BROAD AGENCY ANNOUNCEMENT TITLE: SUPER Novel Optically Diverse Applications (SUPERNOVA)

BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-10-RD-01

PROPOSAL CALL ANNOUNCEMENT (CALL) TITLE: TOPIC AREA 2: Advanced Sensors and Laser Intelligence, Surveillance and Reconnaissance (ISR), CALL 0006 TITLE: Advanced Laser Surveillance Technologies Analysis and Research (ALSTAR)

PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0006

1. APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial Closed BAA with Calls (Baseline BAA Announcement) as amended. This document contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified below.

2. TECHNICAL POINT OF CONTACT: The technical point of contact for CALL 0006 is Dr. John Gonglewski AFRL/RDSE, Kirtland AFB, NM, Phone (COMM 505-249-3520); Email john.gonglewski@kirtland.af.mil, and email is preferred.

3. 4. REQUIREMENT DESCRIPTION: Overall Description: The AFRL/RDSE’s Standoff Intelligence Detection (SID) Program is seeking technical concepts, solutions and new ideas in the design, fabrication, test, flight test, evaluation, modification, and test deployment of Intelligence, Surveillance and Reconnaissance (ISR) systems. Technology application areas include lasers, Lidars (Light Detection and Ranging), laser radars, radiometric measurements, remote sensing, advanced electro-optical (EO) sensors, and passive sensor systems. Included is support to USAF assets and test sites for preliminary prototyping and understanding the role of non-weapons class lasers, laser radars, laser sensing, ISR, remote sensing and measurement systems, and general imaging systems. Possible assets for such new concepts include various aircraft such as Twin Otters, Caravan’s, King Air’s and the USAF’s Cobra Ball or similar aircraft; while other sites include the Maui Space Surveillance Site (MSSS); and other Department of Defense (DoD) service facilities such as White Sands Missile Range (WSMR), the Pacific Missile Range Facility (PMRF), Ft A.P. Hill, Ft. Bragg, and Avon Park, or others. Also of interest are cross-disciplinary applications of these technologies to laser weapons systems, Space Situational Awareness, Force Protection, Space Superiority, Space-borne Laser ISR and laser vision systems. Contractors are invited to propose in one or more of the following areas.

Task Area 1: (Title: RDS ISR, Sensors, and Analysis Support) Provide technology development, field demonstrations, and experimental modifications to current systems for combat in the area of advanced ISR, laser, remote sensing, and sensor systems. Provide support to in-house efforts at concept development in ISR, photonics, optics science and technology, experimental systems and ideas for improving airborne, unmanned aerial vehicles (UAV’s), space-borne missions, and ground sites such as the MSSS. Areas of interest in new idea and technologies to include: 1) the development of payload ideas for ISR turrets and airborne sensor systems exploiting new technologies in airborne lasers and sensors for imaging reconnaissance, target identification, laser signaling and non-lethal weapons, laser designation, battle damage assessment, and for active remote laser sensing. 2) Technology development in ISR concepts and demonstrations for active and passive Short-Wave Infrared (SWIR), Near IR (Infrared), and visible sensor systems. 3) Engineering, technology insertion and modification for combat or training to already-developed pods and turrets used for other applications. 4) Laser ISR systems and their components. 5) Airborne platform approaches and capabilities for terrain imaging, target detection and/or identification, laser countermeasures, laser signalers, remote sensing, and designation. 6) Computer simulations, modeling and analysis of USAF and DoD laser, ISR, and laser radar missions. 7) “Surrogate” or stand-in aircraft ideas for UAV aircraft such as Predator, laser signaling capability, air-glow or other atmospheric science ideas, modifications to Wescam, Raytheon, FLIR Inc. or other vendors’ ball turrets, Short Wave Infrared (SWIR) or other spectral band Lidars, and active and passive SWIR imaging , deconvolution algorithms, coherent and incoherent imaging, and computer post-processing of image data to enhance image features. Novel technologies are especially important, including multi-sensor, 3-D, Doppler, ISAR (Inverse Synthetic Aperture) or coherent systems, data presentation for operator use, ATR (Automatic Target Recognition) approaches, new focal plane and ROIC (Readout Integrated Circuits) technology, new laser illuminator devices, operator interfaces, platform interfaces, fused passive and active information, and simultaneous active/passive sensors and systems. Also of interest are cross-disciplinary applications of these technologies to laser weapons systems, Space Situational Awareness, Force Protection, Space Superiority, Space-borne Laser ISR, and laser vision systems.

Note: Base support may be supplied for this area, to include furnished office space and IT (information technology) services as required to execute the contract.

