The Mechanical and Electrical plans, Existing Structural Plans and Specifications, including the supplements issued thereto, Information to Bidders, and other pertinent documents issued by the Engineer and Government, are a part of these specifications and the accompanying mechanical and electrical plans, and shall be complied with in every respect. All the above is included herewith, will be issued separately or is on file at the Engineer's office, and shall be examined by all bidders. Failure to comply shall not relieve the Contractor of responsibility or be used as a basis for additional compensation due to omission of drawings. Where the Supplementary General Conditions conflict with the General Conditions, the Supplementary General Conditions shall govern.

1.2 CHECKING DOCUMENTS

A. The drawings and the specifications are numbered consecutively. The Contractor shall check the drawings and specifications thoroughly and shall notify the Engineer of any discrepancies or omissions of sheets or pages. Upon notification, the Engineer will promptly provide the Contractor with any missing portions of the drawings or specifications. No discrepancies or omissions of sheets or pages of the contract documents will relieve the Contractor of his duty to provide all work required by the complete contract documents.

1.3 GENERAL

A. In general, the lines and ducts to be installed by the various trades under these specifications shall be run as indicated, as specified herein, as required by particular conditions at the site, and as required to conform to the generally accepted standards as to complete the work in a neat and satisfactorily workable manner. FFA22025 GENERAL PROVISIONS FOR MECHANICAL AND ELECTRICAL 23 00 00 - 6

1.13 BID FORMS AND BID PACKAGES

A. The USDA AMS Cotton and Tobacco Division wishes to enter into a contract with a single contractor to strategically replace major items of equipment, including chiller(s), plate frame heat exchanger, boiler(s) and cooling towers under the scope of this project. The decision on which items of equipment, if any, will be replaced will be based on several factors, including availability of funding. Accordingly, the project has been configured into bid packages that describe the potential equipment replacements. The decision on which items of equipment will be replaced also will depend on life cycle cost analysis, including total installed first cost, efficiency (life cycle utility cost), and project delivery schedule.

USDA Cotton Classing laboratories operate on a strict season schedule, and down-time and interruptions in the operation of the Classing Labs is highly undesirable. Therefore, the decision of which equipment manufacturer is selected, and which model is selected is dependent on project delivery schedule. In Memphis, TN, the classing season begins October 1st, generally.

B. The intent of the Bid Package configuration is to allow one, two or three chillers to be replaced, a single heat exchanger to be replaced, one, two or three steam boilers to be replaced, one, two, or three cooling towers to be replaced, and one or two compressed air systems to be replaced. Furthermore, the intent of the bid packages is to collect information relative to the equipment replacements that will allow decisions to be made based on delivery schedule, installation costs and life cycle costs.

C. Bid forms are attached on the pages that follow. Each bid form is for the complete installation of a single item of equipment, including (in some cases) structural analysis and a rigging plan, piping, valve and insulation installation, electrical work, temperature controls work, and any and all items required to completely install, test, and commission the equipment. All bid packages shall provide equipment that complies with the capacity requirements on the drawings, piping configurations, and control sequences shown on the drawings. Generally, all items of equipment shall be furnished with BACnet compliant microprocessor controls that will connect directly into the Seimens control system existing in the building, originally installed by EK Automation of Hernando, MS.

D. The current situation is that only one chiller is currently functional, Chiller 3. The highest priority of the USDA is to replace Chiller 1 with a functional chiller prior to the beginning of the 2023 cotton classing season. The selection of the first replacement chiller will primarily depend on the delivery schedule. Additional chillers may be replaced during the classing season. For the chillers, Bid Package 1 describes the chiller replacement(s).

Options for equipment that meets the capacity schedule are sought on the bid forms. It is expected that major equipment manufacturers will submit multiple selections optimizing the installation of their brand of equipment. Lead times will be critical for the first chiller to be replaced, since it would be advantageous for a replacement chiller prior to classing season. Lead time is therefore the primary selection factor for Bid Package 1-A,B,C,D-1.

Subsequent chiller replacement(s) will be determined based on life cycle cost. Equipment considered will include water cooled models from Carrer, Daikin, Trane, and York. Each bidder is encouraged to obtain multiple selections from each of these manufacturers, and fill out the bid form indicating total installed cost, efficiency, and lead time. Attached with the bid documents include a Microsoft Excel file that shows how the life cycle cost analysis will be performed, along with electronic copies of each and every bid package form. There should be one unique bid package form for each manufacturer and model number and chiller to be replaced. It is therefore possible that a single bidder might submit sixteen possible alternatives for each of three chillers to be replaced.

FFA22025 GENERAL PROVISIONS FOR MECHANICAL AND ELECTRICAL 23 00 00 - 7

E. Bid Package 1 Description and Requirements – Chillers:

1. The chiller shall meet the capacity requirements shown on the drawings.

2. Piping configuration shall be as shown on the piping diagrams, and will depend on the pass arrangement of each proposed chiller. New isolation valves are required.

