FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION
DIVISION OF RECREATION AND PARKS
BUREAU OF DESIGN AND CONSTRUCTION
WEKIWA SPRINGS STATE PARK
PHASE I BULKHEAD IMPROVEMENTS
ENGINEERING AND PERMITTING SERVICES
SCOPE OF SERVICES
August 13, 2015
Jones Edmunds & Associates, Inc. is pleased to provide the Florida Department of Environmental Protection (FDEP) Bureau of Design and Construction (BDC) with the following Scope of Services for engineering and permitting services for Phase I improvements at Wekiwa Springs State Park.
1.0 BACKGROUND
In 2008 Jones Edmunds prepared a Springhead Study of the Park that provided conceptual solutions to improvements at the park. The existing bulkhead failed at several locations along the water’s edge, and the study provided preliminary repair details and budgetary construction costs for the repairs. Based on the study results, BDC wishes to proceed with the development of construction-level documents for the:
• Repair of approximately 75 LF of sheet pile bulkhead at the west corner of the springhead.
• Repair undermining of concrete walkway adjacent to the pile bulkhead at the west corner of the springhead and address stormwater issues that lead to the undermining. This is referred to as sidewalk and /or boardwalk in the attached geotechnical proposal.
• Repair of approximately 70 LF of rock bulkhead along the northwest perimeter from the end of the existing sheet pile bulkhead to the pedestrian bridge.
• Raise the spring bottom near the sheet pile bulkhead repair to create a “kiddie pool”.
This Scope of Services addresses the development of construction-level documents for these three areas (see Attachment A).
2.0 SCOPE OF SERVICES
Task 1 - Investigations Phase
Description: Upon receiving a Notice to Proceed (NTP), Jones Edmunds will coordinate a kickoff meeting with BDC and Park staff. The meeting will occur at Wekiwa Springs.
The purpose of the kick-off meeting is to:
• Introduce key staff assigned to the project.
• Identify BDC and Park design intent.
• Review the Springhead Study (which serves as the conceptual design phase)
August 2015 Page 2
• Establish key design issues.
• Establish the project schedule.
The following services will be provided during the Preliminary Design and Investigations phase:
• Obtain additional geotechnical investigations. The 2008 Springhead Study included geotechnical report recommendations to conduct probing of the springhead to determine the elevations of unexposed limerock along the spring perimeter. This probing will be conducted as part of the Scope of Services. The probes will be obtained at 5-foot intervals along the perimeter of the Phase I project areas. Two soil borings will also be performed in the vicinity of the Phase I project area to aid in the bulkhead design efforts. FDEP/BDC staff will monitor the site investigations for potential archaeological findings during the boring work.
• Obtain additional survey information. An updated topographic survey will be provided by Deren Land Surveying in the Phase I project areas to supplement the survey data used in the 2008 Springhead Study.
• Contact the Florida Fish and Wildlife Commission (FWC) and the U.S.
Fish and Wildlife Service (FWS) to coordinate the intended renovations with their staffs as it relates to the Wekiwa silt snail (Cincinnatia wekiwae) and the Wekiwa hydrobe (Aphaostracon monas), which only live within this spring. FWC has stated that surveys or delineations of their habitats are not required but that they want to be involved in the design process.
• Provide an asbestos inspection by our in-house staff and a Limited Asbestos Inspection report. These services will be performed in accordance with the Asbestos Hazard Emergency Response Act (AHERA) of 1986, 15 USC s. 2601. We will conduct one site visit to conduct the asbestos inspection of the two proposed renovation areas. One Florida-certified asbestos inspector will make the inspection, after the project kick-off meeting. We expect to collect up to 6 samples of suspected Asbestos Containing Material (ACM). The samples will be submitted to a National Voluntary Laboratory Accreditation Program (NVLAP)-accredited laboratory for bulk sample analysis. A Florida-licensed Asbestos Consultant will review the findings of the inspection to develop specifications for abating the ACM. Submit a report that includes a table of all suspected ACM, laboratory results, quantity of suspected ACM, and current material condition. The report will include specifications for abating and disposing of any identified ACM.
Deliverables: The following deliverables will be provided:
• Kick-off meeting minutes; 1 portable document format file (PDF).

Task 2 - Construction Document Development Phase (60% Plans) Description: Jones Edmunds will perform the follow services under this task.
• Re-evaluate the constructability of the bulkhead repair options with respect to location within the spring, geologic sensitivity, and constructability concerns. Wekiwa Springs is an Outstanding Florida Water (OFW), thus the design solution will need to consider environmental aspects and meet the FDEP OFW requirements. This will include discussing the work with contractors experienced in this type of work. We will also prepare options for raising the bottom of the west corner of the spring floor to create a shallow wading area or kiddie pool.
• Schedule and attend a pre-application meeting at the site with St. Johns River Water Management District (SJRWMD).
• Prepare construction documents to a 60% level of completion for the sheetpile/bulkhead repairs, and kiddie pool area.
• Coordinate design options with FWC and FWS staff as they relate to the silt snail concerns.

