be calculated for each adult individual by taking the sum of all paycheck gross amounts for each paycheck(s) associated with that individual’s SSN during the relevant calendar month from all such employers, as such information is available on TWN.

C. Contract will then sum with the Gross Income the “Unearned Income,” provided to it in each Input File by the Department, for the relevant adult individual within the denoted household. This results in the “Total Income” associated with each adult individual in the relevant household and used for comparison against the FPIL for that household, as provided by the Department.

D. The Total Income(s) for each adult individual within a household, as identified by the case number provided by the Department, shall be totaled for the “Household Total Income” and used to compare against the household’s FPIL that was provided by the Department.

E. If the Household Total Income is equal to or exceeds the FPIL associated with that household then all records/Verification Reports for the relevant calendar month used to calculate the Gross Income(s) will be returned and billed to the Department.

F. If the Household Total Income is below the household’s FPIL then no records or verification reports shall be returned in the Output File.

6. FILE TRANSFER INSTRUCTIONS

Department shall abide by the security protocols in the Contract pertaining to Data, and utilize the secure file transfer protocols connectivity to transfer Data associated with the Project as outlined under the batch solution and batch processes provided for under the Contract. Department is responsible for providing the Input File(s) in the correct format and for ensuring that the Input File(s) and content thereof, being submitted, are not in error.

7. TIMELINE

The Pilot will begin on October 1, 2025 through the submission of the first Input File to Contractor by the Department.

The Department shall submit one batch (1) Input File on October 1, 2025, for September 2025 calculations and one batch (1) Input File on November 2, 2025, for October 2025 calculations. In the event Department wants to continue to conduct additional such batch submissions beyond November 2, 2025, the parties shall mutually agree in writing prior to the submission of the relevant Input File from the Department to Contractor for that month. Such agreement may occur via email. Any further batch submissions shall occur once monthly and be submitted by the first business day of that month. Contractor shall return the resulting Output File within one (1) week of receipt of the relevant Input File.

The Pilot will terminate as provided for herein.
