About this file
Amendment No. 14 to DEP Agency Term Contract No. GC832 is a language amendment with rate increase and decrease modifications executed between the Florida Department of Environmental Protection (Department) and WES Environmental, LLC (Contractor). The original contract was executed on February 25, 2014, to provide petroleum contamination site response action services in the North Region. This amendment modifies only the rates within Attachment D (Rate Schedule V3.5) and does not add, delete, or otherwise modify any line items contained in the contract.
The rate changes are effective for new work assignments offered on or after June 1, 2023 (the Rate Change Date), while all pre-Rate Change Date work assignments continue to apply the prior Rate Schedule. The amendment encompasses rate adjustments across 159 pay items covering drilling, boring, sampling, well installation, laboratory analysis, remediation systems, and professional services. Rate increases range from approximately 7.25 percent to 8.00 percent for the majority of items, with select items experiencing rate reductions, including Level 1 Remedial Action Plan (reduced 9.09 percent from $11,000.00 to $10,000.00), Level 2 Remedial Action Plan (reduced 15.00 percent from $14,250.00 to $12,112.50), and P.E. Review, Evaluation and Certification of a Level 2 Remedial Action Plan (reduced 8.20 percent from $3,050.00 to $2,800.00). The amendment also includes a technical specification update requiring photo documentation of the inside of drums to ensure compliance with the industry-wide standard of 75 percent capacity and establishes that no new Purchase Orders or Task Assignments shall be issued after the renewal term, with completion work continuing for up to twelve months post-renewal expiration.
