About this file
Document Summary
This is Amendment No. 16 to Agency Term Contract No. GC868, a rate increase amendment executed between the Florida Department of Environmental Protection (Department) and HLM Environmental Remediation, Inc. (Contractor). The contract, originally dated February 27, 2014, provides petroleum contamination site response action services in the South Region of Florida under the Petroleum Restoration Program.
The amendment implements rate increases across the contractor's service schedule, with all increases not exceeding the maximum 5% threshold authorized under provision 11.B.ii of the original contract. The rate changes apply exclusively to new work assignments offered on or after the Rate Change Date of June 10, 2024, while all pre-existing and previously offered work assignments continue under the prior Rate Schedule (V3.5). The amendment updates the Rate Schedule to version 3.6 and modifies 372 pay items spanning drilling and boring services, soil and water sampling and analysis, well installation and development, remediation systems, equipment mobilization, transportation and disposal services, site assessment reporting, and professional services. Rate increases range from approximately 4.73% to 5.00% across the modified line items. The Department provided the contractor written notification of the effective Rate Change Date within five business days of data entry on June 6, 2024. All other terms and conditions of the original contract remain in effect, with amendment provisions superseding any conflicting contract language.
