GRCA 250176 - Construction of Support Facilities for Transcanyon Waterline Project, Grand Canyon National Park
Solicitation 140P2022R0079 - Questions and Answers
1. Page 50 of 56, Factor 3 – Key Personnel Experience states, “Submit resumes, 1 page for key personnel.” Just to clarify, is that 1 page per resume?
Answer: Yes 1 page per resume.
2. Page 51 of 56, Factor 6 – Past Performance says Past Performance Information Retrieval System
(PPIRS) evaluation reports can be submitted in lieu of Past Performance Questionnaires (PPQ).
Can we submit PPQs that have been previously submitted for other proposals in lieu of asking references to fill out a new PPQ?
Answer: Yes, you can use previous Past Performance Questionnaires.
3. Does the park have any flexibility on the schedule for this project? We understand that the park wants this to be done at the earliest and the specs have the period of performance from this July but the some of the materials, specifically the PEMB has a long lead time of around 30 weeks which would push the building out. How is the park dealing with the material cost escalation and variability?
Answer: Contractor's should forward their approach and schedule based on current market conditions and lead time of equipment and material.
4. ABC - Plans call for ADOT Class 3. Per ADOT Spec Section 303, the ADOT Class 3 is misc.
specification that points to the project’s special provisions for spec requirements. Please confirm specific requirements for ABC - options might be MAG-spec ABC, non-spec ABC, ADOT Class 2, or whatever is locally available.
Answer: ABC material sieve spec is included in 32 15 40 paragraph 2.1.C. An ADOT or MAG-spec ABC will be acceptable.
5. Crushed aggregate surface and ABC surface - In lieu of ABC, would raw Millings/RAP (recycled asphalt pavements) be an acceptable alternate to help save on cost and provide a better driving surface?
Answer: Crushed aggregate- Park would prefer a compactable material, millings/chip rock will remain loose, while cheap they will be easily displaced and harder to maintain. RAP/asphalt millings are good as long as there are binding fines present that will allow the surface to hold compaction and retain a bit of moisture.
6. Rock Removal & Excess Material - Does NPS have a designated haul location for rock and excess materials? Dry or wet dump?
Answer: Rock and excess material staging, the dump/landfill can be used. We can identify an area for material staging as requested,
7. Field Office - Will NPS be proving electrical and data connection for the job office trailer?
Where exactly are those connections?
Answer: Not supplied by the Park, however, Hughes Net and Starlink satellite contracts can be purchased. Verizon and AT&T have towers in the park with strong signal so a cellular hot spot should be available as well, and may be the quickest solution to use.
8. New Roadway Connection to US64 - Is US64 an NPS road or ADOT highway at the connection point? What are permitting requirements and fees (if any) as well as anticipated traffic control requirements on US64 (signs, message boards, etc.)?
Answer: US64 is under NPS jurisdiction and no permits are required with ADOT. Contractor shall submit traffic control plan per paragraph 1.4A.
9. Job Laydown Areas - Other than the onsite staging areas identified on the plans, are there other stockpiling, staging, and contractor parking areas within the job vicinity to help avoid congestion and safety concerns within the project limits?
Answer: Park will work with DSC and Contractor to identify initial staging and laydown areas until trees can be cleared etc. It all depends on the season and the space need. Short term uses will be easier to accommodate than for the duration of work. The park landfill area south of the project area is the most likely spot for short and long term staging/ storage until the project areas are complete enough to bring those activities within the limits of construction.
10. Existing Utilities - Are there any existing utilities within the excavation limits that we need to be aware of? Will public utility locating (bluestake) cover identification of all existing utilities or does a 3rd-party private utility firm need to be included to help locate private utilities?
Answer: All known utilities to the engineer are shown on the drawings. A 3rd party utility locate will be required in addition to bluestake.
