About this file

This is a Post Orders Post Assignment Record template document prepared for the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security, to establish operational procedures for Facility Protection Officers (FPOs) across state-owned and state-leased facilities. The template provides comprehensive guidance for FPOs stationed at facilities in Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville, detailing facility information requirements, general duties and responsibilities, emergency procedures, and post-specific operational protocols. Key sections address post assignment records, facility characteristics, FPO recording of arrival and departure, opening and closing procedures, communications protocols with law enforcement and facility management, and specific response procedures for emergency situations including active shooters, explosions or fires, hazmat incidents, medical emergencies, bomb threats, workplace violence, civil disturbances, natural hazards, and evacuations. The RFP for facility protection services establishes a contract effective January 1, 2027, with an initial term of thirty-six months renewable for up to two additional twelve-month periods, with potential extension up to 180 days, not to exceed sixty months total. The pre-response conference is scheduled for February 26, 2026, at 10:00 a.m. CST; written questions are due March 4, 2026, with state responses issued March 25, 2026; proposals are due April 1, 2026, at 2:00 p.m. CST; technical evaluations conclude by April 23, 2026; cost proposals open April 24, 2026; optional negotiations occur May 1-8, 2026; and a Notice of Intent to Award is expected May 11, 2026.

The estimated state liability during the contract term is fifty million dollars, with no minimum purchase guaranteed; the contractor bears all costs for licenses, permits, background checks, training, equipment, uniforms, vehicles, firearms, insurance, and quarterly random drug screening of ten percent of the workforce. The incumbent contractor, which has provided services under Contract #73187 since January 1, 2022, through December 31, 2025, is eligible to compete; historical data shows annual FPO hours ranged from 124,122 in 2022 to 301,314 in 2025, demonstrating service scale. No set-asides are designated for disadvantaged enterprises, but all respondents must certify Iran Divestment Act compliance and attest they will not knowingly utilize illegal immigrants. The evaluation criteria allocate maximum 15 points for general qualifications and experience, 55 points for technical qualifications and approach, and 30 points for cost proposal, with contract award to the responsive and responsible respondent offering the best overall value. The contractor must maintain comprehensive insurance coverage including three million dollars per-occurrence cyber liability insurance and five million dollars annual cyber liability coverage, along with commercial general liability, workers' compensation, automobile liability, professional liability, and crime insurance as specified.
