Question and answer
Q4: Contractor staging clarification. Per drawing G1.6 and G1.7 an orange hatch delineates "active laydown areas" during different phases of the work. However, G1.2 general note 7 states, "STAGING AREA TO BE COORDINATED WITH THE CONTRACTING OFFICER". Please confirm the contractor has exclusive use and access of the active laydown areas for the duration of each phase of work. Can both staging areas be used simultaneously?
A: The contractor has exclusive use of the staging area for the duration of each phase of work.
Staging areas from different phases should not be assumed to be used simultaneously. However, it is possible that a staging arrangement in addition to or different from what is provided in the drawings may be allowable if coordinated with, and acceptable to, the Contracting Officer, but should not be assumed to be allowable.
Q5: Haul routes and mooring access clarification. Per drawing G1.6 and G1.7 the location of a 20' long removable railing is shown. G1.6 note 3 states, "coordinate with contracting officer as to time when haul route may be used…". What criteria does the contracting officer use to determine when it is acceptable to use haul route?
A: Plan for removal of the railing outside of visitor hours to the maximum extent practicable and/or other measures are made to ensure minimal impact to visitor experience and/or Park operations. The Contracting Officer may allow usage of this haul route during visitor hours depending on what the contractor is proposing and whether there are any other NPS operations happening on a case by case basis.
Q6: USACE permit validity. Per the USACE 404 certification letter dated 1.18.2022, "This verification will remain valid until March 18, 2022, unless the NWP authorization is modified…". Please confirm the USACE verification is still valid.
A: This is a provisional permit that requires a Consistency Determination from the BCDC; see also response to Question 10. The permit is anticipated to be available prior to the Notice To Proceed (NTP) and is not anticipated to include any new nor different requirements than what is included in the provisional permit.
Q7: Salvage of historic material details. Per Drawing G1.2 general note 20, "INSTALLATION
OF NEW DOLPHINS OR PILE REPLACEMENTS MAY REQUIRE RELOCATION
OFHISTORIC "SPIDER PILES" THAT ARE IN THE WAY OF NEW CONSTRUCTION".
And per 01 35 91 1.5.A, "Transport items to storage area designated by Contracting Officer".
Please provide additional details: Weight, dimensions, material type, and connection/embedment for pricing relocation of historic spider piles. Are there any other known obstructions? In addition, please specify the designated storage area.
A: No design or as built drawings exist for these Spider piles. As such, embedment depth for spider piles that remain vertical is unknown but is assumed to be on the order of 1-5ft. Spider piles are 8” diameter wrought iron pipes filled with concrete. The piles are topped with a
1’x1’x4” thick cast iron cap. Length and weight of the spider piles varies. Length of spider piles is assumed to be between 8 and 30 ft. Total weight of each unit is assumed to be between 800 lbs and 2,700lbs.
Relocation of spider piles that are laying on the bay floor is only required to an extent that allows construction operations to continue. Relocation of spider piles shall be as close as practicable to the existing location to not interfere with construction operations.
Vertical spider piles in the way of new construction shall be demolished. Spider piles will not be salvaged nor stored by the Government.
Prior to moving and/or demolishing, the Contractor shall notify the CMR of the quantity and location of spider piles that need to be moved and/or demolished for monitoring and documentation purposes.
There are no other known obstructions.
The transportation to storage area designated by the Contracting Officer referenced in specification 01 35 91 1.5.A is in reference to inadvertent discoveries. The spider piles are not considered inadvertent discoveries.
Q8: Archeological discovery risk. Per 01 35 13.22 3.3.A, "The Contractor shall plan, schedule, and execute the work to prevent stoppages at one area from stopping all work at the construction site". The risk of mitigating an Archeological discovery is put on the contractor. The contractor does not have enough information to evaluate this risk. To avoid unnecessary contingencies please remove or modify this language.
A: Stoppages are not anticipated based on the proposed scope of work. If an archeological discovery results in a work stoppage the Contracting Officer will evaluate the situation determine whether a differing site condition exists.
Q9: BCDC Permit not included in contract documents. Per 01 31 00 1.9.B, "Government furnished permits: USACE NWP No. 3, RWQCB 401, BCDC". However, the BCDC permit is not provided in attachment 10. Please provide the BCDC permit.
A: There is no BCDC permit that will be provided nor is one required for this project. This is a Federal project on Federal land, so while a BCDC permit is not required, there is a Consistency Determination required by the Coastal Zone Management Act. This Consistency Determination is anticipated by May 15, 2022 and is the last remaining item required for the USACE NWP 3 Permit package as described in the provisional permit.
