About this file

This is a technical specifications document for the County of Sacramento's solicitation for a new 350,000-gallon potable water prestressed concrete tank at Rio Cosumnes Correctional Center. The project requires a qualified Tank Contractor to design and construct a strand wound, prestressed concrete tank (AWWA D110 Type I) with a 46-foot inside diameter and 30-foot water depth, complete site preparation including a gravel access road, installation of water lines and conduit connecting to the existing water treatment facility, and submission of design drawings and calculations sealed by a California-registered engineer. The tank contractor must meet stringent experience requirements, including at least ten years of experience building AWWA D110 Type I prestressed concrete tanks, with five of the ten tanks located in seismic zones with mapped spectral response acceleration (Ss) of 0.626g or greater and in successful service for at least five years. A mandatory pre-bid meeting requiring security background checks is referenced, with bidders instructed to follow Appendix C procedures. The three lowest bidders must submit escrow bid documents. Work will take place within a secure correctional facility, requiring background checks for all personnel and adherence to facility regulations throughout the project duration.

The specifications detail comprehensive material, design, and construction requirements including concrete specifications with minimum 4,000 psi compressive strength and maximum 0.42 water-to-cementitious ratio, circumferential and vertical prestressing systems with continuous electronic monitoring, automated shotcrete application, and extensive quality assurance protocols. The tank contractor or designated tank prestressor must possess two operable automated strandwrapping circumferential stressing systems and two operable automated shotcrete machines capable of producing continuously monitored force recordings. Design criteria include a 350,000-gallon capacity, seismic design per AWWA D110, ACI 350.3, and ASCE 7-10 standards with mapped spectral accelerations of Ss = 0.626g and S1 = 0.263g, soil bearing capacity of 3,000 psf, and maximum total settlement of 1 inch. The contractor must provide all labor, materials, tools, and equipment; submit preliminary design drawings and calculations with the bid; and guarantee the structure against defective materials or workmanship for one year from completion. Associated work includes erosion control, electrical infrastructure, site clearing, earth moving, utility trenching, pavement base course, asphalt paving, concrete improvements, chain link fencing, and water system installation.
