Tempo Dry Cleaners 233 Oxford Road Fern Park, Seminole County, Florida, 32730
FDEP Facility ID# 59 9501358 / ERIC_5476
Dear Mr. Talley:
Professional Service Industries, Inc. (PSI), an Intertek Company, is pleased to provide the revised proposal contained herein to install injection and monitoring wells followed by groundwater sampling and testing.
The proposed activities will address impacted groundwater for the Tempo Dry Cleaners at 233 Oxford Road, Fern Park, Florida. Included with this proposal is the project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
Drycleaning operations at the Tempo Dry Cleaners began in January 1978 and utilized perchloroethene (PCE). In November 1994, a 150-gallon aboveground storage tank (AST) containing PCE was reportedly tipped over. On or prior to November 30, an area approximately 4 feet by 4 feet was excavated, in an attempt to remove the contaminated soil associated with the AST discharge. The excavated soil was later used as backfill. A soil sample collected from the former excavation area had a PCE concentration of 49,000,000 milligrams per kilogram (mg/kg).
In May 1995, the PCE drycleaning operations ceased at Tempo, and the business was sold and converted to a dry drop-off as documented by a FDEP inspection in March 1997. The drycleaner was accepted into the Drycleaning Solvent Cleanup Program in June 1998, and assessment activities conducted by WRS commenced in October 2002.
In February 2007, an air sparge curtain system, consisting of six (6) air sparge wells was implemented at the site. An Interim Source Removal was conducted at Tempo Cleaners in April 2008.

Tempo Dry Cleaners, Well Installation/Groundwater Monitoring
PSI was tasked with providing remediation system start-up in January 2011. Monthly O&M activities commenced in February 2011 and were discontinued in August 2011. A Membrane Interface Probe study was conducted in November 2011 which revealed more specific data to interpret the contamination plume which is widespread and is migrating vertically. The air sparge system appears to have been successful in decreasing contaminant levels in the shallow zone. However, historic efforts to remediate the intermediate zone have had little impact.
Annual groundwater monitoring data from 2013 to 2018 indicate the continued presence of contaminant concentrations above applicable regulatory Cleanup Target Levels. A groundwater PCE concentration as high as 32,000 μg/L has been reported for samples collected from monitoring well EMW012, which was located in the same location as the former PCE AST where the reported discharge occurred (ECS, 2000).
Over the last 15 years or so, groundwater PCE concentrations have generally decreased in the AST spill area and increased in some of the downgradient wells. Contaminant reduction in the AST spill area appears to be attributable to a combination of source removal activities (ISR and SVE), contaminant migration, and natural attenuation.
In April 2015, PSI representatives met with the owner due to planned construction to remodel the former drycleaner space and expand the convenience store. PSI modified the interior SVE trenching system to underground and performed Soil Oxidant Demand (SOD) testing activities on soil samples to evaluate future remedial strategies. Approximately 12 tons of contaminated soil was removed and transported for off-site treatment and disposal. Two vapor points were abandoned, and one shallow well was installed inside the building.
During discussions with the Department in March 2016, various injection point locations were evaluated for PeroxyChem’s EHC® product. EHC® is composed of zero valent iron (ZVI), controlled release carbon and nutrients, which stimulate the chemical reduction and abiotic degradation of the contaminants. A buffer will also be introduced to ensure the pH is maintained above 6 SU. The selected target zone is the interval 40 to 55 feet bls.
A RAPMOD, dated November 2018, revised September 26, 2019 has been submitted to the FDEP. The RAPMOD proposes in situ chemical reduction, which combines abiotic chemical reduction (zero valent iron) and anaerobic bioremediation. The target treatment areas include the original release area and the on-site portion of the groundwater plume that exceeds NADC levels.
Groundwater testing performed in August 2019 revealed a concentration of PCE in temporary point of compliance (TPOC) well BMW034 exceeding the GCTL. The FDEP has therefore requested a new TPOC well to be located downgradient of BMW034. Additionally, FDEP has requested the installation of intermediate depth wells along the western edge of the groundwater VOH plume for horizontal delineation.
PROPOSED SCOPE OF WORK
Specifically, the proposed scope of work consists of the following subtasks:
Tempo Dry Cleaners, Well Installation/Groundwater Monitoring
1. Project Management
This scope is provided for in the template worksheets.
2. Utility Locate, Notification, and ROW permitting
A utility locate subcontractor will be utilized to identify and locate underground obstructions at the property prior to site subsurface activities. Site access will be coordinated with the site owner. Right of way permits will be obtained from Seminole County for proposed well locations along Fern Park Boulevard and Lochmond Drive.
3. Well Installation (Injection and Additional Plume Definition)
As per the RAPMOD, eight injection wells will be installed at Tempo Dry Cleaners in a grid like fashion.
The injections wells will be installed using sonic drilling technique. The injection wells will be constructed of 2-inch diameter schedule 40 PVC and screened from 40 to 55 ft. below land surface (bls). 0.02 slot screen and a 6/20 filter sand pack will be used to minimize the possibility of injectate clogging the well screen. The injection wells will be developed until purge water is relatively clear and will be completed with 18-inch diameter vaults and cam locks.
Monitoring wells will be installed to further refine the extent groundwater contamination. Sonic drilling technique will be used for the well installation based on depth of wells. All wells will be constructed of schedule 40 PVC and be two inches in diameter. Four intermediate wells will be screened from 50-55 ft.
bls. The monitoring wells will be constructed with 0.01 slot screen and a 20/30 filter sand pack. The monitoring wells will be developed until purge water is relatively clear and will be completed with 2 ft. by 2 ft. flush mounted concrete pads. One well will be installed in the residential neighborhood south of Tempo Dry Cleaners for down gradient plume definition. An additional three intermediate wells will be installed on the western portion of Tempo Dry Cleaner also for plume definition.
All downhole tools will be decontaminated prior to and between each location. Standard decontamination procedures (steam wash) apply for all drilling equipment and downhole tools (e.g., tremie pipe, hoses). Decontamination fluids and solids will be containerized.
Soil cuttings will be place into properly labeled DOT certified drums for proper transportation and disposal by a licensed waste handler. Purge water will be stored in the onsite remediation system holding tank.
Price quotations for the drilling activities were solicited from three firms, and the lowest price bidder was selected, Huss Drilling. A copy of the associated three bids are attached.
4. Top of Casing Survey and Groundwater Sampling and Analysis
Subsequent to well installation, well top of casings will be surveyed using a standard survey gun and tripod.
PSI proposes to conduct annual groundwater sampling and analysis and to update the RAPMod with the new data to ensure the most recent information will be used for the groundwater remediation strategy.
Tempo Dry Cleaners, Well Installation/Groundwater Monitoring
The data will be used to confirm current groundwater quality conditions before revising the RAPMod, if necessary.
Subsequent to well installation, groundwater samples will be collected from the newly installed wells and existing wells. The groundwater sampling program will include the following field and laboratory activities. Field sampling and decontamination procedures will be conducted by PSI in general accordance with FDEP Standard Operating Procedures (DEP SOP 001/01).
a. Mobilization to the site.
b. Collect groundwater elevation measurements of 17 wells.
c. Collect annual groundwater samples from the following thirteen previously existing wells:
AMW017, AMW040, AMW042, BMW020, BMW022, BMW023, BMW030, BMW034,
BMW041, BMW043, DMW026, DMW028 and the irrigation well (IW002) located at 310 Lochmond Drive. Collect groundwater samples from the four newly installed intermediate monitoring wells.
d. Submit samples to a National Environmental Laboratory Accredited Conference (NELAC) approved laboratory for Total Volatile Halogens by EPA Method 8260.
e. Collect groundwater samples from the following seven monitor wells: BMW020, BMW021, BMW022, BMW023, BMW030, BMW041, BMW043. Submit samples for analysis for TOC by EPA Method 9060, Iron, Sodium by EPA Method 6010, Sulfate by EPA Method 300.0, and TDS by EPA Method 2450C.
f. Containerize the investigation derived waste (IDW) purge water in the on-site polytank.
5. Revised RAPMod
Upon receipt of the laboratory analytical results, the data will be evaluated and compared to state standards within Chapter 62-777, Florida Administrative Code (FAC). The newly obtained data will be used to recalculate our design for the RAPMod for groundwater, if necessary. The report will also incorporate information from the various comments by the FDEP to provide a comprehensive document.
Conclusions and recommendations will be made, which will include any modifications to the proposed annual groundwater sampling event and remedial design. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints.
Tempo Dry Cleaners, Well Installation/Groundwater Monitoring

