LITTLE TESUQUE IMPROVEMENTS

Section C – Description/Specifications

C.1 DESCRIPTION OF PROJECT

The contractor shall furnish all labor, supervision, materials, equipment, transportation, supplies and incidentals necessary to replace the Little Tesuque toilet building along State Highway Road 475, within the Santa Fe National Forest. Items of work include:

· demolition of existing toilet building and underground vault, trash receptacles, picnic tables, CMU retaining walls and stairs, signs, fencing, asphalt surfacing, pedestal grills, and wooden screens.

· obliteration; seeding; clearing and grubbing

· hauling and placing borrow material

· trash receptacle on exposed aggregate concrete pads

· constructing vault toilet building and exposed aggregate sidewalks

· constructing reinforced CMU - concrete retaining walls

· constructing prefabricated shelter and foundation

· placing boulders and rip rap

· constructing hardened trail

· constructing a kiosk and miscellaneous signs

C.2 LOCATION OF THE PROJECT

The Little Tesuque Toilet Building Replacement project is located 7 miles east of Santa Fe, N.M. off of State Highway 475, within the Espanola Ranger District of the Santa Fe National Forest; T17N, R10E, NMPM Sections 1 and 12, in Santa Fe County. Take US Highway 475 northeast out of downtown Santa Fe, New Mexico, to the Santa Fe Ski Basin. Proceed on State Highway 475 past the city limits into the Santa Fe National Forest. Approximately two miles east of the city limits is the entrance to the Little Tesuque Picnic Area. The picnic area can be found on 7.5 minute USGS quad “McClure Reservoir, NM.”

C.3 CONSTRUCTION SPECIFICATION INSTITUTE (CSI)

The specifications for each item required are included in this contract in Section C. The CSI specifications for facility and recreation construction are attached following the “Index to Technical Specifications”.

C.4 PLANS & DRAWINGS

A number of sheets of details, descriptions, and site development plans are also included in Section C. Each sheet is numbered consecutively and listed on the “Title Sheet and Index”.

C.5 SAFETY

Construction warning signs shall be placed according to MUTCD (see Specification 01570). All construction activities shall be clearly flagged and posted to assure the Public's safety.

No Asbestos containing materials shall be allowed in this project or utilized during construction.

C.6 ENVIRONMENTAL PROTECTION

Contaminated soils resulting from petroleum spills will be excavated, placed in appropriate containers and disposed of at an appropriate site off of National Forest land.

In the event of any spill or release of petroleum products, the Contractor shall report it immediately to the Contracting Officer's Representative (COR) and the New Mexico State Environment Department, Hazardous Waste Bureau:

C.7 CULTURAL RESOURCE AND THREATENED & ENDANGERED

SPECIES PROTECTION

The contractor shall be responsible for the protection from damage of all identified cultural resources within the area which may be affected by their actions. In addition, the contractor shall be liable for all damage or injury to the identified cultural resource caused by their actions. The contractor shall immediately notify the Contracting Officer if any cultural resources are damaged or encountered and halt work in that area until the Contracting Officer gives official notice to proceed.

The contractor shall protect all identified plant species designated for preservation and follow all restrictions given in the specificatons. The Contractor shall limit their operations to the construction limits and protect previous improvements to the site. NOTE: There are no identified threatened, endangered, or sensitive plant or animal species within Little Tesuque Picnic Area.

C.8 CONSTRUCTION STAGING AREAS & CAMPING

The Espanola Ranger District of the Santa Fe National Forest shall issue a special use permit for all areas utilized by the Contractor as staging areas and camps. The Contractor shall be responsible for supplying self-contained units for all waste disposal and shall abide by all other requirements of the Special Use Permit issued by the Espanola District Ranger.

C.9 SHOWING OF PROJECT

Arrangements for a showing of the project can be made by contacting Mark Bremer at (505) 438-5362, Monday through Friday, 8:00 am to 5:00 pm.

C.10 EQUIPMENT CLEANING.

Contractor shall ensure that prior to moving on to the Little Tesuque Picnic Area, all equipment is free of seeds, vegetative matter, or other debris that could contain or hold noxious weeds or seeds. Contractor shall certify in writing that equipment is free of noxious weeds prior to each mobilization into Little Tesuque Picnic Area and indicate measures taken to clean equipment. “Equipment” includes all construction machinery, except for service vehicles, water trucks, pickup trucks, cars, and similar vehicles. A current list of noxious weeds of concern to Forest Service is available at the Forest Supervisor’s Office located at 11 Forest Lane, Santa Fe, NM 87508..

