From: Killian Talley, Project Manager Date: February 10, 2020 Subject: Negotiation Summary

HW552 DC002R

Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Dryclean World site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Sampling and Analysis and Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, nine (9) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by Horizon Environmental as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $8,224.99 with 66 labor hours.

PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Re: Proposal for Annual Groundwater Monitoring

Dryclean World (The Clothes Doctor) Dry Cleaners 3895 Lake Emma Road Lake Mary, Seminole County, Florida

FDEP Facility ID# 59 9700693 / ERIC_5498 PSI Project No. 0552591

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring services for the Dryclean World Dry Cleaners at 3895 Lake Emma Road, Lake Mary, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule.

PROJECT BACKGROUND

Drycleaning operations at the Dryclean World Dry Cleaners began in March 1984. Based on documented impacts from the drycleaner, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in March 1998, and assessment activities commenced in November 2002 by WRS. Due to elevated levels of solvent compounds, a Remedial Alternative Evaluation was provided recommending soil excavation, Soil Vapor Extraction (SVE) and groundwater remediation (using biostimulation) in October 2003. In October 2005, the Interim Source Removal (ISR) Design was approved by the FDEP. In June 2007, a Decision Memorandum recommending a remedial action for SVE and biostimulation was issued by the FDEP.

An ISR was implemented in February and March 2007 which consisted of excavating contaminated soil from three areas: the vicinity of the northeast corner of the building, an area near the northeast corner of the building, and an area north of the northeast corner of the building.

mailto:Killian.Talley@dep.state.fl.us mailto:Killian.Talley@dep.state.fl.us

FDEP – Dryclean World

An SVE system was constructed in April 2009 and operated intermittently until November 2010 for contractor turnover. PSI was tasked with providing remediation system start-up, and the system was subsequently started in February 2011. The SVE system operated until February 2015 when it was shutdown due to low contaminant mass recovery. The SVE system was transported to Main Street Cleaners in Sarasota in May 2015.

Drycleaning operations ceased at Dry Clean World (The Clothes Doctor) in October 2009, and the drycleaning equipment was removed from the building.

PSI conducted annual groundwater monitoring events in March 2011, March 2012, March 2013, March 2014, April 2015, March 2016, March 2017, March 2018, and January 2019 which identified chlorinated solvent impacts extending to the southeast of the drycleaning business. The most recent comments from the Department in 2019 recommended continuing the groundwater monitoring and deleting the shallow wells from the monitoring network.

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to evaluate current groundwater quality conditions.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Annual Groundwater Sampling and Analysis and Report

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 21 monitor wells.

c. Collect groundwater samples from monitor wells:

i. Deep: DMW003, DMW6, DMW007, DMW0012, DMW0013, DMW014, DMW019 and;

ii. Deeper Wells DMW021 and DMW022.

d. Laboratory analysis of groundwater samples by a laboratory approved by the National

Environmental Laboratory Accreditation Conference (NELAC). The samples will be analyzed for Volatile Aromatic Halocarbons by EPA Method 8260.

e. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment.

f. Develop an Annual Groundwater Monitoring Report which will include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

g. Input data into GIS tables and submit electronic files as the deliverable.

h. Develop ADaPT package as electronic deliverable.

i. Submit manifest to the Department for the IDW upon receipt.

FDEP – Dryclean World

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the above described services is shown on the attached Cost Estimate and Level of Effort sheets, which includes groundwater sampling and analysis and the report deliverable. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Services, dated December 10, 2010. The Annual Groundwater Monitoring will be scheduled for March - April 2020 with a report submittal in June 2020. The manifest will be transmitted to the Department upon receipt.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.

Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
