END OF SECTION 01 27 00

Q21: Allowable mooring location of marine equipment. Staging drawings G1.6 note 3 specifies an area with a moveable guard section where a barge can be moored for hauling of materials or equipment. However, there does not appear to be a location specified where marine equipment or work boats can be moored when not actively loading materials or equipment. Considering the Ferry needs to have a clear path to dock at the float, is it permissible to moor a barge to the west of the finger pier and/or dock work boats in the boat slip?

A21: It is permissible to moor a barge or other work boats at the location specified in note 3 on G1.6. This location may be used from the time of the last ferry of the day operated by the Park Concessionaire until the first ferry operated by the Park Concessionaire the following day. Use of this location shall be coordinated with the Park Concessionaire’s regular ferry schedule and routes and approved by the Contracting Officer. Please see the current Park Concessionaire regular ferry schedule can be viewed at the following web page.

https://www.cityexperiences.com/san-francisco/city-cruises/alcatraz/departure-schedule/ The Contractor shall document existing conditions of the removable railing and provide repairs or replacement of the removeable railing if damage occurs. Contractor shall observe the requirements of the EIS document in using this location.

Barge services coordinated by the Contractor shall also be coordinated with the barge service operated by the Golden Gate National Parks Conservancy in accordance with Specification Section 01 11 00 Paragraph 1.8.D.4.

Contractor may moor a barge utilizing a float west of the Finger pier at the location indicated in “Floating Barge Location.png”. Use of this location shall be coordinated with the Park Concessionaire’s regular ferry schedule and routes and approved by the Contracting Officer. The float shall be located a minimum of 20 yards from the finger pier and be spuded. Contractor shall observe the requirements of the EIS document in using this location.

Contractor may moor a barge at location Area 4 shown and described in “B08_Attach_12_2001_EIS_GOGA.pdf” on pages 2-2 and 2-34. Contractor shall observe the requirements of the EIS document and receive approval by the Contracting Officer for use of this location.

The boat slip is not currently in a condition to use safely. The boat slip may be permissible to use as a barge mooring location if improvements are made to use the boat slip in a safe manner. Use of this location shall be approved by the Contracting Officer.

Q22: The project "Summary of Work", para 1.8, Transport of Materials and Equipment to Alcatraz Island notes that the Park Concessionaire, Alcatraz City Cruises (ACC) is not required to transport workers to Alcatraz Island, but that ACC can transport workers on regularly scheduled passenger ferries.

· Does this mean ACC has the option to reject worker transport if a ferry is full with paying customers?

· And, during what hours will ACC transport workers?

· During hours when ACC is not running passengers (i.e. from 9:30PM until 9:00AM), can the contractor use the ACC landing float to tieup a contractor's crew boat?

A22: The park concessionaire is not required to transport workers to Alcatraz island per section 01 11 00 paragraph 1.7.B.1. Park Concessionaire can transport workers on regularly scheduled https://www.cityexperiences.com/san-francisco/city-cruises/alcatraz/departure-schedule/ passenger ferries per section 01 11 00 paragraph 1.7.B.2. ACC is the only approved vendor for landing on the floating dock of the fixed wharf per section 01 11 00 paragraph 1.8.C.

Q23: Live load restriction on deteriorated deck clarification. Per 03 03 71 paragraph 3.1.A, "During demolition, shotcrete repair, and curing periods for work under the deck, loading of the above deck area in the vicinity of the repairs shall be restricted to foot and passenger car / light truck traffic" which usually means a 9 KIP load spread over two axles. However, the same paragraph goes on to say, "Concrete trucks may not exceed five cubic yard (maximum) capacity on the existing unrepaired deck". which would be about 40 KIP spread over 3 axles. The two criteria appear to be contradictory for the purpose of evaluating whether other construction loads can be supported such as equipment or temporary bracing.

