About this file

This is a Task Assignment Change Order Form (Change Order No. 03) issued by the Florida Department of Environmental Protection (FDEP) for Contract No. CN300. The change order involves Bergmann Associates, a consulting firm based in Rochester, New York, serving as the consultant with Donald P. Nims as the consultant representative. Mae Roth serves as the FDEP Contract Manager. The project concerns the C.H. Corn Hydroelectric Generating Station and specifically addresses competitive bid solicitation preparation services.

The change order reallocates unused encumbered funds from Task Assignment No. 02, Subtask 3. The net change in task amount is $0.00, with the total contract value remaining at $125,359.64 ($15,858.64 in reimbursable costs and $109,501.00 in fixed fees). The reallocation addresses additional travel expenses incurred by consultant Donald P. Nims related to a pre-bid meeting that were higher than originally budgeted due to an unforeseen hazmat incident at a Federal Aviation Administration air traffic control center in Leesburg, Virginia on July 10, 2017, which caused flight cancellations and required alternative transportation arrangements. The consultant proposes covering the additional $682.30 in travel expenses by reallocating unused labor costs from MRV Consulting ($700.00 reduction in fixed fees). The task execution date remains January 24, 2017, with an end date of December 31, 2017. All required approvals were obtained with digital signatures dated August 16-29, 2017.

Teri, Attached is a report of my travel expenses for the Pre‐bid Meeting. The expenses are higher than budgeted in our agreement (see attached CN300 TA2), as previously amended by Change Orders 1 and 2; and therefore this change order, Change Order 3, is being submitted for your consideration.

As described by the attached Washington Post article, a hazmat incident at a FAA air traffic control center caused delays;

and in my case cancelation of my connecting flight from Regan International to Jacksonville; and there were no other flights Monday, July 10th. Tuesday morning the earliest flight that would get me to Tallahassee in time for the pre‐bid meeting was a flight to Tallahassee out of Dulles International. Therefore, I took a taxi from Regan International to one of the few hotels that had a room near Dulles International. Unfortunately that hotel did not have a shuttle and Tuesday, July 11th, I took a taxi to Dulles International. Once I arrived in Tallahassee, the rest of the trip went as planned and I returned to Rochester on a flight from Jacksonville.

The attached reports for travel expense paid for by Bergmann Associates and myself are summarized in the attached Travel Expenses Summary Report. As indicated on the attached Contract Modification Markup, I propose to reallocate unused MRV Consulting labor for Subtask 3 to cover the additional expenses also for Subtask 3.

Regards, Don
