Critical Analysis & Simulation Efforts (CASE)
BAA-10-RD-01 CALL 0010
1Statement of Objective
1.1 Scope / Description of Requirements/Statement of Need
The goal of this effort is to perform technology exploration development and research into optical beam control in the presence of atmospheric turbulence; while working with the Space Electro-Optical Division of the AFRL Directed Energy Directorate (AFRL/RDS) to develop, simulate, analyze, and characterize beam control systems and data for laser propagation, laser communication, free-space Quantum Key Distribution (QKD), optical imaging, target acquisition, pointing, and tracking applications relevant to the research project(s) undertaken. The scope of this effort is to provide electro-optical (EO) characterization, optical beam control theory and concept development, modeling, simulation, analysis of beam control systems and data, experiments, planning, design, and operation of laboratory and field experiments in EO advanced adaptive optics and other beam control technologies in accordance with AFRL/RDS Research and Development Projects. The effort consists of modifying, designing, and integrating hardware and software, including highly advanced processing, analysis, modeling, and simulation tools and algorithms, as necessary. EO characterization and space situational Awareness (SSA) functional areas will be addressed and include: electro-optical devices for laser beam control (beam steering, beam combining, laser tuning, adaptive optics); innovative concepts to advance the performance of adaptive optics, tracking, and other optical beam control capabilities for target detection, tracking, imaging, communication, and laser beam projection applications; component and system level testing and analysis by conducting software and hardware research engineering tasks to perform experiments and collect relevant data for assessment of system and subsystem experiments and performance; conduct detailed computerized research and developmental modeling and simulation of proposed and existing beam control lab systems and optical propagation and tracking effects to develop concepts and technologies; augment studies and technology experiments based on the applicable ARFL/RDS R&D project or program. Other areas include the development and implementation of innovative approaches to modeling, simulation, data processing, analysis, information theory, and visualization requirements, using new algorithms and processes written in common computer languages and data visualization scripting languages. Efforts include the planning, designing, integration, and conducting or augmenting laboratory and field experiments to investigate and demonstrate beam control methods, systems, and system components, and measuring performance of these systems and methods. Research and Development (R&D) modeling and simulation emphasis should be on detailed numerical and analytical research experiments & simulations, including wave-optical simulations of the propagation of light through turbulence and interaction with adaptive optical and other experimental systems.
1.2 Applicable Documents
The contractor will coordinate with the AFRL/RDS Program Manager (PM) to identify additional documents as needed. 1.3 Requirements (Primarily On-site Work at AFRL/RD/RDS – SOR)
1.3.1 Beam Control Technology Experiments
| 1.3.1.1 Experiment Design and Operations. The contractor will develop innovative concepts to advance the performance of adaptive optics, tracking, and other optical beam control capabilities for target detection, tracking, imaging, laser communication, QKD, and laser beam projection applications. The end goal of experiments will be to discover, develop and improve system performance metrics and experimentation as required by the various programs goals and application, and to research, experiment, measure and mitigate any factors that reduce the performance metrics of identified SOR laboratory systems/efforts. The contractor should plan, design, integrate, conduct, or augment laboratory and field experiments in accordance with the R&D project undertaken, investigate and demonstrate beam control methods, systems, and system components, and measure the performance of these systems and methods. The contractor should design experiments to maximize use of AFRL facilities and existing hardware and software. The Contractor will develop, provide and recommend experiment proposals, test plans, analysis plans, engineering requirements documents, experiment reports, and other documentation as required. |
| 1.3.1.2 Experiment Software and Hardware. The contractor will conduct software and hardware engineering tasks to perform and facilitate Government experiments and collect relevant data for assessment of various system(s) and subsystem(s) performance, outcome and ability. The contractor will propose new and innovative designs or modifications to existing methods and systems, as appropriate, and should ensure accurate research experimentation configuration control. Designs should use commercially available components whenever feasible and should develop and implement specialized technologies when necessary. |
1.3.2 Experimentation and Data Analysis
| 1.3.2.1 Modeling and Simulation. The contractor will conduct detailed research and development including applicable computerized modeling and simulation of developed, proposed and existing beam control systems and optical propagation and tracking effects to develop AFRL/RDS concepts and technologies. As well as to augment studies and technology experiments which are relevant to the applicable R&D project(s). Emphasis will be on detailed numerical and analytical simulations, including wave-optical simulations of the propagation of light through turbulence and interaction with EO and adaptive optical and other experimental systems. Simulations should be anchored to experimental results and modified as required to obtain consistent comparisons with the experiment. Modifications to approved simulations should be made only with a physical scientific understanding of the reasons for the changes and government concurrence and direction. |
| 1.3.2.2 Data Processing and Analysis. The contractor should perform processing and detailed analyses of experiment data to assess various program, system and R&D component performance, characterize the effects of experimental methods and components, and validate lab models, simulations, and theory. The contractor should determine reasons for discrepancies and variations from expected results. Analyses should include assessments of relevance of the experiment to applications of AFRL/ RDS interest. |
| 1.3.2.3 Development of Analytical Tools. The contractor will develop and implement innovative approaches to experimentation, R&D modeling, simulation, data processing, analysis, information theory and visualization requirements, using new algorithms and processes written occasionally in common computer languages and data visualization scripting languages. To the extent feasible, codes should be adaptable for a broad range of analytical applications and should include user-friendly interfaces. New tools should be submitted for approval to the AFRL RDS PM or designated AFRL/RDS functional lead before incorporation in any AFRL/RDS data systems or network. |

1.5 OCI Mitigation Plan
Identify and propose mitigation for any organizational conflict of interest associated with this effort, at both the prime and subcontractor level. The contractor shall identify an appropriate management approach and shall be required to submit corrective management plans as necessary.