A23: General Live load restrictions shall be per Existing Construction, note 3 on sheet S0.2. This note shall be amended to read as follows:

“Allowable Live load for existing structure shall be as follows:

-Areas of the deck not requiring repairs: See design criteria on S0.1 -Areas of the deck requiring repair: 100 psf”

Note 4 on sheet G1.6 shall be amended as follows:

“Chain link fencing shall enclose all active laydown areas and temporary moveable closures above deck. Where fencing is not feasible around the temporary movable closures, provide a steel cover plate. Provide a steel cover plate over all openings in deck when not in use. All steel cover plates shall at minimum span to the centerline of adjacent beams and be of sufficient stiffness to maintain cover plate deflections to less than 1/4”.”

Note 5 on sheet G1.6 shall be amended as follows:

“Temporary movable closures shall be put in place over all areas of below deck demolition, concrete placement and concrete curing. Temporary movable closure areas may only be removed once repair material has reached a compressive strength of 5,000psi. Coordinate with contracting officer to minimize impact of temporary closure areas on tram and visitor traffic.”

Extent of Temporary Closure areas will be reviewed on a case by case basis by the Contracting Officer, but in general should be an area smaller than 20’x20’.

Specification section 03 03 71 paragraph 3.1.A shall be amended as follows:

“During demolition, shotcrete repair, and curing periods for work under the deck, loading of the above deck area shall be restricted to foot and passenger car / light truck traffic. No material storage shall be allowed on the deck above the repair area.”

Q24: Clarify which parts of the moveable gangway are to be designed by contractor. The contractor is to design the controller on electric hoist and limit switches, per drawing S4.4 note 4, but the hoist itself appears to be fully detailed in 05 12 002.3. The gangway structure appears to be fully detailed in drawings S4.4 and S4.5, but the Live load criteria is provided in S4.0 "Design Criteria", and handrail design criteria in 05 72 00 1.4. A stamped shop drawing required in 05 12 00 1.6.A. It should be noted that it appears the Northern portal frame is part of this system, for which no details are provided.

A24: The Contractor is to design the following:

-Electric hoist controller

-Any Electrical junction box and box mounting system required to power and operate the electric hoist.

-Limit switches -Heavy duty Electric Hoist frame support and mounting system

-Rigging system including wire rope pulley blocks, sheaves, shackles and lifting points on both the gangway and the portal frame.

-Gangway hoist warning light and warning light mounting system

Q25: Hydro-acoustic and biological monitoring requirements for steel pile installation. Per 31 62 16 paragraph 1.4.A.2, "Above-Water Monitoring Plan: Submit a detailed hydro-acoustic, above-water, and biologic monitoring plan. " While above water noise monitoring requirements are specified in 01 57 19.12 there do not appear to be any requirements or criteria for hydro acoustic or biological monitoring. Please provide requirements or delete this language.

A25: See project permit documents for complete Hydro-acoustic, above water, and biologic monitoring requirements and criteria. As part of the impact minimization measures, these permit documents require that: Full time biological monitoring, establishment of a 500 meter “exclusion zone” for marine mammals shall be used during construction. The buffer area shall be surveyed starting 30 minutes before percussive, or loud in-water work, during this work, and continuing for 30 minutes after this work is halted. If marine mammals or special status species are observed, percussive/loud work would be halted until these animals are no longer observed within and have moved from within the buffer zone.

Q26: Reference: E. VOLUME I, TECHNICAL PROPOSAL – FORMAT, ORGANIZATION, CONTENTS - FACTOR 2 – PROJECT EXPERIENCE. We would like to request to change the project experience from 10 years to 20 years. This will allow the contractors to sort and present comparable projects in terms of scope, magnitude, complexity and logistics.

A26: Project experience may be extended from 10 years to 20 years only in the case of specific personnel. Projects completed more than 10 years ago will not be considered relevant unless the proposed Key Personnel for this project were actively involved and submission must clearly demonstrate that the proposed Key Personnel were actively involved.

Q27: CLIN 05 PILE REPAIR includes Type 1 Pile Repair, Type 2 Pile Repair and 3 each Replacement Piles. These 3 types of pile repairs have significant differences in costs, particularly the pile replacement. Please break out CLIN 05 into 3 CLINS, i.e. Type 1 Pile Repair, Type 2 Pile Repair and Replacement Piles.

