About this file
This is a Waste Management Plan appendix (Appendix F) issued by Sacramento County as a special provision for Contract 4689, which involves the construction of a new 350,000-gallon potable water prestressed concrete tank at the Rio Consumnes Correctional Center (RCCC). The plan establishes mandatory waste management and recycling requirements for all construction and demolition debris generated during the project. Contractors are required to submit the completed Waste Management Plan and obtain county approval before the building permit is issued. The plan identifies key parties including the contractor, subcontractors, owner, and project location, and requires contractors to elect between self-hauling or using a county-franchised waste hauler for debris removal and to select either source separation or mixed waste recovery methods through county-certified sorting facilities.
The Waste Management Plan enforces California's CALGreen requirements mandating that a minimum of 65 percent of all construction and demolition debris must be recycled. Contractors must maintain detailed waste logs and weight tickets for all hauling and disposal activities, including subcontractor debris, and submit these records prior to final inspection. The plan prohibits illegal burning or dumping of materials and requires contractors to retain documentation for one year following waste log submission. Non-compliance may result in correction notices, additional recycling requirements, and civil penalties up to $1,000. Sacramento County Construction Management and Waste Management & Recycling staff are available for questions at (916) 875-4049, and completed plans should be submitted to WasteLog@SacCounty.Net or by fax to (916) 854-9790.

Briefly describe the project:
C. Definitions. Read and understand these terms. Call County staff at (916) 875-4049 if the meaning of these terms is not clear to you.
1. Self-haul or self-hauling: This is when the builder or subcontractor who is doing work on the project hauls their own waste materials for recycling or disposal. Note that a jobsite cleanup company is not doing other work on the project and is not self-hauling. Jobsite cleanup companies must be Franchised.
2. Franchised hauler: See list provided at https://wmr.saccounty.net/Pages/Franchisee-Listing.aspx. These are the only companies in Sacramento County who can legally collect and haul mixed construction and demolition debris.
3. Source separation: This is achieving compliance with the recycling requirement by keeping recyclables from being mixed with trash / un-recyclable material. If you have space to accommodate source separation, it’s a good way to save money.
4. Mixed Waste Recovery: This is achieving compliance with the recycling requirement by putting all debris into one container or truck / trailer and sending it to a County certified C&D sorting facility to have the recyclable material extracted and recycled. If your jobsite is crowded, mixed recovery is a simple way to achieve compliance.
5. County Certified C&D Sorting Facility: See list at https://wmr.saccounty.net/Pages/CDDebrisSortingFacilities.aspx.
These are the only facilities that can provide recycling credit for loads of C&D that have mixed types of materials in them (“Mixed C&D”). They sort the recyclable material out of the load.