Q10: Per Drawing G1.2 general note 18, "TEMPORARY RELOCATION OF UTILITIES TO
ALLOW CONSTRUCTION SHALL BE COORDINATED WITH THE CONTRACTING
OFFICER IN ADVANCE TO AVOID ANY DISRUPTIONS TO SERVICE. AFTER THE
WORK IS COMPLETE, THE UNDER DECK UTILITIES SHALL BE REPLACED AND
SHALL RESTORE ALL FUNCTION TOTHE PLUMBING AND ELECTRICAL SYSTEMS.
However per 01 27 00 3.8.A, "The work includes but is not limited to installation of safety barriers, inspection of work, demolition and removal of existing utility lines, installation of new utility lines, installation of utility hangers and anchors, repair of any defects, and clean-up. Does the government intend temporary utility work to be priced with the general conditions per 01 27 00 1.3.D?
A: The description of CLIN 8 UTILITY REPLACEMENT is correctly provided as a separate CLIN on this project for replacement of the under-deck utilities. Any other temporary utility work would be appropriate to price into general conditions of the appropriate CLIN.
Q11: Please provide the locations of abandoned structure and historic debris. Per Pile repair plan drawing S1.3 note 2, "OBSTRUCTIONS ON SEA FLOOR INCLUDING ABANDONED STRUCTURE AND HISTORIC DEBRIS NOT SHOWN." Please show where these items are located.
A: Abandoned structure and historic debris beneath the Wharf vary in nature. Most of the debris is composed of spider piles leftover from the 1907 Wharf. These piles are either vertical or laying on the sea floor. The location of the remaining vertical spider piles can be seen at a low tide and are illustrated in Photo No. 6 on G1.4 of the drawings. Spider piles that are laying on the bay floor are distributed throughout, no more detailed information is known.
See related question #8 which describes the Spider piles in more detail.
Q12: Request approval for welded rebar splice. Per drawing S0.1 Reinforcing Steel Note 4 provides for lap splices, and note 7 for mechanical rebar couplers, and note 2 requires contractor approval before welding rebar. Given there may not be enough existing bar to lap splice, and mechanical couplers require chipping additional sound concrete to make room, please consider providing details for welded rebar splices.
A: Blanket approval for rebar welding will not be granted. As stated in the drawings, any rebar welding would need to be approved on a case-by-case basis.
At minimum any approved rebar welding would be required to comply with AWS D1.4. Given that the existing rebar material is unknown, its chemical composition and carbon equivalent would need to be determined through testing. If found to be weldable, the WPS would then need to be qualified.
Q13: Per Drawing G1.8 notes 1 and 2, existing exclusion bird netting shall be maintained during the project and removed at the end. However, not enough detail is provided to quantify this work. Please provide netting type and connection details, as well as quantity and size of wall cavities.
A: Please see photos, finger pier detail, and netting locations below. Additionally, there are limited areas (5 areas measuring 2’x2’ each) on the vertical seawall with voids/cavities that require exclusion installation. The placement of netting either directly on the seawall to cover nesting cavities or suspended from the underside of the fixed wharf and into the bay water (“drop net”) is the preferred method of restricting nesting access in this area. Waterbirds are prevented from passing underneath the netting by means of a weighted chain, or similar, attached to the bottom of the net which will fully conform to the topography of the bay floor. Total linear footage of the drop netting is approximately 280LF and the height varies from 8’ to 12’. The netting is heavy duty 20mm x 2.3mm polypropylene with 1/8” stainless steel stranded cable with turnbuckles and non-corrosive fasteners.
Please see Finger Pier Section Detail below for the location of bird spikes at the finger pier. The finger pier is constructed of ten 12’ x 1’x 1’ timber pile caps upon which eight 4” x 12” deck stringers rest. There are 4” stainless steel bird spikes with stainless steel fasteners connected to the pile caps between the joists.

Q14: Per drawing M1.0 note 2, "EXISTING CONDUCTORS IN CONDUIT SHALL BE
REPLACED WITH CONDUCTORS OF THE SAME SIZE & KIND ON ALL LIVE
CIRCUITS". Please provide details of the existing conductors.
A: Size and type of conductors in conduits which compose live circuits are not known. For Bid purposes contractor to assume 3-#6 and 1-#8 conductors for the full length of all electrical conduits. Actual conductors required to maintain live circuits shall be determined upon conduit demolition. Conductors shall be replaced in kind or with conductors sized to comply with all applicable codes whichever is greater.
