About this file
This is a Facility Protection Officer Request Form used by the State of Tennessee Department of General Services and the Department of Safety and Homeland Security to request armed Facility Protection Officers for state-owned or state-leased facilities. The form serves as the foundational documentation for the RFP 32110-22726 solicitation for comprehensive facility protection services across multiple regions including Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville. The request form requires the requesting agency to specify whether the facility is state-owned or leased, identify whether the request stems from a security incident, explain the operational need for FPO services, and indicate the number of officers required. Key milestone dates for the associated RFP include a pre-response conference on February 26, 2026, written questions due by March 4, 2026, official state responses issued March 25, 2026, proposal submission deadline of April 1, 2026 at 2:00 p.m. CST, technical evaluations completed by April 23, 2026, cost proposal opening on April 24, 2026, optional negotiations May 1-8, 2026, and Notice of Intent to Award on May 11, 2026. The contract has an effective date of January 1, 2027, with an initial three-year term renewable for up to two additional twelve-month periods, not to exceed sixty months total.
The estimated state liability is fifty million dollars ($50,000,000) with no guaranteed minimum purchase. The incumbent contractor currently provides services under Contract #73187 through December 31, 2025, and is eligible to compete; historical data shows annual FPO hours ranging from 124,122 in 2022 to 301,314 in 2025. The contractor must maintain a valid Tennessee Contract Security Company License, establish physical office locations in each of Tennessee's three Grand Divisions, provide proof of Tennessee Department of Revenue sales tax registration, and bear all costs for licenses, permits, background checks, training, equipment, uniforms, vehicles, firearms, insurance, and quarterly random drug screening of ten percent of the workforce. Required personnel qualifications include 24 hours of firearms instruction with 75% proficiency, 8 hours of intermediate weapons training, 4 hours of emergency medical training, 18 hours of patrol procedures, and 40 hours of annual in-service training. Comprehensive insurance requirements include cyber liability of three million dollars per occurrence and five million dollars annually, plus commercial general liability, workers' compensation, automobile liability, professional liability, and crime insurance. The solicitation contains no designated set-asides for disadvantaged enterprises, and all respondents must certify compliance with Iran Divestment Act requirements and attest to non-utilization of illegal immigrants.
