File Summary: Combined Specifications for McIntosh Park Wetland Construction Project
This is a combined specifications document for the McIntosh Park Integrated Water Management and McIntosh Park Elements construction project in the City of Plant City, Florida. The project involves the construction and restoration of a 365-acre natural habitat area to be converted into enhanced wetland cells, some augmented with reclaimed water and four percolation cells. The primary scope includes excavation of multiple wetland cells with compacted maintenance berms and control structures, extension of reclaimed water lines from the city's existing infrastructure with SCADA-controlled discharge valves, construction of a 55-foot compacted fill mound serving as a recreational area, unpaved and handicap-accessible paved parking lots, pre-fabricated restroom and pavilion facilities, boardwalk construction, septic system installation, and a public water supply well. Additional work includes a jack and bore operation under CSX Transportation right-of-way along State Road 39, requiring continuous coordination with CSX per their issued permit. The project is located at McIntosh Preserve, 775 East Knights Griffin Road, Plant City, Florida 33565. Work hours are established as 7:00 AM to 6:00 PM, Monday through Friday, with holidays specified in the contract documents. The contract includes 31 distinct pay items covering mobilization/demobilization, survey and as-built drawings, maintenance of traffic and CSX coordination, clearing and grubbing, erosion and sedimentation control, excavation, grading, various pipe installations, electrical and instrumentation systems, asphalt pavement, concrete work, landscaping, and specialty items such as slide gates, flow control assemblies, and pre-fabricated structures.
Payment methodology is structured as a combination of lump sum, unit price, and percentage-of-completion bases depending on the work item. Estimated quantities are provided as approximate figures for bid comparison purposes only, with actual payment based on work performed and materials furnished. The contractor is responsible for all incidental work not specifically listed as separate pay items, including submittals, bonds, insurance, erosion control maintenance, field engineering and surveying, site sanitary facilities, dewatering, cleanup, utility protection and repair, traffic control, and landscape restoration. The project is partially funded through a State of Florida Department of Environmental Protection grant agreement (LPA0038), requiring all work to be conducted in accordance with grant terms and conditions. The contractor must submit critical documentation including a preliminary progress schedule within 10 business days of Notice to Proceed and a detailed progress schedule within 30 days, along with Quality Assurance/Quality Control plans, submittals in Adobe PDF format, pre- and post-construction site condition surveys with photographic documentation, and signed and sealed as-built drawings by a licensed Florida professional land surveyor. A preconstruction conference must be held prior to work commencement with attendance required from the contractor's project manager, superintendent, subcontractors, the city, and design engineers. Compliance with Florida Department of Transportation design standards and specifications applies to general construction and earthwork, and all work must meet state and federal water quality standards through implementation of erosion control and best management practices.

1.1 WORK COVERED BY CONTRACT DOCUMENTS
Location and Description of Work:
1. The McIntosh Park Integrated Water Management and McIntosh Park Elements project in the City of Plant City (CITY) is a 365-acre natural habitat area proposed to be converted to a series of enhanced wetland cells, some of which will be augmented with reclaimed water and four percolation cells. Additionally, the excess excavated fill will be placed in a central mound to a height of 55 feet that will serve as a recreational area.
The work includes, but is not limited to, excavation of multiple wetland cells enclosed within compacted maintenance berms with associated control structures and spillways, reclaimed water line extended from the CITY’s existing reclaimed water line on Alexander Street to four internal discharge points, SCADA control of discharge valves to each of the four discharge points dependent on water elevation at percolation cells, the construction of a compacted fill mound with access ramp to the top, unpaved parking lot and paved handicap parking lot, pre-fabricated restroom and pavilion, boardwalk, septic system and well.
Connecting the existing reclaimed water line along SR 39 to the project includes a jack and bore under the CSX Transportation (CSX) right of way between SR 39 and the CITY property. CITY has obtained the required permit from CSX for this activity.
That permit includes specific requirements for Contractor to submit materials to CSX and to provide continuous coordination with CSX throughout the duration of any work within the CSX right of way. Contractor is solely responsible for meeting these requirements.
2. The work is located in eastern Hillsborough County in the City of Plant City. Work to be performed will be in accordance with CITY, County, State, Water Management District, and Federal standards, and Contract Documents prepared by Dewberry Engineers, Inc and Wetland Solutions, Inc. The project is located at McIntosh Preserve at 775 East Knights Griffin Road, Plant City, FL 33565.
3. The summary of work described in this Section is an overall summary of the responsibilities of the Contractor and their relation to the CITY.
4. Key objectives of the project include:
01 11 00 - 2
Construction of a series of treatment wetland cells augmented with highly treated reclaimed water that will beneficially reuse advanced treated water and support wildlife habitat, improve and expand an existing created wetland area on the east side of the site that will provide flood relief in the surrounding area during flood events and provide improved flow in the north part of the site to reduce offsite flooding.
The various improvements included under the Park Elements portion of the project are to be considered as bid alternates and bid separately.
Construction activities must be complementary to existing natural habitats and other local natural features.
Beneficially use all excavated material on site. There is no proposed hauling of excess material offsite.
Care will be taken to minimize, and, where practicable, avoid disturbances to existing areas of wetland and upland habitats adjacent to construction work areas. The Contractor shall be responsible for maintenance of State and Federal Water Quality Standards by implementing erosion control management practices to eliminate sediment transport downstream from project work areas. Erosion control devices may include floating turbidity barriers, staked silt fence, staked synthetic hay bales, temporary sediment sumps as well as other Best Management Practices (BMP's) as necessary and practicable. The Contractor shall prepare and submit an erosion and turbidity control plan, a dewatering plan, and a stormwater pollution prevention plan accompanying Notice of Intent (NOI) to the Engineer of Record (ENGINEER) for review and approval prior to commencement of work. The plans include proposed BMPs, but the Contractor is responsible for maintaining the project area during construction and ensuring no adverse impacts on the surrounding properties. Special care is required in the area of the East Canal to ensure turbidity restrictions are met.
The Contractor shall be expected to accommodate minor field adjustments during project construction to minimize impacts to existing trees greater than eight (8) inches in diameter at breast height.
Construction site access will be via a gated entrance off of Alexander Street (S.R. 39). Park visitor entrance is on E. Knights Griffin Rd. Typical open hours for the park are between approximately 7:30 AM and 4:00 PM. The gate must be locked at the end of every workday. The Contractor shall also be responsible for the installation of a temporary gate, lock, and construction fencing to exclude park visitors from the construction area. Contractor is responsible for adhering to CSX Transportation requirements as it pertains to crossing their tracks along S.R. 39 and coordinating directly with them as required.
