About this file

This Scope of Work document outlines the requirements for materials laboratory testing services to be provided to the Maryland Department of Transportation State Highway Administration (MDOT SHA). The contractor must provide comprehensive testing services for soils, aggregates, concrete, chemical, and asphalt materials in support of MDOT SHA's preliminary engineering, construction material quality control, and material quality assurance activities on design/bid/build and design/build projects. All testing laboratories must be accredited under AASHTO R-18 and CCRL ASTM C1077/C1222 standards and located within Maryland. The contractor must establish a Quality Control Plan within 15 days of award and participate in bimonthly progress meetings with MDOT SHA representatives beginning within 30 days of award. Sample pickup occurs daily Monday through Saturday from March 15 to December 1 for locations east of Hagerstown and April 1 to December 1 for western locations, with next-day delivery required to SHA's Hanover Laboratory. The contract term is not specified in this scope document, but performance tracking, record retention for three years post-completion, and ongoing proficiency testing participation are required throughout the agreement.

The contractor must maintain staffing including a registered Professional Engineer as Project Manager with minimum ten years' experience, a Laboratory Manager with five years' minimum experience present at contractor facilities two days weekly and subcontractor facilities two days monthly, and Senior Materials Technicians with current Mid-Atlantic Region Technician Certification Program credentials and three years' minimum testing experience. All testing must meet specified turnaround times outlined in Table A, with failure to meet deadlines potentially resulting in non-payment for affected tests. The contractor bears all costs associated with proficiency program participation, equipment, supplies, sample transportation, and maintaining database systems for sample tracking and electronic reporting in PDF, Excel, or comma-delimited formats. Pricing shall be submitted on a per-test basis for all material types and components listed in the attached test matrix, with retest costs not billable to MDOT SHA if results fall outside AASHTO single lab variability tolerances.