DIVISION 1 - GENERAL REQUIREMENTS

SITE CONSTRUCTION 01010

GENERAL

Description The Little Tesuque Toilet Building Replacement project, which includes the picnic ground, consists of, but is not limited to, all work and materials necessary for the construction and installation of the following:

· The removal of structures, relocation of amentities and salvaging Government property;

· Excavation and embankment;

· Construction of hardened surface picnic unit, finish grading, seeding and the hauling and placement of borrow or fill material;

· Fabrication and installation of retaining walls;

· Fabrication and installation of picnic tables;

· Minor tree removal and obliteration of compacted areas within picnic units and areas of erosion, with slope rounding;

· Furnishing and installation of trash receptacles on exposed aggregate concrete pads;

· Furnishing and installation of toilet building and vaults;

Location The Little Tesuque Toilet Building Replacement project is located 7 miles northeast of downtown Santa Fe, N.M. off of State Highway 475 along the Santa Fe Scenic Byway, within the Espanola Ranger District of the Santa Fe National Forest; T17N, R10E, Sections 1 & 12, in Santa Fe County. The campground sits at an elevation of 8,250’. The area can be found on the 7.5 minute USGS Quad, McClure Reservoir, NM.

Government-furnished Property All required materials including but not limited to structural backfill, base course, surface aggregate, hot bituminous mix and bituminous surface treatment, trash receptacles and all other materials not listed below are the responsibility of the Contractor.

Boulders and borrow material will be available at a Government source for the Contractor’s use. See Section 02455 for location.

The toilet buildings and vaults will be furnished and installed by the Contractor. See Section 10168.

Utility Service There are no utilities available at the project site.

Existing Utilities

The Contractor is responsible for field locating and flagging the location of the utilities in proximity to all construction activities for this project. The Contractor shall not disturb or impact the function of these systems. The Contractor shall be responsible for any damage or loss of service.

Access NM State Highway 475, which is adjacent to the project site, shall be maintained in reasonable condition at all times, and shall not be closed. Any damage to the highway shall be repaired immediately, after notifying the COR and the NMSHD. To begin work, the Contractor shall provide a seven (7) working day notice in writing to the COR prior to closure of the project sites. The Contractor shall provide construction warning signs in accordance with MUTCD and Specification 01570, both directions along Highway 475 at the project site.

Asbestos No materials containing asbestos shall be allowed in the project or utilized during construction.

Camping The Contractor is responsible for obtaining all necessary special use permits from the Espanola Ranger District Office (505-753-7331) and Contractor shall provide all waste disposal and comply with fire restrictions required by the contract and Special Use Camp Permit.

EXECUTION

General The Contractor shall notify the COR at least one week in advance of moving to the site.

Construct the site improvements as SHOWN ON THE DRAWINGS and referenced in the contract specifications and designated on the ground by the COR.

DIVISION 1 - GENERAL REQUIREMENTS

CONSTRUCTION STAKING 01050

GENERAL

Scope

This section specifies layout and construction staking required for all construction contract work.

EXECUTION

General The Contractor shall perform the layout of facilities and the construction staking for vertical and horizontal control for all items, including toilet buildings, picnic units, and trails as SHOWN ON THE DRAWINGS.

Temporary bench marks shall be set for vertical control by the Contractor. Elevations and grades noted in the grading plans are for finish grade (FG), top of asphalt, top of wall (TW), concrete or surface of trails, as applicable, as SHOWN ON THE DRAWINGS. All trails and picnic units shall be staked by the Contractor at the grades specified under the plans and specifications and approved by the COR.

The finish floor elevations (FFE) of the toilet buildings are approximated on the Grading Plans and shall be verified by the Contractor. The COR shall approve all subgrade and structure layout before ground disturbance occurs. Shifts in the alignments can be expected to avoid large boulders and excessive tree removal. Any discrepancies for Grading Plans in meeting the required grades should be reported immediately to the COR for resolution before construction commences.

The Contractor shall be responsible for establishing and maintaining all construction stakes and bench marks for quality control. No construction activities shall occur without visible points of control or staking, and supervision by the Contractor. Slopes shall not be undercut, therefore slope stakes shall determine all catch points of Excavation/Embankment on trails or picnic units. Quality control is the full responsibility of the Contractor.

