About this file
This document is a clarification letter dated November 3rd, 2020, issued by the Arizona Department of Public Safety (AZDPS) to NB Construction Inc., a construction services firm located in Phoenix, Arizona. The letter pertains to Solicitation BPM002972 for Tower Services and requests additional information and clarification about NB Construction's proposal submission.
The clarification letter focuses on two specific areas of inquiry: NB Construction's ability to respond to task orders and provide accurate estimates and invoices, and their process for managing training and certification requirements. The document requests NB Construction to provide additional details about their task order estimation process, including examples of final invoices versus initial estimates, and to submit screenshots of their Avetta supply chain management system demonstrating compliance with certification requirements. The procurement process appears to be related to tower-related services, with the Arizona Department of Public Safety seeking comprehensive documentation to evaluate the contractor's capabilities and compliance.

Re: Request for Clarifications Solicitation BPM002972 Tower Services
Dear Mr. Feather:
Pursuant to A.R.S. 41-2534, A.A.C. R2-7-C313, Clarification of Offers, the following is being submitted to your Firm as a respondent to the above solicitation with the intent to gain a greater understanding of the offer as submitted. This request for clarification shall not be considered as a determination that the Offeror is susceptible for award. No material changes to the offer shall be permitted through this clarification process. The following questions are presented for consideration and clarification:
1. Per the Experience and Capacity Questionnaire Question # 7: Please describe your company’s ability to respond and adhere to the requirements of a Task Order. Provide several detail/examples of final invoices vs estimates. Additional clarification questions based on initial clarification response:
Yes it was our intent and we just missed it. NB will provide estimates per the task order given, there are assumptions made on any estimate and then when work begins it ends up being either over or under and when final invoices are generated they are trued up to the estimate sheet, if items are done or field changes are made, then invoicing will directly correspond to exactly what was done at the site.
Additional Clarification Questions: Please clarify how NB will adhere to DPS Task Orders. Also per the additional requirement in question #7, please provide several detail/examples of final invoices vs. estimates.
2. Per the Experience and Capacity Questionnaire Question # 2: Please describe the process that your company will be utilizing to ensure that training and certificates are completed and available as required.
Response: NB Construction utilizes a supply chain management system called Avetta. This system allows us to keep all of our compliance criteria in one place. Avetta verifies and monitors all of our insurance and certifications for us ensuring we stay up to date. We are then able to pull this information quickly anytime we need it.
Please clarify response by providing screen shots of Avetta clearly identifying compliance with certifications requirements.
If your Firm chooses not to respond to the request for clarifications, your proposal submittal shall remain as is and remain unchanged. To respond to this request, please send via e-mail to my attention. The due date for your submittal is November 4th by 12:00 PM Arizona Time.
Sincerely, Melanie Guyette Deputy Chief Procurement Officer Department of Public Safety mguyette@azdps.gov image1.png
