About this file
This is a Site Specific Requirements specification for Unexploded Ordnance (UXO) Detection, Preliminary Identification, and Removal Coordination at Aberdeen Proving Ground (APG), issued by U.S. Army Garrison - Aberdeen Proving Ground.
The contractor must perform UXO detection and identification services using pre-approved, certified Explosive Ordnance Disposal (EOD) personnel before any construction or earth-disturbance activities commence. Detection activities include visual surface inspection and subsurface sweeps using geophysical tools (seismic methods, metal detection, magnetometry, ground penetrating radar, resistivity, and geophysical diffraction tomography) capable of detecting ferrous and nonferrous metals as small as 20mm ordnance at two-foot depths. When potential UXO is detected, the contractor must cease work, mark the location with yellow survey marker flags, evacuate personnel to safe distances, maintain site access control, notify government Emergency Response Authorities and Installation Safety Division with GPS coordinates, and allow government EOD personnel to conduct field evaluation, render safe, recovery, and disposal. Specific reporting phone numbers are provided for both Aberdeen Area (410-278-7220) and Edgewood Area (410-676-0960) emergency response.
The contractor must employ an approved EOD organization with minimum five consecutive years of UXO fieldwork experience, at least one Master Badge holder or Senior UXO Supervisor, and minimum three UXO Technician II personnel with five years' experience. All personnel must hold U.S. Naval School Explosives Ordnance Disposal certificates and comply with 29 CFR 1910.120 OSHA hazardous waste operations requirements. For Edgewood Area work, additional requirements include Red Blood Cell Cholinesterase monitoring, CBRNE mask training, chemical-resistant gloves, and Gross Level Chemical Agent Detectors. EOD organizations must be disclosed within five days of Notice to Proceed from an approved list including Earth Resources Technology Inc., H & L Environmental Services, EA Engineering, Ordnance Holdings Inc., CBRNE Analytical Remediation Activity, and USA Environmental Inc. The contractor must submit site-specific safety plans within seven days, provide one week advance notice to Aberdeen Test Center Range Control, and deliver six copies of final UXO findings reports documenting all contacts identified with GPS coordinates and depths. Work cannot commence until the initial UXO search clears the area to the required safe depth.

Appendix 2.1.4 APG UXO Sustainment
SPECIFICATION FOR GENERAL CONTRACTS
SECTION 02010
PERFORM UNEXPLODED ORDNANCE DETECTION,
PRELIMINARY IDENTIFICATION AND REMOVAL COORDINATION.
UNEXPLODED ORDNANCE (UXO)
PART I – GENERAL
B.1. BACKGROUND. This project is sited in the Aberdeen Area (AA) or the Edgewood Area (EA) of Aberdeen Proving Ground (APG). The construction “Statement of Work” lists the location of this project. Exact past usage of the area regarding Unexploded Ordnance (UXO) (impact area, burial site, etc.) is unknown. Since the history of the site is incomplete, it cannot be assumed to be free of subsurface UXO. The surface of the work area will be inspected and investigated for UXO by personnel employed by the Contractor before the Contractor can start any work, including pre-construction site visits. Areas where drilling, excavation, digging, trenching or other earth disturbance are required will be swept with geophysical remote sensing tools/instruments by pre-approved and certified Explosive Ordnance Disposal (EOD) personnel employed by the contractor. The geophysical tools may include seismic methods, metal detection, magnetometry, ground penetrating radar, resistivity, and geophysical diffraction tomography. The tools used must be able to clear for both ferrous and nonferrous metals, must be suitable for the field conditions, and capable of locating material as small as 20mm ordnance at a depth of two feet.
During construction the Contractor will take appropriate action regarding the presence of UXO, as listed below.
B.2. UXO CONSIDERATIONS.
B.2.1. Removal and disposal of UXO is not a part of this specification. The intent is to assure that all possible efforts to detect and identify the presence of UXO are performed. The potential for UXO on this site is unknown, however due caution must be exercised to ensure that construction and excavation are accomplished with due regard for the potential presence of UXO.
B.2.2. When UXO is detected and identified as potentially loaded with explosives, chemicals, propellant, or pyrotechnics, or when the buried object is exposed and cannot be identified as non-UXO, the contractor will coordinate with the Government Emergency Response Authorities and the Installation Safety Division. The location of the object will be marked with a yellow survey marker flag, all activities on the site will cease, and all personnel will evacuate to a safe observation limit. The EOD contractor will maintain site access control and ensure personnel safety until the Government Emergency Response Authorities arrive and take control of the site. The contractor must supply the Global Positioning System (GPS) coordinates for each item to the Installation Safety Division upon arrival of the Emergency Response Team. The GPS positions must also be noted in the final report. The contractor will allow the Government EOD personnel sufficient time to complete field evaluation, render safe, recover, and dispose of UXO, per incident, when UXO is detected and identified.
B.2.3. UXO reporting procedures: The EOD contractor will notify the government Emergency Response Authority and the Installation Safety Division by dialing:
B.2.3.1. In the Aberdeen Area (AA):
Emergency Response: Government phone dial 911 Cell or non-government phone 410-278-7220

B.3. DISCLOSURE. Five days after Notice to Proceed, the name, address and telephone number of the EOD organization to be utilized will be disclosed in writing by the contractor to the Contracting Officer or the Contracting Officer’s Representative (COR). The disclosure of an EOD organization other than those listed in Paragraph 4.1 will be accompanied by information sufficient to enable the Government to determine the organization meets the qualifications listed in Paragraph 4.2. If the Contracting Officer determines that the EOD firm does not meet the qualifications in Paragraph 4.2, the contractor will, upon notification by the Contracting Officer, submit an alternate source. Failure to provide the name of an acceptable EOD firm within 10 days after issuance of Notice to Proceed may be reason for a termination for default action. Upon acceptance by APG of the EOD organization, it may not be changed without written permission from the Contracting Officer. No information regarding the disclosure of the EOD organization will be included in the bid.