Q15: Vibration monitoring requirements for steel pile installation. Per 31 62 16 paragraph 1.4.A.3, "Vibration Monitoring Program: Submit a detailed program for vibration monitoring of surrounding structures throughout the pile installation". There do not appear to be any requirements and criteria for vibration monitoring. Please provide requirements or delete this language.
A: Specification section 31 62 16 paragraph 1.4.A.3 will be deleted.
The following paragraph will be added to Specification section 31 62 16 paragraph 3.1.A:
Provide an Informational Submittal detailing the vibration monitoring for Government record.
During pile installation perform continuous visual inspection and monitor for damage or settlement to buildings, structures, sidewalks, and utilities within 100 feet of pile installation location. Upon detection of damage to the structure, immediately stop the source of vibrations, notify the Contracting Officer, and provide a corrective action plan for acceptance by the Contracting Officer.
Q16: Shotcrete compressive strength requirement not clear. Per 03 03 71 2.1.A.1 shotcrete is to be 8 KSI @ 28 days. However, per drawing S0.1 repair note 2 it is to be 5 KSI at 28 day. Please clarify.
A: Minimum shotcrete compressive strength shall be 5,000psi at 28 days.
Q17: Depth of saw cut for concrete removal unclear. Per specification section 02 41 00 3.1.C, "Where concrete is to be removed, saw concrete along straight lines along limits of work to be removed to a depth of not less than 2 inches, or to a depth that will not damage features required to remain". However drawing S0.2 Concrete repair note 5 states, "EDGES OF THE CHIPPED
OUT AREA SHALL BE SAW CUT PERPENDICULAR TO THE CONCRETE SURFACE TO
A MINIMUM DEPTH OF 1 INCH". Please clarify whether the depth of saw cut is 1 or 2 inches.
A: Minimum sawcut depth shall be 2 inches or to a depth that will not damage features required to remain, this includes any reinforcing.
Q18: Clarify responsibility for Historic Preservation Specialist. Per 01 35 91 1.4.A, "Historic Preservation Treatment Specialist Qualifications: An experienced firm with the required certifications and training that can demonstrate through past performance that they are qualified to perform this work. Qualifications must include a minimum of 5 years’ experience in similar projects with architectural concrete." Confirm the Government has responsibility for this specialist.
A: HPTS role is to ensure new work concrete in areas sensitive to change will meet the Secretary of the Interior's Standards for the Treatment of Historic Properties. Concrete shall match existing adjacent concrete color, texture and composition to the greatest extent practicable.
Q19: Addressing the HUBZone issue:
On Page 21, the Solicitation includes: 52.219-4 NOTICE OF PRICE EVALUATION
PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS (SEP 2021)
(a) Evaluation preference.
(1) Offers will be evaluated by adding a factor of 10 percent to the price of all offers, except-
(i) Offers from HUBZone small business concerns that have not waived the evaluation preference; and
(ii) Otherwise successful offers from small business concerns.
Two Questions:
What are the government’s criteria for determining “otherwise successful offers”?
Specifically, under what conditions would a non-HUBZone small business have the 10% factor added to its pricing?
A: Otherwise successful offers are those offers who are responsive and responsible. The conditions where the contracting officer would apply the HUBZone evaluation preference would be in a full and open competition when evaluating pricing. The evaluation preference is applied to large businesses that are lower priced than the HUBZone small business
Small businesses are not given a price evaluation preference, nor is the 10% evaluation preference for HUBZones added to offers submitted by small businesses.
Q20: Addressing Project Examples where Offeror performed as the Subcontractor On Page 49 of the Solicitation, Factor 2 Project Experience states that submitted projects must be: “Examples that the Prime Contractor Self Performed” and “For work to be considered “Self-Performed”, the Contractor must have been the Prime and performed at least 15% of the cost of the contract.”
Marine restoration or refurbishment projects similar to Alcatraz Wharf are often performed by specialized marine contractors performing work on a larger, comprehensive development contract. Although not technically listed as the “prime” contractor in such instances, the marine contractor would generally self-perform the entire marine scope (100%) of the project, (or the work relevant to the Alcatraz Wharf,) on these subcontracts.
For the sake of this solicitation, would the government open the project criteria to include marine subcontracts of similar size and scope to Alcatraz Wharf?
A: Offerors should provide experience that meets the criteria stated in Section L of the solicitation. This information will be evaluated consistent with Section M of the solicitation.
