About this file

The document is an Administrative Q&A addendum for a Request for Proposal (RFP) issued by the Illinois Department of Commerce and Economic Opportunity, with the bid number B-46748. The RFP is seeking a Tourism Public Relations Firm to provide services in domestic and international markets. The document provides clarifying guidance for potential vendors responding to specific administrative questions about the proposal submission requirements.

The RFP involves tourism-related public relations services spanning both U.S. and international markets, with a Business Enterprise Program (BEP) requirement of 22%. Vendors are advised to list potential subcontractors that may exceed $100,000 in annual services, including BEP vendors. The proposal is due on 4/21/2025 at 11:00 am CST, with vendors permitted to indicate service locations as "US and International Markets" with a 100% performance percentage. The document emphasizes that certain administrative sections can be cured prior to contract award, though some vendor disclosures are critical for proposal responsiveness.

Administrative Questions

1. In Section B. Subcontracting Disclosures, it asks us to identify subcontractors with a total contractual agreement value of more than $100,000 or more. Since we don't yet know the dollar value of the domestic portion of the contract (the domestic vs. the international split hasn't yet been provided to us) we are uncertain if the 22% BEP requirement will be more than $100,000 annually. Should we list a BEP vendor as a subcontractor if we think we may use their services for more than $100,000 annually in the U.S?

A: It is recommended that you list any sub-contractor (including BEP Vendors) who MAY perform services over $100,000 in Section B of the “Offer to the State of Illinois” and provide financial disclosures for those subs. Financial disclosures for sub-contractors only may be cured prior to contract award. Please note that per Section C.1 of the RFP failure to submit Vendor Disclosures or IPG Active Registered Vendor Disclosures for the Prime Vendor shall render the Offer non-responsive.

2. Is In Section C, we are asked where services will be performed and the percentage of contract services performed at this location. Since the contract will require services in the US and international markets, as listed in the scope of work, and we haven't been told the split of the domestic versus the international work, we are unsure of the percentage of contract services to be performed in the U.S. vs. international markets and which international markets specifically that Illinois will choose for services. We do not see how other bidders would be able to determine this either. Will leaving this blank be grounds for disqualification? If we were to put a location, is a street address required?

A: It is acceptable for Vendors to indicate in Section C of the Offer Location where services will be performed - “US and International Markets” and Percentage of contact services performed at this location “100%”. This is based on scope of services defined in Section F.1 the RFP. Responses to this Section would not be grounds for a Vendor being deemed “non-responsive” and could be cured prior to Contract award.