The Contractor shall give the COR 48 hours notice for approval of construction staking or facility layout.

Tolerances from FG are as noted under Section 02225, Excavation and Embankment.

Contract Drawings The contract Site Plans and details are plotted to scale, which can be lost by the multiple copying of the drawings. Upon request, the COR shall provide the Contractor with additional plots for accurate layout, at larger scales. The existing features were surveyed and an existing site plan with interpolated topography produced. Bench marks from the survey are located within the project area.

MEASUREMENT AND PAYMENT

Measurement The work described herein will not be measured for payment.

Payment This work is incidental to other items in this Contract and direct separate payment will not be made.

DIVISION 1 GENERAL REQUIREMENTS

GENERAL

Description Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

References Section 01090 - Reference Standards.

Definitions Actual Quantity (AQ): These quantities are determined from measurements of completed work.

Adjustment in Contract Price: "Adjustment in contract price" means "equitable adjustment" as used in the Federal Acquisition Regulations.

Arch Pipe: A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.

Base Course: The layer or layers of specified or selected material placed on a subbase or subgrade to support a surface course.

Change: "Change" means "Change Order" as used in the Federal Acquisition Regulations.

Civilian Conservation Corps: A federal work program of the 1930’s. The original designers and builders of Little Tesuque Picnic Area, Black Canyon Campground and Hyde Memorial State Park.

Clearing Limits: The limits of clearing as designated on the ground or on the drawings.

Construction Slash: All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.

Contracting Officer (CO): The person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.

Contracting Officer's Representative (COR) : The person with the authority to represent the CO in technical aspects of the contract, assuring compliance on the ground with the plans and specifications under the contract.

Contractor: The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through agents, employees, or subcontractors.

Design Quantities (DQ): The final number of units to be paid the terms of the contract. They are based upon the original design data available.

Drawings: The documents, including plan and profile sheets, site plans, grading plans, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.

Embankment: A structure of soil or rock material placed on the prepared ground surface and constructed to subgrade.

Equipment: All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.

Forest Service: The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Gauge: The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.

Government Land: National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal Agencies.

Inspector: The Government-authorized representative designated by the CO or COR, responsible for detailed inspection for compliance under the contract.

Job-Mix Formula: The percentage of each material in a mixture intended for a particular use.

Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

Materials: Any substance specified for use in the construction of the project and its appurtenances.

Maximum Density: Determined by AASHTO T99.

Measurement: Determining and expressing the quantities of work or materials.

Nominal Dimensions or Weights: The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.

Pavement Structure: Sub-base, base, or surface course, or a combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.

Pipe: A culvert that is circular (round) or elliptical in cross-section.

Pipe-Arch: A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).

Reasonably Close Conformity: Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

Right-of-Way: A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands) or (2) land, appurtenances thereto, or interest therein, usually in a strip, acquired for public or private passageway.

Road Template: The shape and cross-sectional dimensions of the roadway to be constructed as defined by the construction staking notes and the characteristics of the typical sections.

Roadbed: The graded portion of a road between the intersection of subgrade and side slopes excluding that portion of the ditch below subgrade.

Roadside: A general term denoting the area adjoining the outer edge of the roadway.

Roadway: The portion of the road within the limits of excavation and embankment, including slope rounding.

Schedule of Items: A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.

Specifications: A description of the technical requirements for a material, product, or service that includes criteria for determinating if these requirments are met.

Subgrade Treatment: Modification of roadway material by stabilization.

Subgrade: The layers of roadway that bring it up to the top surface, upon which base and surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.

Surface Course: The top layer of a pavement structure, sometimes called the wearing course, usually designed to resist skidding, traffic abrasion, and the disintegrating effects of climate.

Trailbed: The graded portion of a trail between the intersection of subgrade and side slopes excluding that portion of the ditch below subgrade.

Traveled Way: The portion of the roadway for the movement of vehicles, exclusive of shoulders and auxiliary lanes.

Unit of Measurement: The unit and fractions of units shown in the Schedule of Items.

DIVISION 1 - GENERAL REQUIREMENTS

MEASUREMENT AND PAYMENT 01150

GENERAL

Description Measurement and payment for contract work will be made only for and under those pay items included in the schedule of items. All other work and materials will be considered as included in the payment for items shown.

When more than one class, size, or thickness is specified in the schedule of items for any pay item, suffixes may be added to the item number to differentiate between the pay items.

