Re: Proposal for Limited Site Assessment Addendum
Main Street (Current Courtesy Cleaners on Main) 1679 Main Street Sarasota, Sarasota County, Florida
FDEP Facility ID No. 58 9500336 / ERIC_5423
Dear Ms. Jean-Baptiste:
Professional Service Industries, Inc. (PSI) is pleased to provide a proposal to perform monitoring well installation, soil confirmation sampling services and groundwater sampling services at the former Main Street Cleaners located at 1679 Main Street, Sarasota, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
The former Main Street Cleaners (now known as Courtesy Cleaners on Main) is a pickup/drop-off drycleaning business in Sarasota, Florida. The former Main Street Cleaners was accepted in the State of Florida Drycleaning Solvent Cleanup Program in May 1997 and received a priority list scoring of 112.
The subject site is located at 1679 Main Street, on the north side of Main Street, approximately 700 feet east of the intersection of Main and Orange Avenue and within the downtown area of Sarasota. The subject site houses a standalone building that abuts a building immediately adjacent to the east.

FDEP – Main Street Cleaners Limited Site Assessment Addendum
The subject property was a former gasoline service station from 1930s until 1976. The building is remodeled, but the canopy, pump island, and former service bays are still visible.
The former Main Street Cleaners property is owned by the First Baptist Church of Sarasota, who also owns the property to the west across King Court, where the main sanctuary building is located. A pre-kindergarten school is located at the church property directly north of the drycleaner building.
The Limited Site Assessment / Interim Source Removal Plan conducted under the Drycleaning Solvent Cleanup Program identified drycleaning solvents in vadose zone soils and shallow groundwater on-site. Off-site assessment of groundwater was not completed at that time. A remedial strategy for the unsaturated zone soil consisting of an SVE system was designed and implemented. The SVE system start-up occurred in August 2015. Since that time, the SVE system has been operational.
PSI collected soil confirmation samples at seven locations in 2017. The analytical results are compared to the original samples results and are summarized below:

FDEP – Main Street Cleaners Limited Site Assessment Addendum
PSI has been performing annual groundwater monitoring since 2016. The most recent groundwater sampling event occurred in March 2021. Groundwater analytical results, indicated that Natural Attenuation Default Concentration (NADC) exceedances of TCE and cis-DCE were detected in monitoring well MW005S. A Groundwater Cleanup Target Level (GCTL) exceedance of PCE was detected in monitoring well MW005S, and a GCTL exceedance of cis-DCE was detected in monitoring well MW009S. Monitoring well MW005S is located on-site near the abandoned UST farm on the south side of the building. Monitoring well MW009S is located across the street behind the church office, beyond which is a post office. No GCTL exceedances were detected in any of the other wells that were sampled.
Based on recent comments by the FDEP, additional monitoring wells are recommended. A downgradient compliance point, consisting of a shallow monitoring well, is recommended for installation at the rear parking area of a United States Postal Service (USPS) facility located at 1661 Ringling Blvd. Two additional shallow monitoring wells are recommended on and to the east of Main Street Cleaners property for additional VOH groundwater plume definition. Two of these proposed wells will require Site Access from the different property owners.
Additionally, four additional confirmation soil samples are recommended at locations near the source area on Main Street Cleaners property.
A proposal to install one on-site permanent monitoring well, two permanent off-site monitoring wells, conduct soil sampling and perform annual groundwater monitoring is contained herein.
PROPOSED SCOPE OF WORK
1. Project Management
This scope is provided for in the template worksheets.
2. Off-Site Property Access / Monitoring Well Installation
Off-Site Property Access
Site access will consist of obtaining permission from the First Baptist Church of Sarasota (also owner of the Main Street Cleaners) to install a well at 1693 Main Street. Additionally, permission will be obtained from the United States Postal Service (USPS) to install a shallow well in the parking lot at the rear of their facility at 1661 Ringling Boulevard. The USPS has indicated that a short workplan and a signed access form will be necessary to receive permission for well installation at their facility.
FDEP – Main Street Cleaners Limited Site Assessment Addendum
Monitoring Well Installation
PSI will provide oversight for new monitoring well installation. The proposed new monitoring wells will monitor the cross gradient (east) and downgradient (south) portions of the groundwater contaminant plume. Three new monitoring wells will be installed at locations presented on the attached map. The downgradient well planned for the post office will be installed with a direct push drill rig, and the remaining two shallow wells will be installed by hand.
The proposed wells will be constructed of one-inch diameter PVC riser and prepack well screen.
The annular space between the outer screen and the borehole will be packed with 20/30 silica-sand to 1-foot above the well screen, followed by 1-foot of 30/65 fine sand or bentonite seal. The remaining annular space will be sealed with a mixture of bentonite and Portland Type 1 cement.
Each well will be set inside an 8-inch manhole with steel cover and a locking, watertight cap. The manhole will be placed inside a 2-foot square concrete pad.
All downhole tools will be decontaminated prior to and between each location. Standard decontamination procedures (steam wash) apply for all drilling equipment and downhole tools (e.g., tremie pipe, hoses). Decontamination fluids and solids will be containerized.
The well locations are presented on the attached map. Specific construction details are described as follows:
Location A monitoring well – shallow screened from 2-7 ft. bls
Location B monitoring well – shallow screened from 2-7 ft. bls
Location C monitoring well – shallow screened from 5-15 ft. bls
Please note that ATI, St. Petersburg was selected as the low bid drilling contractor.
FDEP – Main Street Cleaners Limited Site Assessment Addendum
3. Soil Sampling and Analysis
Soil samples will be collected with a decontaminated stainless-steel hand auger. A coring machine will be utilized to penetrate concrete and asphalt surface cover. Locations selected for soil samples are illustrated on the attached site sketch and are as follows:
The soil confirmation samples will be collected at the locations presented on table above and will be as close as physically possible to the previously collected samples which exhibited elevated PCE concentrations.
4. Groundwater Sampling and Analysis
Groundwater samples will be collected from the newly installed wells and the existing wells using standard FDEP SOP procedures. The annual groundwater monitoring event has occurred in previous years in the first quarter of the year; therefore, we are including appropriate existing monitoring wells for annual sampling in addition to the proposed new wells. The groundwater monitoring will consist of the following activities:
a. Mobilization to the site.
b. Collect groundwater elevation measurements from the eleven previously existing and three newly installed monitoring wells.
c. Collect groundwater samples from the following fourteen monitoring wells:
i. MW003S;
ii. MW005S, MW005I;
iii. MW006S, MW006I;
iv. MW008S, MW008D;
