About this file
The document is an Administrative Q&A document for a Request for Proposal (RFP) issued by the Illinois Department of Commerce and Economic Opportunity (DCEO). The RFP is soliciting proposals for a Tourism Public Relations Firm, with the bid number B-46748 published on BidBuy, the state's procurement platform. Proposals are due on 4/21/2025 at 11:00 am CST, with vendor assistance available through the BidBuy Vendor Help Desk.
The RFP seeks a tourism public relations firm to handle domestic and international work, with specific requirements around organizational documentation and subcontractor disclosures. Vendors are required to submit an organization chart, key staff resumes, and potential subcontractor information. The solicitation emphasizes complete vendor disclosures, with a note that failure to submit required documentation could render a proposal non-responsive. While specific budget details are not provided, the document indicates that subcontractors performing services over $100,000 must be listed and include financial disclosures, which can be submitted prior to contract award.

Administrative Questions
1. F.2.5 states: "Vendor must provide an organization chart for the firm and provide resumes for key staff that would be directly involved in the DCEO IOT account." Does the format and level of information attached satisfy this requirement? I would hate to be deemed non-responsive if this is not an adequate level of detail.
A: DCEO is unable to review specific Vendor documents until the evaluation period in which all replies will be evaluated. Please review the RFP and Section F.2.5. which lists the Mandatory elements of the response for evaluators. As long as the elements listed are provided, a Vendor will not be deemed Non-Responsive.
2. We have a question related to the "Subcontractors" tab in BidBuy. Is this tab required to fill out? BidBuy requires us to input an estimated dollar amount for our subcontractor to save the information and again, since we do not yet know the percentage of the total budget split between domestic and international work, we do not feel we can accurately estimate the amount to budget for the subcontractor's work.
A: It is not necessary to complete the Sub-Contractor tab in BidBuy. However, Vendors should complete the subcontractor information in the Vendor “Offer to the State of Illinois”. It is recommended that you list any sub-contractor (including BEP Vendors) who MAY perform services over $100,000 in Section B of the “Offer to the State of Illinois” and provide financial disclosures for those subs. Financial disclosures for sub-contractors only may be cured prior to contract award. Please note that per Section C.1 of the RFP failure to submit Vendor Disclosures or IPG Active Registered Vendor Disclosures for the Prime Vendor shall render the Offer non-responsive.
