Broad Agency Announcement Title: SUPER Novel Optically Diverse Applications (SUPERNOVA)

Proposal CALL Title: Space Situational Awareness (SSA) Applications Research (SAR)

1. APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial Closed BAA with CALLs (Baseline BAA Announcement) as amended. This document contains information applicable to all CALLs issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct questions to the points of contact identified below.

4. REQUIREMENT DESCRIPTION: The specific technical topic associated with CALL 0008 is Topic Area 4 of the Baseline Broad Agency announcement BAA-10-RD-01. The technical area to be addressed in CALL 0008 requires advancing Space Situational Awareness in the following areas.

BAA 10-RD-01 Topic Area 4 Space Situational Awareness (SSA). Technical POC: Quentin Dierks (DSN 246-9667, COMM 505-846-9667). Technical solutions should address Advancing Space Situational Awareness (SSA) concepts. Solutions include, but aren’t limited to: SSA R&D, systems engineering, system, & architecture modeling & simulation, electro-optical (EO) SSA & related concepts, second-generation sodium beacon & adaptive optics, resolved and non-resolved imaging, non-imaging, multiple aperture, distributed systems, and support for component and system level testing & analysis.

Overview/Scope: The goal of this effort is to develop advanced technologies to further exploit current and future Electro-Optical (EO) Space Situational Awareness (SSA) systems. Contractor will provide theoretical and/or experimental research, technology development, prototype system development and engineering, software development and use, system testing, and validation in the EO SSA technology areas associated with Tasking, Collection, Processing, Exploitation, and Dissemination. Additionally, results of research for AFRL and other Government agencies in SSA related test programs must be validated as required. Efforts in all of the following SSA functional areas are solicited:

1. Agile Electro-Optical SSA Collection

- Research the application of deployed and/or deployable electro-optical (EO) collection systems to provide the capability for feature recognition, change detection, anomaly identification, and space object class discrimination, as well as other SSA capabilities of interest.

- Plan, collect, and assess data taken during testing of deployed systems to remote locations.

- Provide modifications as needed to small telescope equipment associated with this effort; including but not limited to, modifying and testing EO collection systems, modifying and upgrading those systems, testing those systems both at the prototyping site on Maui as well as at the locations where systems will be deployed, and shipping the systems to deployed locations.

- Conduct R&D associated with use of EO SSA systems, to include but not limited to, gathering & assessing data to assess satellite health and status, and suggesting methods to improve use of those systems required for satellite health & status assessments.

2. High Performance Computational SSA

- Research concepts to employ high performance computing to develop breakthrough SSA applications applied to refining orbital element certainty, catalog maintenance, catalog reconstitution, image enhancement, and non-imaging applications.

- Provide studies, analysis, and research in SSA technology areas including, but not limited to, astrodynamics, satellite characterization, and modeling and simulation.

- Collaborate with government, industry, and academia on AFRL-led projects.

- Bridge basic, applied, development, and transition efforts to advance our nation’s SSA capabilities.

3. Astrodynamics for SSA

- Develop breakthrough SSA algorithms, methods, techniques, and applications in trajectory analysis using astrodynamics.

- Provide studies, analysis, and assessments in areas of astrodynamics (including tracking & data association), satellite characterization, and data & analysis required for modeling and simulation.

- Collaborate with government, industry, and academia on AFRL-led projects.

- Bridge basic, applied, technology development and technology transition.

Key Personnel for algorithm development for new methods and applications in astrodynamics should be a senior-level (preferably PhD) individual due to the cutting edge nature of this discovery work.

Software source code and data files for astrodynamics applications should be in appropriate high-level language (such as C++, Python, etc.) and appropriate database formats.

4. Ground-Based Electro-Optical SSA Applications

- Develop concepts for application of current Maui and SOR SSA sensors to address feature object identification, feature recognition, change detection, anomaly identification, and space object class discrimination utilizing sodium guidestar adaptive optics, non-resolved imaging, and space imaging research capabilities at the SOR and Maui sites for the purpose of health & status assessments, and anomaly resolution of objects on orbit. Evaluate opportunities to enhance, augment, or provide new capabilities for SSA mission areas respective to current systems of record.

- Conduct concept analysis leveraging ongoing EO SSA initiatives such as the Electro-Optical Integration Center to develop and demonstrate capabilities to meet shortfalls and future requirements relative to SSA capability needs, S&T needs, and MAJCOM needs.