Task Area 2: (Title: New technologies in ISR flight testing) The Contractor will propose new ideas in airborne ISR technology, systems, testing, special airborne platform concepts, and flight testing and evaluation of advanced airborne ISR concepts. This includes new approaches to verifying performance parameters and characterizing sensors, documenting results, and collecting appropriate sample data to perform probability of detection and effectiveness analysis. Contractor shall conduct data analysis on collected data and use appropriate software tools and ground truth to establish the viability of new concepts. These concepts may be proposed in test bed or preliminary prototype form, and the contractor shall perform system development, integration, support and software for SIGINT (Signals Intelligence), imagery, communications and downlink sensors, recording and analyzing data, pilot guidance systems, automatic web page generation for live source and metadata, and sensor cross-cueing. Contractor shall purchase required hardware to support this effort. Contractor shall provide aircraft, pilots and flight support for these technology test beds and their demonstrations, along with new technology for environmentally controlling and maintaining state-of-the-art technology systems on demonstration airborne platforms, combat, or safety and chase aircraft. Contractor shall provide the labor necessary to support sensor integration on test platforms. This shall include technical documentation, modification plans, installation kits, drawings, procedures, data packages, configuration control and inspection. The Contractor shall propose ideas for exploitation of key technical capabilities as specified in validated operational requirements in any of the following areas: SIGINT/COMINT Sensors: modern telephonic switching signal DF and acquisition, and near-range and unusual platform geometries. Imagery Intelligence (IMINT) Sensors: miniature Electro-Optic Infrared (EO/IR) and radar sensors, nadir image collection and formation, and prototype and test airborne Infrared Motion Detection capability. Data Links: Wide Fidelity Transmission Control Protocol-Internet Protocol/User Datagram Protocol (WiFi TCP-IP/UDP) or other links applicable to airborne applications. Airborne Workstations: modular/expandable, and tailored to small general aviation platforms. The contractor shall be capable of installing classified special mission systems.

Task Area 3: (Title: Laser Illuminators, Markers, and Novel Concepts.) The contractor will propose new ideas in design, development, build, and demonstration illuminator technologies such as frequency agile lasers, fiber, thin disk, diode, diode pumped solid state lasers, gas lasers, and other technologies to support the specific sensing and characterization requirements, including active imaging, LADAR (Laser Detection and Ranging), LIDAR, vibrometry, polarimetry, active tracking, ranging and other new concepts. The pulse format, wavelength, power, pulse repetition rate, coherence and polarization will be optimized for the specific application. No Base support is anticipated.

Task Area 4: (Title: Advanced Sensors for Lasers and ISR) The contractor will provide conceptual design, real-world design, fabrication, testing, and preliminary prototype production of sensors for use in ISR. Areas of interest are extremely low light, passive multi-band capable sensors, novel or conventional Commercial Off The Shelf (COTS) systems and/or their new applications, sensors capable of multidimensional spatial or temporal measurements, laser sensors, foundry science, special ROIC and sensor arrays, Lidar and Ladar receivers, gated and continuous wave laser sensors, position sensitive systems, and new concepts for use of sensors in ISR with and without laser applications. Special interest is paid to contractor sensor fabrication capabilities and histories, and for novel proposed concepts and uses for sensors in ISR, whether employing lasers or not.

5. ANTICIPATED FUNDING: Funding is projected from AFRL Congressional Funds (S&T), and outside customer funds (DoD, USAF, Army, SOCOM, JFCOM, SAF/AQ) in the amount of $24M. An approximate breakout follows: Task Area 1 will receive approximately $8M: $1M (FY11), $2M (FY12), $2M (FY13) and $2M (FY14), $1M (FY15). Task Area 2 will receive $7M: $1M (FY11), $2M (FY12), $2M (FY13) and $1M (FY14), and $1M (FY15). Task Area 3 will receive approximately $5M: $500K (FY11), $2M (FY12), $1M (FY13) and $1M (FY14), and $500K (FY15). Task Area 4 will receive approximately $4M: $1M (FY11), $1M (FY12), $1M (FY13) and $500K (FY14), and $500KM (FY15). These are planned amounts and may vary depending on allocation each year. Additional funds could become available. Funding types will be R&D, O&M, Procurement, and other warfighter and government agency funding. Possible other funding may be available from governmental organizations external to AFRL, but specific technical needs and funding levels are not known at this time, and are expected to vary from year to year.

6. PERIOD OF PERFORMANCE: Delivery and level of technical effort is expected to fluctuate based upon specific needs and available funding levels provided by organizations external to AFRL. However, for general planning, the anticipated period of performance for individual awards resulting from this CALL could be between 12-60 months in duration. The period of performance to be proposed in the applicable format “includes xx months for technical effort and 3 months for Final Report preparation.”

7. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 07 February 2011. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

8. CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

9. ADDITIONAL INSTRUCTIONS FOR THE TECHNICAL PROPOSAL. There are no limits to the number of proposals an offeror may submit for this CALL. HOWEVER, SEPARATE PROPOSALS ARE REQUIRED FOR EACH TASK AREA. Proposal Review and Evaluation Procedures listed in the Baseline BAA shall be applicable to this CALL. (see Section 8 of the Baseline BAA)

A. The proposals submitted in response to this CALL shall be unclassified.

B. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract.

