JONES EDMUNDS OPPORTUNITY NO. 95693-281-14

August 13, 2015

1.0 BACKGROUND

The following Scope of Services is for Jones Edmunds & Associates, Inc. to provide engineering design services to the Florida Department of Environmental Protection (FDEP) Bureau of Design and Construction (BDC) for improvements at Ichetucknee Springs State Park Dampiers Landing.

Dampiers Landing provides an intermediate access point for tubers along the Ichetucknee River.

The purpose of this project is to develop conceptual plans and construction documents to improve Americans with Disabilities Act (ADA) access and safety at Dampiers Landing.

Dampiers Landing is near the Park’s South Entrance and is accessed by tubers via an asphalt pathway and elevated wooden boardwalk. At the end of the boardwalk is an existing floating dock. Adjacent to and north of the boardwalk is an unpaved maintenance access road for FDEP for launching jon boats. Based on visual observation, the boardwalk appears to exceed the ADA standard longitudinal slope requirements of 1:12 (rise or fall per foot of path). The floating dock is carpeted and presents a safety hazard due to its slippery surface; additionally, the dock is in an area with a strong current that can push tubers under the dock. The maintenance access road is sometimes used by tubers and tree roots and rocks protruding from the traveled surface present a tripping hazard and are slippery when wet. The project site area will include the areas of the existing boardwalk, floating dock, and maintenance boat launch.

On July 24, 2014, Jones Edmunds, BDC, and the Park Manager met on site to discuss the project parameters and goals. The following issues and ideas were discussed for consideration:

• The existing maintenance access road and boat launch should remain.

• The existing boardwalk could be modified for ADA-compliance, and the floating dock could be replaced with a concrete landing at the edge of the water.

• The existing boardwalk and floating dock could be removed and replaced with an

ADA-accessible boardwalk and a safer floating dock.

• An ADA-accessible stabilized path could be designed near the existing maintenance access road with a floating dock near the existing boat launch.