- Research current and developing SSA sensors and develop concepts for technical demonstrations and trade studies to showcase their ability to meet MAJCOM SSA priorities.

- Assess results gained during demonstration tests at Maui and SOR against stated technology needs, gaps, and shortfalls.

5. ANTICIPATED FUNDING: Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs

Funding is projected from AFRL Core Funds (S&T) and AFSPC in the amount of $10M. The approximate breakout follows:

These are planned amounts and may vary depending on allocation each year. Additional funds could become available. Funding types will be R&D. Possible other funding may be available from governmental organizations external to AFRL, but specific technical needs and funding levels are not known at this time, and are expected to vary from year to year. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.

6. PERIOD OF PERFORMANCE: The period of performance is 60 months which is inclusive of: 57 months technical performance and 3 months final report preparation. The period of performance to be proposed in the applicable format “includes 57 months for technical effort and 3 months for Final Report preparation.”

7. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL 0008 is no later than 12:00 p.m. Mountain Time on 21 May 2012. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3). Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL 0008. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

8. CALL AMENDMENTS: Offerors should monitor FedBizOps (http://www.fbo.gov) for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

9. ADDITIONAL INSTRUCTIONS FOR THE TECHNICAL PROPOSAL. There are no limits to the number of proposals an offeror may submit for this CALL 0008. Proposal Review and Evaluation Procedures listed in the Baseline BAA shall be applicable to this CALL 0008. (See Section 8 of the Baseline BAA)

a. The proposals submitted in response to this CALL 0008 shall be unclassified.

b. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract.

10. COMMUNICATIONS:

a. Prospective offerors are reminded to contact the technical point of contact to verify interest in the effort to be proposed PRIOR to committing any resources to the preparation of any proposals in response to this announcement. Foreign owned firms are advised they are precluded from proposing.

b. Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government.

11. PROPOSAL PREPARATION. NOTE: A statement that submitted proposal(s) are valid for 120 days from the due date is required for all submissions.

a. Submit with a cover letter: an original, three (3) paper copies, and one (1) electronic copy of each technical proposal and the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.

b. The cover letter should identify the BAA number, CALL number, and technology area under which the proposal is submitted, provide technical and contracting points of contact, CAGE code, and include statement indicating if the firm is a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, 8(a), or women-owned small business concern. The proposal must be signed and dated by an authorized official of the organization.

c. Proposals should be submitted to the address as listed below. Proposals sent to any inappropriate address are ineligible for award. Proposals sent via facsimile or electronic means will not be accepted.

12. PROPOSAL REVIEW AND EVALUATION PROCEDURES: The Government reserves the right to select for award to responsible offerors/contractors any, all, part, or none of the proposals received in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At a minimum, incomplete proposals may be given a lower priority and, although technically acceptable, not awarded due to funding limitations. The review and selection process identified in Section 8, Paragraph C, will be used for this call.

13. EVALUATION CRITERIA: The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

· Overall scientific and technical merits of the proposal;

· Importance to AFRL Space Situational Awareness (SSA)programs;

· Fund availability/affordability

Fund availability is the project’s budget or available financial resources to perform the research. Affordability links the proposed effort’s price to the funds available to perform the research effort. Once selected for award, price will be evaluated for realism and reasonableness. No further evaluation criteria will be used.

14. REVIEW AND SELECTION PROCESS: The technical and cost proposals will be evaluated and categorized as follows:

a. CATEGORY I: Well conceived scientifically and technically sound proposals important to program goals and objectives. Proposals in Category I are recommended for acceptance subject to funding constraints.

b. CATEGORY II: Scientifically or technically sound proposals that may require further development and may be recommended for acceptance, but are at a lower priority than Category I proposals and are not always funded.

c. CATEGORY III: Proposals not technically sound or do not meet agency needs and may be recommended for rejection.

15. TECHNICAL PROPOSAL PAGE LIMITATIONS. The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The page limitations include all text, C-SOWs, tables and graphics, photos, and attachments. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet contain printed proposal material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Foldouts up to 11 x 17 are allowed but will count as two pages for each printed side. Blank pages, title pages, tables of contents, lists, tabs, resumes, and cover sheets are not included in the page count limitations. Within each proposal section, the Government will not consider pages in excess of the page limitations specified. Pages shall be single spaced. Select an easy to read font no small than 12 pitch fixed or proportional font size 10 or larger. Smaller fonts may be used in figures and tables as long as they are legible. Number pages sequentially throughout the technical proposal.

