Media budgeting is not included in the contract, and specific milestones and deliverables will be mutually established with each work request. Proposals are due by 4/4/25 at 10:00 am CST via the BidBuy platform, and all questions must be submitted in writing to Elizabeth.Fuiten@illinois.gov by 3/26/25 at 5:00 pm CST. Vendors must comply with Business Enterprise Program (BEP) certification requirements and complete a Commitment to Diversity form, with only the Prime/Contracting Vendor required to submit this documentation.

Questions Asked During the Pre-Bid Conference:

1. If there is a “joint venture” to reply to the RFP do all parties have to fill out the Commitment to Diversity?

2. Is there an incumbent for this contract?

A: DCEO’s current contract for Public Relation Services is with TimeZoneOne and that contract expires on 06/30/25.

3. Can you share the annual media budget and any key performance benchmarks?

A: Media is not covered under this contract. Milestones and Deliverables for the contract can be found in Section F.1. of the RFP. Any specific additional Benchmarks will be established with each request for work from the Department and a schedule will be mutually agreed upon by the Vendor and the awarded Contractor.

4. Is there room for consideration if a candidate does not meet the requirements for a local office under F.3.1 or is that is something that is considered automatically disqualifying?

F.3.1 of the RFP “Vendor must have an established, full-service public relations office or must have the ability to create a full-service office, within a 30 mile radius office of Chicago or Springfield, Illinois within 30 days of the execution of a subsequent contract” is a mandatory requirement if a Vendor cannot meet this requirement, they will be deemed non-responsive.
