About this file

This document is the Phase Summary Checklists (Version 9.0) for the Delivery of Automated Systems for Healthcare (DASH) Program administered by the South Carolina Department of Health and Human Services (SCDHHS). The DASH Program establishes standardized project management frameworks and phase gates for the planning and implementation of modular Medicaid components comprising the enterprise Medicaid Management Information System (MMIS). The document details twelve distinct phase gates that define entrance and exit criteria, required deliverables, roles and responsibilities, and tools for managing the Software Development Life Cycle (SDLC). These phases include Initiate-Planning, Requirements, Design, Development, User Acceptance Test, Deployment, Close, Operations, Training, Conversion, Federal Certification Operational Readiness Review, and Federal Certification Review. Each phase gate specifies minimum resources, actions, and deliverables necessary for project advancement and establishes decision points aligned with both state and federal requirements, including Center for Medicare and Medicaid Services (CMS) compliance standards.

The document establishes a comprehensive governance structure defining SCDHHS and vendor roles throughout the implementation lifecycle. Key responsibilities include SCDHHS oversight of program and project management, organizational change management, stakeholder engagement, and federal certification activities, while vendors manage planning, design development, software delivery, testing support, training execution, and operations and maintenance post-deployment. Critical contract deliverables span configuration management plans, quality assurance documentation, functional and technical specifications, requirements traceability matrices, deployment plans, training materials, data conversion documentation, and operations and maintenance plans. The framework emphasizes bi-directional traceability between requirements and downstream SDLC artifacts, coordinated defect management with defined severity levels, mock conversion validation, and six months of post-deployment operational performance data collection prior to federal certification review. All project activities utilize SCDHHS Project SharePoint sites, DevOps repositories, and standard Microsoft Office tools for documentation and management.

1. Introduction The South Carolina Department of Health and Human Services (SCDHHS) defines a Phase Gate as a methodology of entrance and exit criteria for each project’s milestones. The following summaries are included as part of the Phase Summary Checklists and the deliverables are included as part of the Consolidated Deliverables Management List (CDML); both are applicable to SCDHHS Vendors for system implementation projects. The entrance and exit criteria listed herein are the expected minimum list for SCDHHS Vendor contracts.

The Delivery of Automated Systems for Healthcare (DASH) program is responsible for the successful planning and implementation of the various modular Medicaid components that together comprise the enterprise Medicaid Management Information System (MMIS). DASH has established project management standards, plans, and controls to be used as a framework for management of these projects.

The DASH Program has defined standard phase gates to manage key SDLC decision points for each project. Each phase gate includes entrance and exit criteria that specify the resources, actions, and deliverables necessary to complete the SDLC phase. The project schedule must address the major milestones for each phase gate. The DASH Program works with each Vendor to complete, manage, and administer the entrance and exit criteria throughout the SDLC.
