BROAD AGENCY ANNOUNCEMENT TITLE: SUPER Novel Optically Diverse Applications (SUPERNOVA)

BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-10-RD-01

PROPOSAL CALL ANNOUCEMENT (CALL) TITLE: TOPIC AREA 3 Advanced Imaging Applications (Lidar Applications for Vehicles with Analysis)

PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0004

PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: See Technical Area below.

1. APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial closed BAA with CALLS. It contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified below.

2. TECHNICAL POINT OF CONTACT: The technical point of contact for this CALL is Virginia Wright, AFRL/RDSMA, Maui, HI Phone 808-891-7743; Email virginia.wright@maui.afmc.af.mil.

3. 4. REQUIREMENT DESCRIPTION: The specific technical areas associated with this CALL include Topic Area 3 of the Baseline Broad Agency announcement BAA-10-RD-01. The technical areas to be addressed in this call require advancing advanced imaging applications in all the following 3 general areas.

1. The contractor will conduct research, develop, and operate a 3-D imaging system. The system should use existing government assets as much as possible. Testing is to be accomplished at the Maui Space Surveillance Complex (MSSC) Maui, HI. A site visit to review the equipment at MSSC on the summit of Haleakala Maui, HI will be available on October 22. Please send a visit request through JPAS to HL1MFTKP and include Virginia Wright as the POC for the visit. Also send an e-mail to baa.proposals@maui.afmc.af.mil detailing the names of the individuals attending, company, and if the individuals have any foreign interests. Both JPAS visit requests and the corresponding e-mail need to be received NLT 1200 HST on Wed Oct 20. Following receipt of the required information, an e-mail will be sent coordinating meeting times and location.

2. The contractor will research and develop near real time multiframe deconvolution image enhancement on high frame rate, large array, electro-optical data using high performance computing. For example, data might include images captured by the visible imager at the MSSC. This requires image enhancement processing, high performance computing, information management, and software development expertise as well as experience with DOD electro-optical and Defense Supercomputing Resource Center (DSRC) systems. In addition to pure image enhancement, the contractor will also have proven capabilities to research and develop radiometric exploitation tools to be used in near real time with or without the image enhancement capabilities to provide characterization information on satellites. Software development, implementation, and experimentation will require access to computer systems located at the Air Force Maui Optical and Supercomputing (AMOS) site, which are not accessible outside of AMOS; thus, the contractor will be required to have an on-site presence to conduct this research and development.

3. The contractor will conduct research and experiments using the Hiclass laser at MSSC, Maui, HI.

5. ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: $400,000.00 (FY10); $2,800,000.00 (FY 11): $3,100,000.00 (FY 12); $3,100,000.00 (FY 13); $3,100,000.00 (FY14). This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.

6. PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between 12-60 months in duration. The period of performance for any resultant contract awarded will be specified in each contract. The Contractor’s Statement of Work (C-SOW) should identify the period of performance to be proposed in the applicable format “includes XX months for technical effort and 3 months for Final Report preparation.”

7. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MST on 15 November 2010. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

8. CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

9. ADDITIONAL INSTRUCTIONS FOR THE TECHNICAL PROPOSAL. There are no limits to the number of proposals an offeror may submit for this CALL. HOWEVER, SEPARATE PROPOSALS ARE REQUIRED FOR EACH TOPIC AREA (if more than one). Proposal Review and Evaluation Criteria listed in the Baseline BAA shall be applicable to this CALL.

A. The proposals submitted in response to this CALL shall be unclassified.

B. For each technical area to which an offeror proposes, the offeror must address all of the technical elements cited within the technical task area and ensure all elements are included in the C-SOW submitted. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract. Offerors may propose to any or all of the technical areas. If proposing to more than one technical area, the offeror must submit a separate proposal for each technical area proposed.

10. COMMUNICATIONS

A. Prospective offerors are reminded to contact the technical point of contact to verify interest in the effort to be proposed PRIOR to committing any resources to the preparation of any proposals in response to this announcement. Foreign owned firms are advised they are precluded from proposing.

B. Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government.

11. PROPOSAL SUBMISSION

A. Submit with a cover letter, an original, five (5) paper copies, and one electronic copy of each technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.

B. The cover letter should identify the BAA number, CALL number, and technology area under which the proposal is submitted, a statement that the proposal is valid for 120 days from the due date specified in the CALL, provide technical and contracting points of contact, CAGE code, and include statement indicating if the firm is a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, 8(a), or women-owned small business concern. The proposal must be signed and dated by an authorized official of the organization.

