DIVISION OF RECREATION AND PARKS

BUREAU OF DESIGN AND CONSTRUCTION

ICHETUCKNEE SPRINGS STATE PARK

IMPROVEMENTS TO HEAD SPRING

ENGINEERING DESIGN SERVICES

JONES EDMUNDS OPPORTUNITY NO. 95693-080-14

December 23, 2015

The following Scope of Services is for Jones Edmunds & Associates, Inc. to provide engineering design services to the Florida Department of Environmental Protection, Division of Recreation and Parks, Bureau of Design and Construction (BDC) for improvements at the Ichetucknee

Springs State Park head spring.

1.0 BACKGROUND

Under a separate task for BDC, Jones Edmunds prepared a Conceptual Plan for the head spring improvements (Attachment 1). The Conceptual Plan included the repair of a failed bulkhead at the head spring, new pedestrian access routes linking the parking lot with the head spring area and to the restroom facility and picnic areas, and the addition of boardwalks and platforms. Jones

Edmunds will use the Conceptual Plan as a basis to develop permit and construction-level documents. However, the observation deck depicted in the Conceptual Plan has been removed and replaced with a junction/platform.

2.0 SCOPE OF SERVICES

Jones Edmunds will provide Design Development Plans for the following Conceptual Plan design concepts (see Attachment 1 for an annotated Concept Plan for item number references).

Item No. 1: Construct a new Americans with Disabilities Act (ADA)-compliant sidewalk along the parking area north of the head springs.

Item No. 2: Construct a new ADA-compliant ramp and handrail connecting the sidewalk in #1 to the sidewalk in #3.

Item No. 3: Remove the existing sidewalk and construction new sidewalk from #2 to the picnic area.

Item No. 4: Construct drainage features (inlets, pipes, spreader swale).

Item No. 5: Install timber beams for erosion control.

Item No. 6: Relocate existing grills.

Item No. 7: Construct new sidewalk with stone walls from #3 to #8.

Item No. 8: Construct stabilized granite fines area.

Item No. 9. Construct a new concrete ADA-compliant access path to the existing restrooms.

December 2015 Page 2

Item No. 10: Install additional benches at various locations.

Item No. 11: Construct an elevated wooden boardwalk.

Item No. 12: Replace existing below-water wood steps with new concrete steps.

Item No. 13: Replace approximately 50 feet of existing bulkhead in head springs, including an ADA accessible chair lift (non-electric, manual-hydraulic lift).

2.1 Scope Task 1 – Schematic Design Documents (30% Construction Documents)

Jones Edmunds will perform the following under this Task:

2.1.1 Scope Task 1 Description

• Conduct an on-site project kickoff meeting with BDC and Park staff to discuss the project as defined in the Conceptual Plan and further discuss the functions and features needed for the proposed Park improvements so that the project meets BDC’s needs and objectives.

• Obtain additional topographical information to augment available survey data. A topographical survey, dated November 25, 2013, was completed by Nobles

Consulting Group, Inc. during the previous Task Order. However, the approved

Conceptual Plan includes areas outside the original survey.

• Obtain geotechnical information within the project site to aid in the design of the bulkhead repair, walkways, boardwalks, and platforms. Jones Edmunds will subcontract with Universal Engineering Services, Inc. (UES) for a geotechnical investigation at the site. BDC or Park staff will monitor the geotechnical borings for potential archaeological findings.

• Conduct ecological resources investigations within the project footprint, including determining and locating wetlands and evidence of threatened or endangered species.

• Provide bulkhead reconstruction alternatives.

• Investigate cost-effective siting of ADA parking in relation to site grading and proposed access paths.

• Prepare preliminary plan and profile views of the proposed pedestrian walkways and boardwalks. The routing of these shall be as indicated in the Concept Plans. If routing changes are to be made, Jones Edmunds expects those to be agreed on during this task.

• Schedule and attend a pre-application meeting with the Suwannee River Water

Management District (SRWMD) to discuss applicable permit types (General Permit expected) and permitting-related concerns of the proposed improvements.

• Prepare an engineer’s preliminary estimate of probable construction costs.

PROPOSAL FOR TOPOGRAPHICAL SURVEY

December 22, 2015

Mr. Walter A. Nickel, PE Director, Civil/Environmental / Vice President Jones Edmunds & Associates, Inc.

730 NE Waldo Road Gainesville, FL 32641

Ichetucknee River State Park Ichetucknee Head Spring Additional Survey

Dear Walter:

Nobles Consulting Group, Inc. is pleased to offer you the following proposal to prepare a Topographic Survey of a 3.6-acre site adjacent to the headspring for design of A.D.A. compliant walkways and access. The survey limits are Southwest of our topographic survey done in November of 2013 are shown on the attached Site Map. The easterly limit of the additional survey area is the bottom of the spring run below the southwest bank.

Control to be used for the survey and during construction will be extended to the South and West. The survey data will be added to the original drawing to provide complete mapping and a detailed digital terrain model for the entire project area.

The Topographic Survey will be prepared to meet the Standards of Practice for Surveying and Mapping and will include the following:

1. State Plane Coordinate Data referenced to North American Datum of 1983 (NAD 83).

2. Elevations referenced to North American Vertical Datum of 1988 (NAVD 88) with a conversion factor to National Geodetic Vertical Datum of 1929 (NGVD 29.

3. Monumented Baseline of Survey for use during construction.

4. Location, description, and elevation of additional bench marks set (four minimum).

5. Contours and contour labels at one-foot intervals taken on a 50-foot grid and at all breaks in grade with spot elevations shown as needed to depict the existing site grades.

6. Location, size, material, and control elevations of existing storm water structures, if any.

7. Locations, elevations, size, and material of existing pavement and structures, particularly the existing sidewalks.

8. Trees, 8” DBH and larger, approximately 225, within the survey limits.

9. FEMA Flood Zone Designations and flood elevations.

The fee for the Topographic Survey will be $6,868.72.

Drawings and files will be prepared in AutoCAD Civil 3D, formatted for 1”=20’ display, and will adhere to FDEP Bureau of Design and Construction CADD Standards. Five signed and sealed copies and a CD-Rom disk containing the AutoCAD drawing file along with points, break lines, and digital terrain models in AutoCAD Civil 3D will be submitted to you upon completion.

Sincerely, NOBLES CONSULTING GROUP, INC.

M. Kevin Mears, P.S.M.
