The five-year contract was executed in 2012 and establishes a statewide procurement vehicle that allows Wisconsin state agencies, municipalities, school districts, and other authorized users to purchase VoIP telecommunications services at negotiated rates.
The contract covers AT&T Unified Communications Services including hosted VoIP solutions, voice mail services, audio teleconference services, and related equipment such as Cisco routers, gateways, and IP handsets. Key pricing includes UC Voice-Voicemail services with a minimum commitment of 19,500 user licenses beginning in month 13, discounted rates ranging from 22% to 67% off list prices for various service components, and per-station installation charges ranging from $92.99 to $347.98 depending on deployment size. AT&T will collect and remit headquarters credits to the state on behalf of participating entities, with monthly user fees ranging from $1.99 to $16.95 depending on service level. The contract replaces the state's existing Centrex phone system with a modern hosted VoIP solution managed from AT&T's data center in Massachusetts.