16. ADDITIONAL INSTRUCTIONS FOR THE COST/BUSINESS PROPOSAL. Separate this proposal into a cost section and a business section.

a. Cost Section. Adequate price competition is determined not to exist for this CALL. The Government will require certified cost or pricing data from the offeror whose proposal exceeds the threshold listed at FAR 15.403-4. Based on the type of instrument proposed, use the attached cost proposal instructions to prepare the cost proposal. (Attachment 1) Submit the electronic copy of the cost proposal worksheets on a compact disk in a PC compatible file format in Microsoft Office Excel 2003 or later version. The file must contain all cell formulas. Cost proposals have no page limitations but offerors are requested to keep cost proposals to 75 pages as a goal.

b. Business Section. The business section should contain all business aspects to the proposed contractual arrangement, such as type of contract/instrument, any unique terms and conditions, any exceptions to terms and conditions of this announcement, and any information not technically related. Offeror must provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. This section should include the following items as appropriate.

(1) Completed Proposal Content Checklist: Failure to provide a complete proposal may result in a determination that the proposal is non-responsive and may be eliminated from consideration for award. (Attachment 2)

(2) Representations & Certification: Completed representations and certifications and any specific representations and certifications identified in this CALL. Prospective offerors are to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA). (Attachment 3)

17. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee (CPFF) Completion Type Contract IAW FAR 16.306)(d)(1), which requires successful offerors to have an accounting system considered adequate for tracking costs applicable to the contact as a result of this CALL, but reserves the right to award the instrument best suited to the nature of research proposed. Offerors are encouraged to propose to one, some or all of the functional areas as appropriate.

18. INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.

19. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates making one contract award as a result of this CALL. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this CALL.

20. ANTICIPATED AWARD DATE: 28 June 2012.

21. AWARD NOTICES: Offerors will be notified in writing whether or not their proposal is recommended for award. An award recommendation is not to be construed to mean the award of a contract is assured, as availability of funds and successful negotiations are prerequisites to any award.

22. DEBRIEFINGS: When requested, a debriefing will be provided. The debriefing process will follow the time guidelines set out in 10 USC 2305(b)(5).

23. DELIVERABLES ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract. The full text CDRLs are included (Attachment 4, Entitled Exhibit A).

24. OTHER RELEVANT INFORMATION:

a. The applicable NAICS code for this announcement is 541712 with a size standard of 500.

b. This acquisition is unrestricted. This BAA is issued under the provisions of Federal Acquisition Regulation paragraph 6.102(d)(2) that provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the results of full and open competition and in full compliance with the provisions of PL 98-369, the Competition In Contracting Act of 1984.

c. Research areas may involve technology that is subject to U.S. Export Control Laws. It is anticipated that awards will be unclassified with limited access. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. For questions, contact DLIS on-line at http://www.dlis.dla.mil/jcp or at DLIS, US/Canada Joint Certification Center, Federal Center, 74 North Washington, Battle Creek MI 49017-4312, (800) 352-3572.

d. The security classification for this CALL 0008 is TOP SECRET. A DD254 is applicable since the resultant contract(s) may involve up to a Top Secret classification. Awarded Contractor must obtain and maintain a Top Secret clearance (Ref: Attachment 6, DD254).

e. All data and information produced under contract shall be as a minimum government purpose license rights or less restrictive.

f. Resultant contract(s) requires access to export-controlled technical data or may result in the generation of such technical data, in order to be considered a responsible contractor under this acquisition, the Offeror must be currently certified and registered by the Defense Logistics Services (DLSC), Battle Creek, Michigan (http://www.dlis.dla.mil/jcp) to receive export controlled technical data.

g. Organizational Conflict of Interest (OCI) may apply to this action but cannot be determined prior to issuance of this announcement. This issue and the need for applicable clauses will be resolved prior to the award of any instrument resulting from an offeror’s proposal. The OCI restrictions that may apply are those contained in AFFARS FAR Clause 5352.209-9000, ORGANIZATIONAL CONFLICT OF INTEREST (OCT 2010), plus Alternates III, IV (if IDIQ) and VI:

The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

"Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

Alternate III (OCT 2010).

The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company; and, (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.

Alternate IV (OCT 2010). (If IDIQ Contract Awarded)

(1) The Contractor agrees to accept and to complete all issued task orders, and not to contract with Government prime Contractors or first-tier subcontractors in such a way as to create an organizational conflict of interest.

