About this file
This document includes an asbestos survey report and related federal contract opportunity. The asbestos survey report details results of sampling conducted at the Alcatraz Island concrete wharf in San Francisco Bay. Six samples were collected from the concrete deck, columns, and shotcrete patches, with analysis finding no asbestos in any of the materials.
The related federal contract opportunity is to stabilize and seismically strengthen the Alcatraz Island wharf. Work will include repairing historic steel-cased concrete piles, beams, and slabs in fair to poor condition. Two new seismic resisting elements will be installed to upgrade the wharf structure to Risk Category III. Concrete repairs and seismic improvements will be completed in a single construction phase under Solicitation 140P2021R0143 issued by the National Park Service for the Golden Gate National Recreation Area.

Subject: Asbestos Survey Report Alcatraz Island Concrete Wharf, San Francisco, CA Project Number CH-2119
Dear Mr. Hart:
This letter report summarizes the observations and results of an asbestos survey by Mr. Craig Heidig, a California Division of Occupational Safety and Health (DOSH) Certified Asbestos Consultant (CAC), from the Concrete Wharf at Alcatraz Island in San Francisco Bay in the Golden Gate National Recreation Area, California (Site). Asbestos or trace-asbestos materials that were identified are summarized below.
Table 1 – Hazardous Materials Summary
Material Description Location Quantity
No Hazardous Materials Found sf = square feet
On Friday, August 27, 2021, Mr. Heidig collected six (6) bulk samples for asbestos content from the Site at the request of Mr. Sean Hart. The sampling was performed to identify any asbestos-containing material (ACM) in preparation for concrete repairs at the Site. Asbestos surveys must be completed prior to all renovation and demolition projects to comply with Bay Area Air Quality Management District (BAAQMD) and/or United States Environmental Protection Agency (EPA) requirements.
The Site consists of a large concrete wharf over San Francisco Bay.
Asbestos
Bulk samples for asbestos fibers were collected of three (3) homogeneous materials from the Concrete Wharf, including concrete from the deck, the columns, and shotcrete patches.
PLM analysis of the samples was performed at Eurofins EMLab P&K, LLC (EMLab) in South San Francisco, CA. EMLab is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber analysis. The results of the samples are summarized in the table below and included as Attachment A. Items in bold contain concentrations of asbestos greater than 1% (ACM). Items in italic contain concentrations less than or equal to 1% (trace-asbestos).

Concrete Column Column T-10 AW-3A ND Column M-12 AW-3B ND = None detected
Analysis of the bulk samples from the Site indicates that asbestos was detected in zero (0) of the six (6) samples.
The laboratory reports and sample chain-of-custody forms are included as Attachment A, a sample and material location diagram is included as Attachment B, and asbestos consultant certification is included as part of Attachment C.
Conclusion
Zero (0) of the three (3) materials suspect for asbestos sampled at the Site were found to be asbestos-containing or trace asbestos-containing.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by any agency of the federal government. Eurofins EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
