Technical Proposal Instructions and Evaluation Criteria for Florida Department of Management Services Contact Center Services RFP

This document provides technical proposal instructions and evaluation criteria for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The solicitation seeks vendors to establish a statewide term contract providing comprehensive contact center solutions, including automatic call distribution (ACD), interactive voice response (IVR), reporting and analytics, call recording, workforce management, and related services for state agencies. The RFP permits both single-tenant and multi-tenant contact center solution offerings. Proposals must be submitted electronically through MyFloridaMarketPlace Sourcing Event via the SAP Business Network by 10:00 AM Eastern Time on March 17, 2026, with public proposal opening scheduled for 11:00 AM the same day. Questions from potential respondents must be submitted by 5:00 PM Eastern Time on January 26, 2026. The Department anticipates an evaluation period from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will include an initial three-year term with potential renewal options. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.

The technical proposal evaluation is based on 660 points out of a total 1,160 points, with the remaining 500 points allocated to cost proposals. Pricing must be submitted as ceiling rates that can be negotiated lower in individual Customer Scope of Work agreements. No specific budget range is stated, though the comprehensive nature and statewide scope suggest significant contract value. Mandatory responsiveness requirements restrict potential respondents, including compliance with vendor list restrictions (Suspended, Convicted, Discriminatory, Antitrust Violator, and Forced Labor Vendor Lists), certification of no offshoring, E-Verify requirements, Drug Free Workplace Certification, and Foreign Country of Concern Attestation. Respondents must provide detailed information about proposed subcontractors and their certification status. No specific set-aside designations are mentioned in the evaluation criteria.