3. Total First Cost (Bid Amount) shall include the total installed cost including all equipment, materials, tools, labor, controls, structural engineering, one-year warranty, electrical and all other costs to the government for that chiller. This Bid Amount will be the basis of the “first cost” in the life cycle cost analysis.

4. Note that line items are included for discounts or adds if more than one chiller is replaced. It is anticipated that the cost to replace two chillers at the same time may cost less than twice the cost of replacing one machine, thus the modification. If all three chillers are replaced together, similar line items are included for discounts or adds – modification of the cost and time for the first replacement. These lines should be completed on all bid forms. Costs shall be presented in a written, and numeric form on the bid form.

5. For each discrete chiller proposed, fill in the bid form for actual capacity provided, refrigerant proposed, Integrated Part Load Value (IPLV) in KW/ton, and the minimum condenser water temperature that the chiller will continuously accept for safe operation. Note that some refrigerants that are currently available are slated for phase-out due to global warming potential. Refrigerants selected shall include those that are not currently scheduled for phaseout prior to 2032 (R454B, 513A, etc.)

Multiple options from the same manufacturer are encouraged. For example, selections for centrifugal, centrifugal with magnetic bearing, helirotor screw, scroll and other technologies are encouraged to be submitted. It is acknowledged that each manufacturer may not have all possible options in their product offering, so various manufacturers are expected to have multiple options. Manufacturers are encouraged to submit short lead time alternatives, and ones that may result in lowest life-cycle cost.

6. A checklist of what should be included in the bid package submission, and what should be included in the bid cost is included on each bid form. Carefully review requirements and comply with the checklists, as bids that do not comply will be rejected as non-responsive. Full submittal showing capacity, performance, efficiency (IPLV), weights, dimensions, refrigerant, electrical requirements, and sound power levels shall be included for each chiller offered.

F. Bid Package 2 Description and Requirements – Plate Frame Heat Exchanger (PHX):

1. The PHX shall meet the capacity requirements shown on the drawings. Piping configuration shall be as shown on the piping diagrams and will include new isolation valves.

2. Total First Cost (Bid Amount) shall include the total installed cost including all equipment, materials, tools, labor, controls, one-year warranty, and all other costs to the government for that PHX. This Bid Amount will be the basis of the “first cost” in the life cycle cost analysis.

3. For each discrete PHX proposed, fill in the bid form for actual capacity provided, and weights and dimensions. Include certified approach and hot side leaving temperatures at the entering condition, cold side criteria, etc. scheduled on the drawings.

4. A checklist of what should be included in the bid package submission, and what should be included in the bid cost is included on each bid form. Carefully review requirements and comply with the checklists, as bids that do not comply will be

rejected as non-responsive. Full submittal showing capacity, performance, approach temperature, weights, dimensions, shall be included for each PHX offered.

G. Bid Package 3 Description and Requirements – Boilers:

1. The boiler shall meet the capacity requirements shown on the drawings.

2. Piping configuration shall be as shown on the piping diagrams and will include new isolation valves.

3. Total First Cost (Bid Amount) shall include the total installed cost including all equipment, materials, tools, labor, controls, structural engineering, one-year warranty, electrical and all other costs to the government for that boiler. This Bid Amount will be the basis of the “first cost” in the life cycle cost analysis.

4. Note that line items are included for discounts or adds if more than one boiler is replaced. It is anticipated that the cost to replace two boilers at the same time may cost less than twice the cost of replacing one boiler, thus the modification. If all three boilers are replaced together, similar line items are included for discounts or adds – modification of the cost and time for the first and second replacements. These lines should be completed on all bid forms. Costs shall be presented in a written, and numeric form on the bid form.

5. For each discrete boiler proposed, fill in the bid form for actual capacity provided, and AFUE Efficiency percentage. Multiple options from the same manufacturer are encouraged. For example, selections for water tube, fire tube, bent tube, flex tube and other technologies are encouraged to be submitted.

Full submittal showing capacity, performance, efficiency (AFUE) weights, dimensions, and electrical requirements shall be included for each boiler offered.

H. Bid Package 4 Description and Requirements – Cooling Towers:

1. The cooling tower shall meet the capacity requirements shown on the drawings.

2. Piping configuration shall be as shown on the piping diagrams and will include new isolation valves. In addition, all existing valves serving the cooling tower in question shall be moved inside the building so that the valves and actuators are not exposed to the weather.

3. Total First Cost (Bid Amount) shall include the total installed cost including all equipment, materials, tools, labor, controls, structural engineering, one-year warranty, electrical and all other costs to the government for that cooling tower. This Bid Amount will be the basis of the “first cost” in the selection criteria.

4. Note that line items are included for discounts or adds if more than one cooling tower is replaced. It is anticipated that the cost to replace two cooling towers at the same time may cost less than twice the cost of replacing one tower, thus the modification.

If all three cooling are replaced together, similar line items are included for discounts or adds – modification of the cost and time for the first and second replacements.

These lines should be completed on all bid forms. Costs shall be presented in a written, and numeric form on the bid form.