A27: CLIN 05 will broken out into 3 CLINS: Type 1 Pile Repair, Type 2 Pile Repair, Pile Replacement. See attachment “SECTION 01 27 00 – DEFINITION OF CONTRACT LINE ITEMS.pdf” and “20220509 - ContractPriceSchedule.xlsx”. An updated price schedule has been provided to replace the price schedule originally provided in section B. Offerors must use the update price schedule when submitting proposals.

Q28: Reference: E. VOLUME I, TECHNICAL PROPOSAL – FORMAT, ORGANIZATION, CONTENTS – FACTOR 4 - CONSTRUCTION SCHEDULE. The schedule is required to be created in MS Project Gantt Chart format. Will it be acceptable to use P6 Gantt Chart format?

A28: P6 Gantt Chart format is acceptable.

Q29: Reference: E. VOLUME I, TECHNICAL PROPOSAL – FORMAT, ORGANIZATION, CONTENTS – FACTOR 7 – PAST PERFORMANCE. This section requires the Contractor to submit Attachment 7 – “Past Performance Questionnaire”. Will the previous “Past Performance Questionnaire (PPQ)” completed by Contractors and Project Owners acceptable? These previous PPQ’s are the format that USACE or NAVFAC used in the RFP. Previous PPQ’s have been widely accepted by most agencies due to limited working personnel and worldwide pandemic condition.

A29: Submit PPQs in accordance with section L of the solicitation.

Q30: Request for existing pile connection information. Section views of the existing pile can be seen on drawings S1.6 and S1.7, wherein an existing 3' deep rock socket is specified as typical.

Are the existing pile grouted into these rock sockets? Does wrought iron pile core shown in drawing S2.0 connect to the rock socket as well? This information is needed to evaluate the work required to replace piling as specified on drawing S1.3.

A30: Yes, existing piles are grouted into the rock. The wrought iron pile cores that exist within some of the piles are remnants of the 1907 era spider pile supported wharf. Although no information on the depth of embedment of the wrought Iron pipe piles is known, it is assumed that they are embedded into rock 1 to 3 feet. See response to comment 8 for more description of these spider piles.

Q31: Portal Frame corrosion damage. Looking at the plans on sheet S4.2, sheet 43 of 46, photo numbers 5 and 6 have pictures of the Portal Frames and it appears that the Southern frame may be severely damaged and require replacement. Please provide direction on the work required on the Portal Frames.

A31: Per keynote 8 on Sheet S4.1, the portal frames shall be cleaned and recoated.

The southernmost portal frame exists only for its historic value and does not support any other structure.

Q32: New timber pile diameters not shown. Drawing S4.1 keynote 1 shows timber fender pile to be replaced. However, the sections and details presented on S4.3 do not provide a diameter.

Further, drawing S4.3 section A states existing pier support pile are 12-14" diameter pile. Please specify whether 12 or 14" is required.

A32: Keynote 1 on S4.1 will be updated to read: “Replace timber pile with 14" diameter timber pile. See note 2”.

Q33: Finger Pier Fender Pile to Cap connection not clear. Per drawing S4.1 keynote 1 and 2 there is four locations at the finger pier where a 1" long x 2LF rod is driven through the pile cap into the new pile below. There is no other details of this rod, is it a drift pin similar to what is shown on S4.3 section A? Please also confirm this is for pier support pile only, and new timber fender pile are connected with a 3/4" bolt as shown in drawing S4.3.

A33: -Keynote 2 only calls to pile 36A. In this location the pile-to-pile cap connection needs to be repaired by installing a 1” diameter x 2 foot long rod through the pile cap into the pile. A new pile does not need to be installed at this location.

-For bearing piles, they should be attached to the pile cap as shown in Section A/S4.3 (i.e., via a drift pin).

-For fender piles, they should be attached to the timber finger pier as shown in Section A/S4.3 (i.e., via a ¾” diameter bolt).