Determination of Quantities The following methods of measurement are used to determine contract quantities for payment.

For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.

The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the CO, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.

Structures will be measured according to neat lines SHOWN on the drawings or as altered by the COR in writing to fit field conditions.

For items that are measured by the linear foot, such as waterline, culverts, fencing, guardrail, underdrains, etc., measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts will be measured along center of invert and arches will be measured at spring line.

For standard manufactured items, such as fence, wire, plates, rolled shapesidentified by gauge, weight, section dimensions, such identification shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.

Units of Measurement Payment will be by units defined and determined according to U.S. Standard measure and by the following:

Acre. 43,560 square feet.

Cubic Yard. A measurement computed by one of the following methods:

(1) Excavation, Embankment or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

(2) Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.

(3) Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

Each. One complete unit, which may consist of one or more parts.

Linear Foot. One foot measured parallel to the base or foundation upon which the structures are to be placed.

Lump Sum. One complete unit of work usually consisting of many activities or parts which are not broken down separately.

Square Foot. A measure of area, horizontal or vertical, 1 foot by 1 foot.

Square Yard. A measure of area 3 feet by 3 feet.

Station. One hundred linear feet measured horizontally.

Ton. Short ton consisting of 2,000 pounds.

MEASUREMENT AND PAYMENT

Methods of Measurement One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:

Designed Quantities (DQ). Final number of units to be paid the terms of the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:

(1) As a result of changes in the work authorized by the Contracting Officer.

(2) As a result of the Contracting Officer determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

Actual Quantities (AQ). These quantities are determined from measurements of completed work.

Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicles.

Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

Basis of Payment The accepted quantities of pay items will be paid for at the contract unit price for each pay item listed in the Schedule of Items. All other items of work necessary to complete the project will be considered subsidiary to these pay items. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed.

DIVISION 1 - GENERAL REQUIREMENTS

MOBILIZATION 01152

GENERAL

Description This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

Basis of Payment Upon completion of all work on the project, any unpaid amount for mobilization will be paid. Progress payments will be made as follows:

When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

The Contractor can request payment for performance and payment bonds. The amount of the bond premium, including coinsurance and reinsurance agreements, will be paid upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.

Any bonding costs in excess of the total contract amount of this pay item will be paid under one or more other pay items under this contract as determined by the Contracting Officer. In no circumstance will the total amount of this contract be increased as a result of bonding costs exceeding the total contract amount of this pay item. The total of all payments, including bonding, shall not exceed the original contract amount for this item.

SUBMITTALS 01301

GENERAL

Description Work under this section consists of furnishing all manufacturer's data, shop drawings, samples, certifications, guarantees, reports, operation manuals, maintenance manuals, special tools and factory representative required for installation of special items, in strict accordance with the specifications and the applicable drawings, and subject to the terms and conditions of the contract.

Submittals

(a) Construction Schedule

(b) Manufacturer's Literature and Shop Drawings

The purpose of the Manufacturer's Literature and shop drawings is to demonstrate to the CO that the Contractor understands the design concept; and demonstrates an understanding by indicating which equipment and material he intends to furnish and install, and by detailing the fabrication and installation intended to be used.

The submittal information required is tabulated on the last page of this section.

EXECUTION

Timing and Approval It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Allow ten (10) working days from date of receipt for processing of submittals by the Government. If after review, the CO determines that the submittal requires changes or major revisions, supply the COR with a corrected copy of that submittal and allow an additional ten (10) working days for processing.

Approval of the shop drawings will not relieve the Contractor of the responsibility for any errors or omissions which may exist on the approved shop drawings as the Contractor will be responsible for the satisfactory construction of all work covered under this contract. If deviations, discrepancies or conflicts between shop drawings and specifications are discovered either prior to or after shop drawings submittals are processed by the COR, the design drawings and specifications shall control.

Number of Copies and Information Required Submit two copies for approval on the items required. For each submittal, the Contractor must receive written approval to use the item before incorporating it into the project work. On each submittal, list the project name, the intended location, the reference specification number and pay item on the submittal. Information must be adequate to determine compliance with the specifications. If material or equipment other than that specified is submitted for approval, the submittal data shall clearly show and point out any differences with adequate information to determine its equality.

Submittals will be waived if Contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract, however a copy of the invoice from the supplier shall be provided to the COR.

