SECTION 23 90 00 - TEMPERATURE REGULATION

PART 1 – GENERAL

1.1 SUMMARY

A. This Section includes control equipment for HVAC systems and components furnished under this project.

B. Refer to 23 00 00 for bid package and bid form requirements. Generally, all existing chillers, boilers, plate heat exchangers are connected to the existing building automation system, Seimens Talon by EK Automation of Memphis Tennessee. For each item of equipment to be replaced, reconnect existing actuators, and all microprocessor control interfaces for the equipment to the building automation system. Note that for Bid Package 4, VFDs are being added for the cooling tower fans. Modify the sequence for the cooling tower condenser water temperature control to incorporate fan speed control prior to dump valve operations.

C. Note that EK Automation is required to provide controls and connection to the existing system, no exception.

1.2 SUBMITTALS

A. Submit manufacturer's data on all materials and equipment. Include system schematics indicating all devices, electrical wiring and sequence of operation. Sequence of operation shall reference each component device by designation used on schematics. Submittal must be approved prior to beginning any work. All wiring shall be installed to meet Division 26 specifications.

PART 2 – PRODUCTS

2.1 CONTROL VALVES, WATER

A. All modulating 3-way water valves shall be provided with equal-percentage contoured throttling plugs. They shall remain closed against full system pressure.

B. Valves 3" and smaller shall be screwed type, valves 4" and larger shall be flanged. Valves shall be factory-rated to withstand the pressures encountered. Valves shall have stainless-steel stems and spring-loaded teflon packing.

C. Water valves shall be sized for a pressure drop equal to the coil they serve but not to exceed 5 psi. Valves shall have replaceable seats and discs. Refer to the schedule for valve control valves ranges.

D. It shall be acceptable to reuse the existing valve bodies and replace the actuators if the valves are in good condition and are functional. Note that any valves that fail during the life of the lease period shall be replaced at no cost to the government.

A. Steam valves shall be high quality valves equipped with stainless steel trim and characterized throttling plugs to insure practically straight line gradual operation. Refer to the schedule for valve control valves ranges.

B. It shall be acceptable to reuse the existing valve bodies and replace the actuators if the valves are in good condition. Note that any valves that fail during the life of the lease period shall be replaced at no cost to the government.

2.3 ELECTRIC ACTUATORS

A. Electric operators shall be sized to operate their appropriate dampers or valves with sufficient reserve power to provide smooth modulating action, electric/hydraulic actuators or potentiometer feedback positioners shall be used.

B. Where sequencing of actuators is called for such sequencing shall be accomplished by spring ranges adequate for the application.

C. Where critical application controllers are used, or where actuators are controlled from pressure sensors, electric/hydraulic actuators or potentiometer feedback positioners shall be used.

2.4 CONTROL SYSTEM DESCRIPTION

A. The main control station is located in the penthouse electrical room, and consist of a monitor, keyboard, and ISP connection device, connected to and accessing all control points described in the point schedule.