10. COMMUNICATIONS. Prospective offerors are reminded to contact the technical point of contact to verify interest in the effort to be proposed PRIOR to committing any resources to the preparation of any proposals in response to this announcement. Foreign owned firms are advised they are precluded from proposing.

A. Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government.

11. PROPOSAL SUBMISSION

A. Submit with a cover letter, an original, three (3) paper copies, and one electronic copy of each technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.

B. Proposals should be submitted to Det 8 AFRL/RDKB, Attn: Debra Dickens DET 8 AFRL/RDKB, 2251 Maxwell St. SE, Bldg 424, Kirtland AFB, NM 87117-8773. Proposals sent to any inappropriate address are ineligible for award. Proposals sent via facsimile or electronic means will not be accepted.

12. PROPOSAL REVIEW AND EVALUATION PROCEDURES. The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At a minimum, incomplete proposals may be given a lower priority and, although technically acceptable, not awarded due to funding limitations. The review and selection process identified in Section 8, Paragraph C, will be used for this Call.

13. EVALUATION CRITERIA. The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

· Overall scientific and technical merits of the proposal;

· Importance to AFRL/RD programs;

· Fund availability/affordability

Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s price to the funds available to perform the research effort. Once selected for award, price will be evaluated for realism and reasonableness. No further evaluation criteria will be used.

14. TECHNICAL PROPOSAL PAGE LIMITATIONS. The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The page limitations include all text, C-SOWs, tables and graphics, photos, and attachments. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet contain printed proposal material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Foldouts up to 11 x 17 are allowed but will count as two pages for each printed side. Blank pages, title pages, tables of contents, lists, tabs, resumes, and cover sheets are not included in the page count limitations. Within each proposal section, the Government will not consider pages in excess of the page limitations specified. Pages shall be single spaced. Select an easy to read font no small than 12 pitch fixed or proportional font size 10 or larger. Smaller fonts may be used in figures and tables as long as they are legible. Number pages sequentially throughout the technical proposal.

15. ADDITIONAL INSTRUCTIONS FOR THE COST/BUSINESS PROPOSAL. Separate this proposal into a cost section and a business section.

A. Cost Section. Adequate price competition is determined not to exist for this CALL. The Government will require certified cost or pricing data from the offeror whose proposal exceeds the threshold listed at FAR 15.403-4. Based on the type of instrument proposed, use the attached cost proposal instructions to prepare the cost proposal. (Attachment 1) B. Submit the electronic copy of the cost proposal worksheets on a compact disk in a PC compatible file format in Microsoft Office Excel 2003 or later version. The file must contain all cell formulas. Cost proposals have no page limitations but offerors are requested to keep cost proposals to 75 pages as a goal.

C. Business Section. The business section should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this announcement, and any information not technically related. Offeror must provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. This section should include the following items as appropriate.

(1) Completed Proposal Content Checklist: Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award. (Attachment 2)

(2) Representations & Certification: Completed representations and certifications and any specific representations and certifications identified in this CALL. Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA). (Attachment 3)

16. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee Completion Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.

17. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates making one contract award per task area as a result of this CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.

18. MODEL CONTRACT. A model contract will be provided to each apparent successful offeror for review and comment as part of the contract award process.

19. ANTICIPATED AWARD DATE: 07 APRIL 2011

20. INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

21. DELIVERABLE ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract and/or task order. The full text CDRLs are included at Attachment No. 4.

22. OTHER RELEVANT INFORMATION:

1. The security classification for this CALL 0006 is SECRET. A DD254 is applicable since the resultant contract(s) may involve up to a Secret classification. Awarded Contractor must obtain and maintain a Secret clearance (draft DD254 Attachment 5).

Also, all data and information produced under contract shall be as a minimum government purpose license rights or less restrictive.

A. Resultant contract(s) requires access to export-controlled technical data or may result in the generation of such technical data, in order to be considered a responsible contractor under this acquisition, the Offeror must be currently certified and registered by the Defense Logistics Services (DLSC), Battle Creek, Michigan (http://www.dlis.dla.mil/jcp) to receive export controlled technical data.

B. Organizational Conflict of Interest (OCI) may apply to this action but cannot be determined prior to issuance of this announcement. This issue and the need for applicable clauses will be resolved prior to the award of any instrument resulting from an offeror’s proposal. The OCI restrictions that may apply are those contained in AFFARS FAR Clause 5352.209-9000, ORGANIZATIONAL CONFLICT OF INTEREST (OCT 2010), plus Alternates III, IV (if IDIQ) and VI:

(1) The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

a) Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

"Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

Alternate III (OCT 2010).

(2) The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company; and, (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.

Alternate IV (OCT 2010). (If IDIQ Contract Awarded)

(3) The Contractor agrees to accept and to complete all issued task orders, and not to contract with Government prime Contractors or first-tier subcontractors in such a way as to create an organizational conflict of interest.

Alternate VI (OCT 2010).

(4) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

2. GFP or Base Support Requirements will be determined on an individual contract basis.