GPRS appreciates the opportunity to provide this proposal. I encourage you to visit our website
(www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W-9 can also be downloaded here. Please feel free to contact me if you have any questions, or if you need additional information.
SCOPE OF WORK
GPRS understands the scope to be searching for underground utilities in the vicinity of the proposed injection well locations and new well locations as shown in the images provided by the client on page 2. We will attempt to locate any utilities within a radius of approximately 10’ from each proposed location. GPRS will attempt to trace any utilities for which there are structures visible from the work area. The client will be responsible to provide drawings or notify GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. Interior locations will be scanned with both GPR antennas listed below. The areas should be laid out, marked, and cleared of obstructions prior to our arrival in order to avoid additional charges. Please notify GPRS in advance should additional reporting or records be required beyond field markings and our standard job summary. Please visit www.simspec.org for an overview of our industry-leading best practices that will be applied to this project.
EQUIPMENT
• 400/350 MHz GPR Antenna. The antenna is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. GPR works by sending pulses of energy into a material and recording the strength and the time required for the return of the reflected signal. Reflections are produced when the energy pulses enter into a material with different electrical properties from the material it left. The strength of the reflection is determined by the contrast in signal speed between the two materials. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the conductivity of the materials. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit:

• Electromagnetic Pipe Locator. The EM locator can passively detect the electromagnetic fields from live AC power or radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting EM field can then be detected by the receiver. A utility’s ability to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other fields, and many others. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Traceable Rodder. The rodder has a copper wire encased in 5/16” of fiberglass. The line is pushed through accessible pipes before placing a current on the wire which is then traced from the surface. The maximum traceable depth is 10’ depending on the soil conditions and the maximum distance is 300’. The line can be pushed through a pipe with direct access such as a sewer line at a cleanout or a storm drain catch basin. It may not be able to be pushed through deeper pipes within manholes and conduits will not be accessed by GPRS. The signal cannot be located through metallic pipes. For more information, please visit: Link
OPTIONAL EQUIPMENT
• GPS. This handheld GPS unit offers accuracy down to 4 inches, however, the accuracy will depend on the satellite environment and obstructions and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported into Google Earth or overlaid on a CAD drawing.