Alternate VI (OCT 2010).

(2) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

g. SUBCONTRACTING PLANS: Small Business Subcontracting Plans are required under FAR 19.702 for efforts anticipated to exceed $650,000 (Individual Subcontracting Plan Checklist and Review (Attachment No. 5 to the Basic BAA Announcement)). Prospective offerors shall submit applicable subcontracting plans in accordance with the requirements set forth in FAR 19.704 and DFARS 219.704 along with the technical and cost proposals. Small business is exempt from this requirement. If a company has a master subcontracting plan, as described in FAR 19.701 or a comprehensive subcontracting plan, as described in DFARS 219.702, a copy of the plan shall be submitted with the proposal. The subcontracting plan is a part of the cost/business section of the proposal and will not be included in the page count.

h. WIDE AREA WORK FLOW NOTICE: Any contract award resulting from this announcement will contain the clause at DFARS 252.232-7003, Electronic Submission Of Payment Requests, which requires electronic submission of all payment requests. Any contract resulting from this announcement will establish a requirement to use WAWF-RA for invoicing and receipt/acceptance, and provide coding instructions applicable to this contract. Contractors are encouraged to take advantage of available training (both web-based and through your cognizant DCMA office), and to register in the WAWF-RA system. i. ASSOCIATE CONTRACTOR AGREEMENTS. Associate Contractor Agreements (ACAs) are agreements between contractors working on government contract projects that specify requirements for them to share information, data, technical knowledge, expertise, or resources. The contracting officer may require ACAs when contractors working on separate government contracts must cooperate, share resources or otherwise jointly participate in working on contracts or projects. Prime contractor to subcontractor relationships do not constitute ACAs. For each award, the contracting officer will identify associate contractors with whom agreements are required.

j. ITEM IDENTIFICATION AND VALUATION. Any contract award resulting from this announcement may contain the clause at DFARS 252.211-7003, Item Identification and Valuation, (Apr 2005) which requires unique item identification and valuation of any deliverable item for which the government’s unit acquisition cost is $5,000 or more; subassemblies, components, and parts embedded within an item valued at $5,000 or more; or items for which the government’s unit acquisition cost is less than $5,000 when determined necessary by the requiring activity for serially managed, mission essential, or controlled inventory. Also included are any DoD serially managed subassembly, component, or part embedded within a delivered item and the parent item that contains the embedded subassembly, component, or part. Per DFARS 211.274-3 policy for valuation, it is DoD policy that contractors shall be required to identify the government’s unit acquisition cost for all items delivered, even if none of the criteria for placing a unique item identification mark applies. Therefore, your proposal must clearly break out the unit acquisition cost for any deliverable items. Per DFARS 211.274-3 policy for valuation, “the government’s unit acquisition cost is the contractor’s estimated fully burdened unit cost at time of delivery to the government for cost type or undefinitized line, subline, or exhibit line items” (per DoD, “fully burdened unit costs” to the government would include all direct, indirect, g&a costs, and an appropriate portion of fee.). k. Offerors who have forward pricing rate agreements (FPRA’s) and forward pricing rate recommendations (FPRR’s) should submit them with their proposal.

l. EXCESSIVE PASS-THROUGH CHARGES. Any contract award resulting from this announcement may contain the clause at DFARS 252.215-7004, Excessive Pass-Through Charges (Apr 2007) which requires the contractor to identify in its proposal the percentage of effort to be performed by the prime contractor and the percentage expected to be performed by each subcontractor. If the contractor intends to subcontract more than 70% of the total cost of work under the contract or task order, then it shall identify the amount of the contractor’s indirect costs and profit applicable to the subcontract work, and a description of the value added by the contractor. If any subcontractor intends to subcontract to a lower tier subcontractor more than 70% of the total cost of its work, then it shall identify the amount of the subcontractor’s indirect costs and profit applicable to the lower tier subcontract work, and a description of the value added by the subcontractor.

m. POST-AWARD SMALL BUSINESS PROGRAM REPRESENTATION: As prescribed in FAR 19.308, FAR Clause 52.219-28, “Post-Award Small Business Program Representation (APR 2009),” is incorporated by reference in this solicitation. This clause will be contained in any contracts resulting from this solicitation. This clause requires a contractor to represent its size status when certain conditions apply. The clause provides detail on when the representation must be complete and what the contractor must do when a representation is required.
