About this file
This document outlines general requirements and logistics for contractors performing work on Alcatraz Island under solicitation number 140P8623Q0106 issued by the Department of the Interior National Park Service Pacific West Region for preventative maintenance services. Contractors must arrange crew and equipment transport to the island through Alcatraz Cruises and follow all delivery procedures, including palletizing cargo for the utility boat Solitary with its 2000 pound crane capacity. Transportation options include the morning staff ferry, public ferries, and the monthly Parks Conservancy barge, with all cargo subject to size and material restrictions. The document provides pricing details for vessel charters, crane operations, fuel, portable restrooms and other materials transportation and on-island services through Alcatraz Cruises and Westar Marine Services. All deliveries must be scheduled in advance and fit through the island's sally port, with contractors responsible for on-island transport and taking all unused materials and supplies off the island once work is complete.

ON ALCATRAZ ISLAND, NATIONAL HISTORIC LANDMARK
PARKING
• Contractor parking at Pier 33 is not permitted. Parking areas near the Pier can be found on the
Alcatraz Cruises website.
• Contractors should arrive early at Pier 33, drive in and unload supplies and equipment, move the vehicle to a nearby parking lot, and walk back to the Pier to load the boat.
CREW TRANSPORT
• Contractors must provide a list of crew members’ names to the Project Manager at least two days before the first day of work.
• Crew members must check in at the Ticket Booth.
• Photo identification is required for passage on any ferry/barge/water taxi.
EQUIPMENT/SUPPLY TRANSPORT VIA THE LCM-8 UTILITY BOAT SOLITARY
• All cargo loads must be arranged directly with Alcatraz Island Cruises by emailing Aaron Warren
(awarren@alcatrazcruises.com) at least 48 hours in advance. No exceptions.
• Solitary leaves Pier 33 at 7AM daily. There may be a second run to Alcatraz in the afternoon at the discretion of the port captain and Project Manager.
• There is no contractor passenger service on the utility boat.
• The crane has a 2000 lb load capacity. All equipment/supplies must be palletized or self-supporting loads, e.g., tanks, only.
• Flammables and hazardous materials are only allowed with the port captain’s express permission and must be accompanied at all times.
• There are no dockside storage facilities at Pier 33 or on Alcatraz. All loads must be delivered to
Pier 33 on the same day as transport to Alcatraz. Loads must be picked up immediately at Pier 33 after delivery from Alcatraz.
EQUIPMENT/SUPPLY TRANSPORT BY STAFF AND PUBLIC FERRIES

• The staff ferry leaves Pier 33 daily at 8:20AM. Arrive at 8AM to load. Only wheelbarrow-sized loads are allowed on the staff ferry.
• All cargo will be placed on a designated tarp, non-carpeted area, or in improved bins/containers designated as appropriate for loose materials. Contractors will take care to prevent spilling or marking floor coverings.

• The barge can transport small loads (10 crane picks or less) of supplies and equipment to the island.
• Contractors will provide a schedule of delivery, installations dates, and manifest of delivery items to the Project Manager and Patrick McAllister at least one week in advance of barge departure date.
• Crew may not travel to Alcatraz by barge.
• Barge space is limited. The barge departure schedule is firm and cannot be changed.

Island Cruises by emailing Aaron Warren (awarren@alcatrazcruises.com) at least one week in advance. No exceptions.
• Westar Marine is authorized to provide dock and crane service for Alcatraz. Water taxi and barge delivery services are available. Other marine services vendors may also be used.
• Contact Patrick McAllister (pmacallister@parksconservancy.org) to confirm water taxi vendor qualifications and all delivery schedules, regardless of vendor. Unscheduled boats may be turned away.
• All water taxi use must be coordinated with your Project Manager and the island’s NPS
Maintenance Contracting Officer Representative (COR).
GENERAL INFORMATION
• Refer to addendum Materials Transportation Agreement for pricing of materials and logistics services, including water, gasoline, diesel fuel, crane operations, forklift operations, off-hour ferry service, on-island transportation, and portable restrooms.

• The use of Alcatraz roadways is regulated. Contractors should plan to use their own forklift or vehicles for transportation.
• Fueling for vehicles brought to Alcatraz is regulated. NPS has gasoline and propane suppliers that the Contractor may contact for project related supplies.
• All unused materials and supplies must be taken off the island. No exceptions.
• All deliveries to the island must be moved directly to the designated staging area. The Alcatraz dock does not have storage facilities.
• Any unauthorized deliveries to Alcatraz will be immediately removed. All resulting costs will be charged to the contractor.