Q34: Per drawing S4.3 key note 3, thick black lines spanning from pile to pile represent timber cross bracing that needs to be repaired. However, at the top left corner of the repair plan (just south of moveable gangway) there is a thick black line that runs off the page with no key note. Is this intended to be a timber brace that needs repair?

A34: It is assumed that the comment is referring to the plan view on S4.1. The thick black line described is not intended to be a timber brace that requires repair. Drawing will be updated to remove this thick line.

Q35: Per 01 27 00 3.4.A, "Pile Repair consists of furnishing transportation, labor, materials, and equipment to perform the repairs to damaged piles and the replacement of three piles on the Fixed Wharf... A Type 2 Pile Repair includes the installation of rebar while a Type 1 Pile Repair does not." Price per unit for pile replacement, Type 1 and Type 2 pile repair may be significantly different. In order to establish the correct basis for bid, we request the government provide additional bid items as is done with beam/slab repairs.

A35: See answer 27.

Q36: Per 01 27 00 3.4.A, "Pile Repair consists of furnishing transportation, labor, materials, and equipment to perform the repairs to damaged piles and the replacement of three piles on the Fixed Wharf." Price per unit for pile replacement and pile repair will be significantly different. In order to establish the correct basis for bid, we request the government provide an additional bid item for pile replacement.

A36: See answer 27.

Q37: What is the location of full depth slab repair? Per drawing S2.1 detail 2, slabs less than 50% thickness remaining are referenced to S2.3 for full depth repairs. S2.1 detail 2 is referenced back to drawing S1.1. However, there is no reference on S1.1 for the S2.3 full depth slab repair. Please specify where the S2.3 full depth repairs are located.

A37: -On sheet S1.1, there is reference for details 1/S2.1 & 2/S2.1. Detail 1/S.1 references detail 1/S2.2, this is a slab repair detail for when there is greater than 50% slab thickness remaining.

Detail 2/S2.1 references detail 1/S2.3, this is a slab repair detail for when there is less than 50% of the slab remaining.

-It should be determined by the contractor which slabs require which repair detail (i.e., if there is greater than 50% of the slab thickness remaining detail 1/S2.2 shall be used and if there is less than 50% of the slab thickness remaining detail 1/S2.3 shall be used).

-For the purposes of bid, it can be assumed that 20% of the Type 2 slab repairs will require the full depth slab repair detail (detail 1/S2.3).

Q38: Type 1 depth of slab/beam/Pile repair clarification. Drawing S2.2 details A and C show all spall depths to be past the first layer of rebar. This is also typical of details for beam repair on S2.5 and pile repair on S2.8. Further, these same details require the installation of puck type anodes onto the rebar. Finally, drawing S0.2 note 8 states, "chipped out area shall be not less than

1" clear around all exposed reinforcing bars. Please confirm the contractor is required to chip past the first layer of rebar on all type 1 repairs (regardless of where sound concrete is encountered).

A38: The contractor is required to chip 1” past the first layer of rebar on all Type 1 repairs.

Q39: Full depth slab repair clarification. Per Drawing S2.2 note 9, "if "A" is greater than or equal to "T"/2, remove and repair full depth of slab"."T" appears to be slab depth, which is 8" from drawing S2.0 section D. "A" appears to be repair depth. So a repair depth of 4" or greater requires a full depth repair? Drawing S2.0 shows 5/8" slab rebar having 2.5" of concrete cover, and S0.2 note 6 requires chipping 1" clear of exposed rebar. Therefore, any exposed rebar slab repair is 2.5" + 5/8" + 1" = 4 1/8" which requires a full depth repair. Full depth repair at all locations does not seem correct. Please clarify the requirements for full depth repair.

A39: “A” is the depth of the original spall not the repair depth (note that the original spall depth and repair depth are not the same as repair depth will include the chipped out area.) If the original spall depth is greater than half the thickness of the slab then the slab requires a full depth repair.

Q40: Type 1 and Type 2 Beam repair section clarification. Per drawing S2.5 there are 4 different Type 1 repair sections that can occur at any location (partial side, corner, partial soffit, full soffit).

