About this file

This document contains clarifications to specifications for a federal construction contract solicitation to build support facilities for a transcanyon waterline project at Grand Canyon National Park.

The solicitation is to construct a 224 square foot field office trailer with toilet facilities adjacent, located across from an existing maintenance building. It requires furnishing the trailer with desks, chairs, a drafting table, filing cabinets, shelving, and lamps. Utilities including heat, lights and a cellular internet connection for the direct digital controls system must be provided through the warranty period.

The specifications outline resource protection measures the contractor must follow related to vegetation removal windows, archaeological monitoring, interactions with wildlife like condors, site cleanliness, nest disturbance protocols, waste storage, and trench safety. The contractor will also need to comply with the park's spill response plan and include it in their own plan.

Approximately ten trees of various sizes are listed as needing removal from specified locations to accommodate the support facilities. The National Park Service is the contracting agency and the response will be a full and open solicitation to replace an earlier small business set aside.

Questions from Previous Solicitation

1. QUESTION: Sheets E601 & E602 – The symbols shown for the main circuit breakers in SES-1, SWBD-1, RVMP-1 thru RVMP-20, and MB-1 indicate draw-out circuit breaker types. This construction is uncommon for this application. Please clarify whether these breakers are intended to be draw-out type or standard fixed-mounted molded case circuit breakers.

ANSWER: Standard fixed-mounted molded case circuit breakers are acceptable for the main breakers in SES-1, SWBD-1, RVMP-1 through RVMP-20, and MB-1. Draw-out type circuit breakers are not required. The main breakers in SES-1 and SWBD-1 shall be individually mounted.

2. QUESTION: Sheet E601 – The one-line diagram representation of switchboard SWBD-1 indicates individual breaker compartments/sections for each branch breaker. Please clarify if this switchboard is intended to be a compartmentalized type, or a standard UL891 deadfront switchboard per specification 26 24 13.

ANSWER: Group-mounted type feeder circuit breakers are acceptable in switchboard SWBD-1 in a standard UL891 deadfront configuration per Specification Section 26 24 13. Individual compartments for feeder circuit breakers are not required. Note that switchboard SWBD-1 will be mounted against a wall and will be accessible from the front only.

3. QUESTION: Will the Park provide housing for the Contractors?

ANSWER: The Contractor shall direct coordinate/communicate with concessions operators for possible rental of RV trailer slips. Contractors may use the planned location of the RV sites with self contained RV use as long as it facilitates a safe working environment for the contractor to complete the work.

4. Can the superintendent also serve as the safety specialist?

Response: It is assumed safety specialist refers to the Site Safety Health Officer (SSHO) described in 01 35 23 Paragraph 2.4. The specifications state that the SSHO is not a mutually exclusive position. The SSHO may have other duties if otherwise qualified in accordance with the specifications.

5. Am I reading the COVID 19 workforce safety correctly and that all personnel on the job will be required to be vaccinated or show proof of why not?

Response: Contractors are required to adhere to the Clauses in the Solicitation/Contract.

6. I have been reading through the COVID requirements, updated as of November 10, 2021, and I noticed that Contractors and subcontractors must be vaccinated. I want to make sure I am interpreting this correctly. Can you please clarify?

Response: See response to #5

7. Generally, in a hangar we install a special fire sprinkler system, either a dry pipe or single or double interlock pre-action system or a foam system when quantities of fuel are present. The specs do not address this. What kind of fire sprinkler coverage is needed in the Hanger area?

Response: A wet sprinkler system shall be installed throughout the hangar and office area as shown on the fire suppression plans.

8. The Specs ask for pipe that is rated at 175 psi. I do not see a guideline on the pipe schedule or location of manufacture. Would you like this to be domestic or non-domestic pipe? Should the pipe be schedule 40, or can we use schedule 10 on the larger pipe sizes?

Response: Specification 21 05 00 does not dictate the required schedule of pipe to be used as long as the pipe meets NFPA requirements.

Sourcing of materials must comply with the requirements of the solicitation, including buy American requirements. See provisions 52.225-9 Buy American - Construction Materials and 52.225-10 Notice of Buy American Requirement - Construction Materials in the solicitation.

9. The specs call for the fire sprinkler piping to be painted. Will this be done by the painting contractor? (3.2 B-2)

Response: Who performs the painting is the prime contractor’s option.

10. The specs call for a water motor gong, (2.3 D-2). Can we install a flow switch and an electric bell instead?

Response: The intent of the specification is to provide a flow switch activated electric alarm (horn and strobes). The flow switch is specified in Paragraph 2.3.D.1 and the electric alarm is specified in 2.3.D.2.a.

13. Specification section 01 50 00-2.3-D states “Contractor shall supply satellite-based phone services for the contractor camps and radio communication to all construction crews.” The jobsite has good cell phone coverage. Can cell phone communication be used in lieu of this requirement?

Response: This paragraph was deleted in Amendment 4 and is no longer a requirement.
