RE: Delegation of Procurement Authority for Cooperative Purchasing

Dear Mr. Jimenz, In accordance with A.R.S. 41-2632 and R2-7-1001,1002, The Arizona Department of Economic Security (ADES) is requesting approval to lead efforts in conjunction with the Arizona Health Care Cost Containment System (AHCCCS) in a new Request for Proposal (RFP) solicitation for Income and Employment Verification Services. These services are currently managed by AHCCCS through contract

YH18-0006.

The Income and Employment Verification Services are utilized for determining eligibility for various human service programs within AHCCCS and ADES. Programs include Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Child Support Services, Child Care and the Medicaid program. The Contractor will provide real time access to a Software as a Service (SaaS) Application Programming Interface (API) and website-based solution with the ability for the data to integrate into AHCCCS’ Health-e-Arizona Plus (HEAplus), Arizona Technical Eligibility Computer System (AZTECS) and other internal software systems. This SaaS API is to provide ADES and AHCCCS an expedited way to ensure timely determination of individual applicants’ eligibility for programs and benefits based on federal requirements, reduce error rates; and preserve program integrity and quality control through the detection and elimination of fraud.

The current contract YH18-0006 expires June 30, 2021 and based on ADES’s usage, ADES should take the lead in this solicitation and provide the general administration of the awarded contract for ADES and

AHCCCS.

Pursuant to 41-2632, Cooperative Purchasing, and Technical Bulletin 005 Cooperative Contract, it is in the best interest of the State to grant ADES authority to enter into a cooperative purchasing agreement (A.A.C R2-7-1001,1002.) and authorization for AHCCCS to participate in a new competitive Request for Proposal for Income and Employment Verification Services. The Department is in the process of developing the Scope of Work with a contract award date scheduled for October 28, 2020 and contract effective date of November 1, 2020.

Thank you for your consideration. If you have any questions, please call me at 602-542-4866.

Sincerely, Yesenia Sandoval Acting Deputy Chief Procurement Officer ADES Office of Procurement