This is also true of the Type 2 repair. Depending on which repair section is required at a given location the quantities and cost could vary drastically. Drawing S2.10 lists out each beam repair location and specifies the type and length. However, S2.10 does not specify which repair section is required at each location. Please specify the location for each repair section.

A40: The repair section required shall be determined once the full extent of the concrete spall has been determined during demolition.

For bid purposes full width of soffit repairs shall be assumed. Repairs on the sides of the beams will be considered as depth of the repair. The beam repair schedule on S2.10 has been updated to list beam repairs on a square foot basis. Payment will be made on a per square foot of beam soffit repair basis. Section 01 27 00 – Definition of contract line items and the contract price schedule have been updated to reflect this change.

Q41: Please clarify small business goal criteria. The solicitation Part M Factor 6 (page 56 of 58) paragraph 2 has a table listing small business goals and prior year performance. For example the overall goal is listed at 45%. Paragraph 2 states that "The extent of identification and participation of small and socio-economic business subcontractors in terms of the value of the acquisition (total contract value)." 45% of the total contract value seems unusually high. Please clarify that the goal is 45% of the total subcontracted value of the acquisition.

A41: Small business utilization as an evaluation factor evaluates overall small business participation based on the total value of the acquisition. The Department of the Interior goal for small business utilization is 45%.

Q42: SECTION 01 35 13.22 – ARCHEOLOGICAL PROTECTION – Please confirm that the Archeologist and Archeological Monitor are not provided by the Contractor.

A42: Archeologist and Archeological Monitor are not provided by the Contractor.

Q43: SECTION 31 62 16 – STEEL PIPE PILES, 3.3 INSTALLATIONS, e. Obstructions – We understand that our pricing shall include probing at pile locations to determine presence of obstruction. After probing, it says that “Contracting Officer will determine whether the following options is required: (a) Remove the obstruction and install the pile; (b) Leave the obstruction and relocate the pile; or (c) Leave the obstruction and install the pile as the obstruction can be penetrated by the steel pipe piles.” In order for the Contractors to have a uniform bid, please state which option will be assumed. If option (a) is chosen, please provide sufficient detail of obstruction to be removed.

A43: There are no known obstructions other than as described in these responses (e.g. spider piles). It should not be assumed that there are any obstructions. Any obstruction encountered shall be reported to the Contracting Officer via the RFI process in accordance with section 01 31 00 Project Management and Coordination. The Contracting Officer will respond on a case-by-case basis.

Q44: Reference Drawing S2.8. This is to clarify the types of grout to be used for pile repairs.

Detail 2 shows that the bottom seal (approx. 6” high) is Marine Epoxy Grout, the top seal in detail 3 (approx. 4” high) is not called out but we believe it is Marine Epoxy Grout as well, and the remainder of the annulus is called out as Cementitious Underwater Grout. Please confirm that it is the combination method of grout to be used. Please also confirm that this combination method applies to both Type 1 and Type 2 repairs.

A44: -Marine Epoxy Grout is required at the bottom seal only. The remainder of the annulus shall be filled with Cementitious Underwater Grout. This applies for both Type 1 and Type 2 repairs.

-Detail 1/S2.8 will be revised to call out the Marine Epoxy Grout at the bottom seal.

-Section B/S2.8, will be revised to call out Cementitious Underwater Grout rather than Marine Epoxy Grout.

Q45: I see in Drawing S0.1 the pile jacket shall be FX-70 or approved equal but I do not see a specification section for complete pile repair system. Will a specification section be issued?

A45: Ancillary damage to pile concrete cover is considered acceptable given that the pile will then be jacketed and encapsulated in grout.

Q46: I see in Drawing S0.1 the pile jacket shall be FX-70 or approved equal but I do not see a specification section for complete pile repair system. Will a specification section be issued?

A46: Pile jackets shall be installed per manufacturers recommendations with modifications described within drawings and specifications.