C. Proposals should be submitted to Det 8 AFRL/RDKB, Attn: Jill Wodochek DET 8 AFRL/RDKB 2251 Maxwell St, Kirtland AFB Kirtland AFB, NM Phone 505-846-2246. Proposals sent to any inappropriate address are ineligible for award. Proposals sent via facsimile or electronic means will not be accepted.

12. PROPOSAL REVIEW AND EVALUATION PROCEDURE. The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At minimum, incomplete proposal may be given a lower priority and, although technically acceptable, not awarded due to funding limitations.

13. EVALUATION CRITERIA. The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

· Overall scientific and technical merits of the proposal;

· Importance to AFRL/RD programs;

· Fund availability/affordability

Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s price to the funds available to perform the research effort. Once selected for award, price will be evaluated for realism and reasonableness. No further evaluation criteria will be used.

14. TECHNICAL PROPOSAL PAGE LIMITATIONS. The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The page limitations include all text, C-SOWs, tables and graphics, photos, and attachments. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet contain printed proposal material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Foldouts up to 11 x 17 are allowed but will count as two pages for each printed side. Blank pages, title pages, tables of contents, lists, tabs, resumes, and cover sheets are not included in the page count limitations. Within each proposal section, the Government will not consider pages in excess of the page limitations specified. Pages shall be single spaced. The text size shall be no smaller than 10 point. Smaller fonts may be used in figures and tables as long as they are legible. Number pages sequentially throughout the technical proposal.

15. ADDITIONAL INSTRUCTIONS FOR THE COST/BUSINESS PROPOSAL. Separate this proposal into a cost section and a business section.

A. Cost Section. Adequate price competition is determined not to exist for this CALL. The Government will require certified cost or pricing data from the offeror whose proposal exceeds the threshold listed at FAR 15.403-4. Use the attached FAR Contracts cost proposal instruction to prepare the cost proposal (Attachment No. 2).

B. Submit the electronic copy of the cost proposal worksheets on a compact disk (CD-R) in a PC compatible file format in Microsoft Office Excel 2003 or later version. The file must contain all cell formulas. Cost proposals have no page limitations but offerors are requested to keep cost proposals to 75 pages as a goal.

C. Business Section. The business section should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this CALL announcement, and any information not technically related. Provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. This section should include the following items as appropriate. Referenced documents are available at http://www.kirtland.af.mil/prs/.

i. Representations & Certification: Completed representations and certifications and any specific representations and certifications identified in this CALL (Attachment No. 3). Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA).

ii. Completed Proposal Content Checklist: Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award (Attachment 1).

16. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee Completion type Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate type under the Federal Acquisition Regulation.

17. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL. Discussions may be held with prospective awardees prior to award if needed. In the event the Government is unable to conclude negotiations with the apparent successful offeror(s), it reserves the right to conduct negotiations with another acceptable offeror.

18. ANTICIPATED AWARD DATE: 30 DEC 2010

19. INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

20. DELIVERABLES ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract and/or task order. The full text CDRLs are included at Attachment No. 4.

21. OTHER RELEVANT INFORMATION:

1. The security classification for this CALL is Unclassified as should all materials submitted as a proposal. Do note however, that a DD254 is applicable since the resultant contract(s) may involve a Secret classification. Awarded Contractor must obtain and maintain a Secret clearance. (Draft DD254 Attachment No. 5).

A. Resultant contract(s) requires access to export-controlled technical data or may result in the generation of such technical data, in order to be considered a responsible contractor under this acquisition, the Offeror must be currently certified and registered by the Defense Logistics Services (DLSC), Battle Creek, Michigan (http://www.dlis.dla.mil/jcp) to receive export controlled technical data. ITAR, export control, DD Form 2345 required B. Organizational Conflict of Interest (OCI) may apply to this action but cannot be determined prior to issuance of this announcement. This issue and the need for applicable clauses will be resolved prior to the award of any instrument resulting from an offeror’s proposal. The OCI restrictions that may apply are those contained in AFMC FAR Clause 5352.209-9002, ORGANIZATIONAL CONFLICT OF INTEREST (AFMC) (AUG 2002) (TAILORED), plus Alternates III, IV (if IDIQ) and VI:

(1) The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

a) Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

"Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

Alternate III (AFMC) (AUG 2002).

(2) The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company and (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.

Alternate IV (AFMC) (AUG 2002). (If IDIQ Contract Awarded)

(3) The Contractor agrees to accept and to complete all issued task orders, and not to contract with Government prime Contractors or first-tier subcontractors in such a way as to create an organizational conflict of interest.

Alternate VI (AFMC) (AUG 2002).

(4) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

2. Government Furnished Property: Government furnished property may be requested. (Attachment No. 6).

3. Data. All data and information produced shall be as a minimum Government Purpose license rights.