PROJECT INFORMATION
Our office received a request on April 28, 2014 to prepare and submit a geotechnical proposal for the above referenced project. A Conceptual Site Plan for this project was provided. The number, depths, and locations of the borings were selected by UES. The project parcel is located at the Wekiva State Park at 1800 Wekiwa Circle, Apopka, Florida. We have visited the site for the preparation of this proposal. The project parcel is currently developed and is partially covered with ground and overhead vegetation, with an existing boat ramp facility. Current site development plans include the construction of a pile-supported board walk structure.
The parcel should be accessible to our ATV-mounted drilling equipment. Every effort will be taken to minimize disturbances to the existing landscaping. However, it should be noted that some disturbances could occur including but not limited to rutting of the ground area, cracking of sidewalks and walkways and damage to shallow irrigation lines. UES will not be responsible for the removal of fencing, landscaping or any other item which may obstruct field exploration. The above constitutes all of the relevant project information provided to our office for this Proposal preparation.
SCOPE OF SERVICES
The scope of geotechnical field testing services presented in this Proposal considers the suggestions and design needs of JEA. The specific scope of work presented below addresses project geotechnical issues of interest at the time of this Proposal preparation. If additional geotechnical engineering or environmental issues are brought to our attention during subsequent phases of project design, our office will address them as requested, but those items should not be considered part of the scope of work or the compensation presented in this Proposal.
During the performance of the field exploration, the Geotechnical Engineer will communicate, via cell phone, with the drill crew. Our drill crew will be instructed to provide immediate feedback if unusual or unanticipated conditions are encountered in the soil test borings. Any such conditions will be quickly evaluated by the Geotechnical Engineer, and if the field findings warrant changes to the agreed to and contracted scope of work, we will contact your office for your authorization. In areas along the existing retaining wall that shows signs of failure will be probed on 5 foot centers along those areas to find the estimated depth to rock (refusal)
Prior to the start of the field testing, we should be provided with all readily available project site information regarding underground utility or service lines, and buried structures. Our office cannot be held responsible for damage to buried service lines or structures that are not identified to our field personnel. We will not be responsible for survey control on this project. All boring locations will be backfilled to grade upon work completion.
Based on our project understanding as described above, we propose the following specific scope of work at this time. We assume that the Current Property Owner will provide our office the right of access.
1. Personnel from our office will visit the project parcel to layout the soil test borings. Test locations will be staked by measuring from existing landmarks and site features, and using a cloth tape or survey wheel. Test locations will be positioned to recover representative site subsurface information. Test locations will be checked for apparent conflicts with possible site utilities.
UES DOCS Proposal No. 1119467.4
2. Mobilize ATV-mounted drilling equipment to the subject parcel to perform two (2) soil test borings to a depth of 20 feet below the ground surface at the proposed boardwalk. The Standard Penetration Test (SPT) (ASTM D-1586) method will be used to advance the soil test borings and collect subsurface soil samples. Groundwater levels will be recorded when encountered.
3. Prepare a Boring Location Plan drawing showing the proposed boardwalk, probes to rock in the wall failed areas, and soil test boring locations.
4. The recovered soil samples will be placed in containers and transported to our Orlando soils laboratory. A geotechnical staff member will visually classify the recovered soil samples and review the boring stratification. Boring Logs will be prepared to summarize the data collected.
5. Representative soil samples recovered from the soil test borings shall be selected for laboratory determination of corrosion resistance, organic content, moisture content, percent fines and Atterberg limits, as deemed appropriate by the Geotechnical Engineer.
6. Prepare a geotechnical engineering report for the project location that summarizes the field testing activities, engineering evaluations and technical discussions. The geotechnical report will address the various study objectives previously summarized in this Proposal. We will provide two (2) copies of the signed and sealed reports and one (1) PDF copy to your office along with a copy of the invoice. Additional signed and sealed copies may be requested and will be invoiced at the rate of $35.00 per copy.
COMPENSATION
We can complete the scope of services described in this proposal for a lump sum fee of $6,318.92 for the base proposal. Our lump sum fee breaks down as follows:
Field Exploration = $ 3351.96 Laboratory Program = $ 830.00 Engineering Report = $ 2,420.52 Lump Sum Total $ 6,602.48
Our scope of services and associated compensation will remain valid for a period of 30 days from the date of this proposal. We will submit our invoice with the geotechnical report.

Dear Mr. Nickel
This is a proposal in response to your request for Professional Land Surveying services for FDEP project at Wekiwa Springs in Seminole County, FL. We will provide the following scope of services as provided by Jones Edmunds, as well as Attachments “C’ and “D” provided.
Phase I
In the areas delineated in red in the figure, provide elevations for the top of wall, bottom of wall, top of landing (at sheet pile bulkhead only), and bottom of pool. Provide the same details for 5 random points on the sheet pile bulkhead outside of the delineated areas for comparison to points on the survey dated 6/19/2008. Provide topographical survey of the back of sidewalk ground area.
Provide elevations at each probed location marked by the geotechnical crew at the top of the landing or rock wall. A geotechnical firm will provide probing along the wall at the bottom of pool, every 5 feet, to determine the depth to lime rock. The depth to lime rock will be reported by the geotech, with a unique name for each location.
Near the western corner, provide an approximately 5-ft grid of elevations at each location probed by the geotech, for a proposed children’s swimming area.
Pick up the actual locations of two proposed geotechnical borings, shown on a attached sketch
Deren Land Surveying will coordinate with the Geotechnical firm on this project for the 5’ probing grid of the children’s swimming area. We will need a TWO (2) week notice on when this will be scheduled so we can schedule our field crew accordingly.
