Re: Proposal for O&M, Groundwater Monitoring and Report Westwood Cleaners
4513 Gunn Highway Tampa, Florida, 33624 Facility ID No. 29950774, ERIC_4706
Dear Mr. Talley:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services, documentation of the remediation system performance with the development of one Remedial Action System Status Report, and Annual Groundwater Monitoring for the former Westwood Cleaners located at 4513 Gunn Highway, Tampa, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
The Westwood Cleaners operated from 1984 to 2003 and occupied a tenant space on the east portion of a multi-tenant commercial shopping center in Tampa, Florida. The cleaners operated one tetrachloroethene (PCE) drycleaning machine and the facility has two floor drains. Based on results from the Site Screening activities in May 1997 showing PCE in the soil at a concentration of 700,000 micrograms per kilogram (µg/kg), the drycleaner business was accepted into the Drycleaning Solvent Cleanup Program. The soil sample was collected near the backdoor of the drycleaner building.

O&M
The former Westwood Cleaners tenant space is currently a martial arts studio, Carrollwood Tae Kwon Do, that trains numerous children typically on weekday afternoons. The business has been remodeled with an elevated bamboo floor for the martial arts training. No drycleaning equipment remains at the former drycleaners.
A Site Assessment / Interim Source Removal Plan was prepared by PSI for the FDEP and was submitted August 29, 2018, and subsequently approved by the FDEP on May 20, 2019. Of note is the very high PCE concentration detected in the shallow well installed next to the former dryclean machine at 64,000 ug/L in February 2018 and most recently at 12,000 ug/L in April 2020. The Interim Source Removal (ISR) Plan consisted of addressing the contaminant mass such that additional contaminant contribution to the surrounding soil and groundwater is minimized using Soil Vapor Extraction (SVE) technology.
An SVE system was transferred from the Hampton Cleaners (also in the Drycleaning Solvent Cleanup Program, ERIC_4713, FDEP Property No. 141948) and installed in October through December 2019 at the Westwood Cleaners facility, with start-up in December 2019. The system has been operating since December 2019. As the SVE system continues to show contaminant mass recovery, PSI recommends continuing the O&M for an additional 6 months, along with the annual groundwater monitoring.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of monthly O&M events, groundwater monitoring, and one Remedial Action System Status / Groundwater Monitoring Report deliverable for the existing SVE system.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Three Months of O&M (First Quarter)
Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:
a. Mobilization to the site monthly.
b. Collect monthly vacuum and air flow readings from the SVE wells.
c. Collect monthly PID readings from SVE wells and system effluent.
d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.
e. Utilize supplemental measures to help clear the SVE lines of water, if necessary.
O&M
f. Collect quarterly system air samples for influent, effluent, and select SVE wells for analyses by Method TO-15 by a National Environmental Laboratory Accreditation Conference (NELAC)- approved laboratory.
g. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.
The Level of Effort is detailed in Subtask 2.
3. Three Months of O&M (Second Quarter)
Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:
a. Mobilization to the site monthly.
b. Collect monthly vacuum and air flow readings from the SVE wells.
c. Collect monthly PID readings from SVE wells and system effluent.
d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.
e. Collect quarterly system influent and effluent for air analyses by Method TO-15 by a National Environmental Laboratory Accreditation Conference (NELAC)-approved laboratory.
f. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.
The Level of Effort is detailed in Subtask 3.
4. Utilities for remediation system operation
PSI used the previous utility costs from this system as well as similar equipment at other sites as a basis for the utility costs, as detailed in Level of Effort Subtask 4. We are currently running the system at 100%.
5. Annual Groundwater Sampling and Analysis
PSI will conduct groundwater sampling and analysis of the existing monitoring well network to evaluate groundwater quality at the drycleaning facility. The groundwater monitoring will consist of the following activities:
a. Mobilization to the site.
b. Collect groundwater elevation measurements of monitor wells.
c. Collect groundwater samples from the following monitor wells:
O&M
i. Shallow wells:
MW001S, MW004S, MW005S, MW006S, MW007S, MW008S, MW009S,
MW011S, MW00E.
ii. Intermediate Wells:
MW003D, MW004D, MW005D, MW006D, MW007D MW011D, MW00F.
iii. Deep Wells:
MW013DD, MW015DD, MW021DD.
d. Submit groundwater samples to a NELAC approved laboratory for analysis of
VOHs via EPA Method 8260.
e. Development of GIS tables and deliverable,
f. Development of ADaPT package deliverable.
The Level of Effort is detailed in Subtask 5.
The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will be put into the existing polytank and stored on-site.
Conclusions and recommendations will be made, which will include any modifications to the proposed annual groundwater sampling event. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints.
6. RASS and Groundwater Monitoring Report
A Remedial Action System Status / Groundwater Monitoring Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance, as well as include current groundwater elevation maps and current groundwater quality data. Vapor sampling results will be tabulated and submitted in the report.
The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program. The report will also include the system shutdown procedures and data collected and analyzed.
Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.