Q47: Will NPS accept pre-existing CPARS, PPQ’s or other questionnaire/reference forms that are commonly used in DoD and Federal projects in place of or in addition to the PEQ and PPQ forms provided with this RFP?

A47: No, please submit your proposal in accordance with section L of the solicitation.

Q48: Please provide the required Steel Pipe Pile lengths and the required embedment for the (1 EA) Steel Fender Pile and the (4EA) Hybrid Pile on Grid Line 5. Please also indicate if the lengths provided include or exclude the additional 2 FT of sacrificial pile to be cutoff after their installation.

A48: Pile lengths shall be determined according to detail 2/S4.0.

Q49: Please clarify why marine equipment is required for rock socket installation instead of a tracked drilling machine working from the existing wharf deck. Per 31 62 16 3.1.A, "All work shall be done using marine equipment including a floating crane, pile installation equipment, pile drilling equipment and other associated barges and facilities".

A49: Specification section 31 62 16 3.1.A shall be modified to read as follows:

“All work shall be done using marine equipment including a floating crane, pile installation equipment, pile drilling equipment and other associated barges and facilities. Drilling of rock sockets may be performed by way of a tracked drilling machine working from the deck. Piles are to be installed using a vibratory hammer and internal drilling where shown on the Drawings and as described herein.”

Specification section 31 62 16 1.4.A.1 shall be modified to read as follows:

“Pile Installation Plan (describe the sequence of installation and other restrictions as shown on the drawings and following permit requirements. Pile installation plan shall also include a detailed plan for getting any pile drilling equipment on and off the Wharf and demonstrate that the movement and use of this equipment will not exceed the live load capacity of the deck) Submit at least 30 days prior to start of pile installation for review and approval of Contracting Officer.

Q50: Please confirm Contractor is solely responsible for damage to known utilities and will not be responsible for damage to utilities not shown on the plans and specifications.

A50: There are no known utilities in the construction area that are not shown on the drawings and contract documents. Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in accordance with section 01 31 00 Project Management and Coordination. Damage caused by the Contractor to known utilities shall be repaired to the satisfaction of the Contracting Officer at the Contractor’s Expense in accordance with Drawing Sheet G1.2 General Notes.

See also FAR Clause 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements.

Q51: The Contract Documents state the Government may perform other work at or adjacent to the Site during this work and that Contractor is required to coordinate with the Government and other contractors that may be performing such other work. Please confirm whether any such work is scheduled or anticipated during the construction of this project.

A51: Construction contract awards are anticipated in FY23 for work taking place at the Cell House/Prison Hospital and in FY24 for work taking place at the Barracks building.

Q52: Paragraph 3.2 of § 01 32 16 provides that Contractor may be entitled to additional time in the event of an experienced delay. Please confirm that in the event of a government delay that Contractor is entitled to an equitable adjustment in cost and contract time.

A52: Requests for extensions of contract time and associated costs shall be in accordance with section 01 26 01 Contract Modification Procedures and FAR Clause 52.211-13.

Q53: Rebar stirrup clarification for type 2 beam repairs. Per drawing S2.5 detail D for general damage shows rebar stirrups being replaced in-kind, and mechanically spliced to the existing stirrup. Per drawing S2.0 existing 3/8” stirrup spacing is between 6 inches and 9 inches and only 3’-4.5” from pile centerlines, no existing stirrups in between. Drawings S2.6 and S2.7 for full length beam repair show larger #6 rebar stirrups at a minimum 12” spacing, the tails of which are embedded into the concrete with epoxy (doweling). Is this in addition to the in-kind replacement of 3/8” stirrups? Are the new #6 stirrups at 12” spacing required for the full length of the beam or just near pile as shown in the details on S2.6?

A53: -The #6 stirrups are used when a full length beam repair is required. The in-kind replacement of the 3/8” stirrups is required where there is a partial length repair. It is not required to replace 3/8” stirrups when #6 stirrups are being installed for the full length repair.

-The new #6 stirrups shall match the spacing of the existing stirrups where there are existing stirrups then the stirrups shall be spaced at 12” minimum on center for the full length of the beam repair.