Make submittals in groups of related items to facilitate cross-checking and coordination.

MEASUREMENT AND PAYMENT

Measurement The work specified herein will not be measured for payment. Construction schedule must be submitted and approved before mobilization begins.

Payment The work is incidental to other items in this contract and direct separate item payment will not be made.

GENERAL

Work Included This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specifications. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

EXECUTION

Provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements.

Perform, or cause to be performed, the sampling, inspection, and testing required to substantiate that all supplies, services, and construction conform to the contract requirements.

Perform, or cause to be performed, all measurement of quantities of materials incorporated into the work or work processes that are to be measured under the provisions of the contract.

Quality Control Plan

Submit in writing the following:

Authorities and responsibilities of inspection and testing personnel.

Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

Approval of Quality Control Plan

The Contractor's proposed quality control plan for all items requiring quality control shall be submitted for review prior to the Contractor commencing work. Within five days of receipt of plan, the COR shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the COR, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the COR.

Certifications & Measurements Sampling, Testing, Inspection, & Measurement of Quantities Provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed on-site or off-site. Sampling and testing frequency for specific items are shown in the specifications.

Inspection and Test Records.

The Contractor shall maintain current records of all inspections and tests performed. The following format or one containing the following information is acceptable:

PRODUCTS AND MEASUREMENTS

As-built Drawings

The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the COR.

Off-site Produced Materials.

The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all off-site produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Each certificate shall apply to a single commodity or invoice. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.

Quantity Measurements.

The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ). The Contractor shall compute the quantities for periodic progress payments; the COR will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

DIVISION 2 - SITE WORK

CLEARING AND GRUBBING 02110

GENERAL

Description This section specifies clearing, grubbing, trimming, removing, and disposing of all vegetation, construction slash, and debris within the clearing limits of the trail, units, and toilet buildings. This work shall also include protection of vegetation and objects to remain, which shall be clear of injury or defacement. Confine all operations within the clearing limits. Immediately remove construction slash that interferes with drainage structures. Fell trees adjacent to the clearing limits damaged beyond recovery and pile at an approved location.

EXECUTION

Estimated quantity of tree removal within the construction limit is approximately one (1) 10” or greater diameter tree at the campground.

Clearing & Grubbing

Clear all debris, trees, stumps, roots, and other protruding vegetative material within the clearing limits, not designated to remain.

Remove and stockpile topsoil (sod) before grading for picnic units, trails, and structures reconstruction.

Cut stumps inside clearing limits flush with existing ground. Do not cundercut the roots on existing trees designated to remain.

All roots over three (3") inches in diameter within the hardened trail and unit clearing limits, and toilet building location clearing limits shall be grubbed to a minimum depth of two inches (2") below subgrade. Roots over three inches (3") in diameter protruding from the excavated slope shall be cut flush with the excavated slope surface.

Trees shall be felled into the area being cleared when ground conditions, tree lean, and shape of clearing permits. Controlled felling shall be used that will ensure the direction of fall when necessary to prevent damage to property, structures, trees designated to remain or traffic.

Branches on remaining trees or shrubs shall be trimmed to give a minimum clear height of 80 inches above the picnic units and trails. Leave trees shall be designated and the limbs cleared rather than the tree cut. Tree limbs shall be trimmed in accordance with standard pruning practices and techniques.

Slash Treatment Topsoil and grasses grubbed from the areas within the construction limits shall be stockpiled as topsoil and placed on areas to be obliterated, after scarification of those areas.

All material less than six inches (6") in diameter shall be chipped and used as mulch on the areas to be obliterated.

Material six inches (6") or greater in diameter shall become the property of the Government. The Contractor shall pile logs in maximum four foot lengths. The COR will approve areas to stockpile logs.

Stumps shall be disposed of off of National Forest Lands, unless otherwise approved.

MEASUREMENT AND PAYMENT

Method of Measurement The work specified herein will not be measured for payment.

Payment The accepted quantities will be incidental to other pay items such as hardened trail, picnic units, and toilet building.

EXECUTION

Staking Location of trails are as shown on the drawings. Stake centerline of trails and finish grade elevations of trail Obtain approval before ground disturbance. Construct all trails to conform to the lines shown on the trail typical sections. The finish elevation given is the top of asphalt, crusher fines or concrete, as applicable. Set controls for operations to define the catch points for the cut and fill slopes. Do not overcut slopes and trails.
