Construction Specification 61—Rock Riprap
1. Scope The work shall consist of the construction of rock riprap revetments and blankets, including filter or bedding where specified.
2. Material Rock riprap shall conform to the requirements of Material Specification 523, Rock for Riprap, or if so specified, shall be obtained from designated sources. It shall be free from dirt, clay, sand, rock fines, and other material not meeting the required gradation limits.
At least 30 days before rock is delivered from other than designated sources, the contractor shall desig-nate in writing the source from which rock material will be obtained and provide information satisfac-tory to the contracting officer that the material meets contract requirements. The contractor shall pro-vide the contracting officer's technical representative (COTR) free access to the source for the purpose of obtaining samples for testing. The size and grading of the rock shall be as specified in section 8.
Rock from approved sources shall be excavated, selected, and processed to meet the specified quality and grading requirements at the time the rock is installed.
When specified in section 8 or requested by the contracting officer, a gradation quality control check shall be made by the contractor and be subject to inspection by the COTR. The test shall be performed at the worksite in accordance to ASTM D 5519 Test Method B Size, Size-Range Grading, on a test pile of representative rock. The weight or size of the test pile shall be large enough to ensure a representative gradation of rock from the source and to provide test results within a 5 percent accuracy.
Based on a specific gravity of 2.65 (typical of limestone and dolomite) and assuming the individual rock is shaped midway between a sphere and a cube, typical size/weight relationships are:

The results of the test shall be compared to the gradation required for the project. Test pile results that do not meet the construction specifications shall be cause for the rock to be rejected. The test pile that meets contract requirements shall be left on the job site as a sample for visual comparison. The test pile shall be used as part of the last rock riprap to be placed.
Filter or bedding aggregates when required shall conform to Material Specification 521, Aggregates for Drainfill and Filters, unless otherwise specified. Geotextiles shall conform to Material Specification 592, Geotextile.
3. Subgrade preparation The subgrade surface on which the rock riprap, filter, bedding, or geotextile is to be placed shall be cut or filled and graded to the lines and grades shown on the drawings. When fill to subgrade lines is re-quired, it shall consist of approved material and shall conform to the requirements of the specified class of earthfill.

Rock riprap, filter, bedding, or geotextile shall not be placed until the foundation preparation is com-pleted and the subgrade surface has been inspected and approved.
4. Equipment-placed rock riprap The rock riprap shall be placed by equipment on the surface and to the depth specified. It shall be in-stalled to the full course thickness in one operation and in such a manner as to avoid serious displace-ment of the underlying material. The rock for riprap shall be delivered and placed in a manner that en-sures the riprap in place is reasonably homogeneous with the larger rocks uniformly distributed and firmly in contact one to another with the smaller rocks and spalls filling the voids between the larger rocks. Some hand placing may be required to provide a neat and uniform surface.
Rock riprap shall be placed in a manner to prevent damage to structures. Hand placing is required as necessary to prevent damage to any new and existing structures.
5. Hand placed rock riprap The rock riprap shall be placed by hand on the surface and to the depth specified. It shall be securely bedded with the larger rocks firmly in contact one to another without bridging. Spaces between the larger rocks shall be filled with smaller rocks and spalls. Smaller rocks shall not be grouped as a substi-tute for larger rock. Flat slab rock shall be laid on its vertical edge except where it is laid like paving stone and the thickness of the rock equals the specified depth of the riprap course.
6. Filter or bedding When the contract specifies filter, bedding, or geotextile beneath the rock riprap, the designated material shall be placed on the prepared subgrade surface as specified. Compaction of filter or bedding aggregate is not required, but the surface of such material shall be finished reasonably smooth and free of mounds, dips, or windrows.
7. Measurement and payment Method 1—For items of work for which specific unit prices are established in the contract, the quantity of each type of rock riprap placed within the specified limits is computed to the nearest ton by actual weight. The volume of each type of filter or bedding aggregate is measured within the specified limits and computed to the nearest cubic yard by the method of average cross-sectional end areas. For each load of rock riprap placed as specified, the contractor shall furnish to the COTR a statement-of-delivery ticket showing the weight to the nearest 0.1 ton.
Payment is made at the contract unit price for each type of rock riprap, filter, or bedding. Such payment is considered full compensation for completion of the work.
Method 2—For items of work for which specific unit prices are established in the contract, the quantity of each type of rock riprap placed within the specified limits is computed to the nearest 0.1 ton by actual weight. The quantity of each type of filter or bedding aggregate delivered and placed within the specified limits is computed to the nearest 0.1 ton. For each load of rock riprap placed as specified, the contractor shall furnish to the engineer a statement-of-delivery ticket showing the weight to the nearest 0.1 ton. For each load of filter or bedding aggregate, the contractor shall furnish to the COTR a statement-of-delivery ticket showing the weight to the nearest 0.1 ton.
Payment is made at the contract unit price for each type of rock riprap, filter, or bedding. Such payment is considered full compensation for completion of the work.
Method 3—For items of work for which specific unit prices are established by the contract, the volume of each type of rock riprap and filter or bedding aggregate is measured within the specified limits and computed to the nearest cubic yard by the method of average cross-sectional end areas.

All methods—The following provision applies to all methods of measurement and payment. Compensa-tion for any item of work described in the contract, but not listed in the bid schedule, is included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in section 8.
No separate payment is made for testing the gradation of the test pile. Compensation for testing is in-cluded in the appropriate bid item for riprap.

8. Items of work and construction details
Items of work to be performed in conformance with this specification and the construction details are:
a. Bid Item 1, Rock Riprap, 15-inch
(1) This item shall consist of furnishing and installing rock riprap to the limits shown on the drawings and as described in this specification.
(2) Upstream and downstream cutoff trenches for the outlet channel rock reinforced section will be installed to the extent and at the locations marked in the field by the Contracting Officers Representative.
(3) The rock riprap material shall conform to the Rock Type 3 criteria specified in the Material Specification 523 – Rock for Riprap. In lieu of these criteria, rock sources which possess a current Oklahoma Department of Transportation Stone for Riprap certification may be accepted.
(4) Measurement and payment shall be by Method 2.
(5) Items of work subsidiary to this bid item are:
(a) Excavation, Common, Rock Riprap – Construction Specification 211
b. Bid Item 2, Bedding
(1) This item shall consist of furnishing and installing riprap bedding on the slopes to the extent shown on the drawings and as described in this specification.
(2) The rock riprap material shall conform to the Rock Type 3 criteria specified in the Material Specification 523 – Rock for Riprap. In lieu of these criteria, rock sources which possess a current Oklahoma Department of Transportation Stone for Riprap certification may be accepted.
(3) Bedding will be placed on the slope as work proceeds and covered with rock riprap at the conclusion of each work day.
(4) Measurement and payment shall be by Method 2.
(5) Items of work subsidiary to this bid item are:
(a) Excavation, Common, Rock Riprap – Construction Specification 211.
CONSTRUCTION SPECIFICATION
200. MOBILIZATION/DEMOBILIZATION
1. SCOPE
The work shall consist of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract.
2. WORK ITEMS
Mobilization/demobilization shall consist of the following:
a. Premiums paid for performance and payment bonds, including coinsurance and reinsurance agreements.
b. Transportation of personnel and equipment to and from the site.
c. Establishment and disassembly/removal of offices, buildings, storage facilities, sanitary facilities, utility service, and other necessary facilities at the site not covered in specific bid items.
d. Establishment of ingress-egress routes not covered in specific bid items.
e. Other items as specified in Section 4 of this specification.
3. MEASUREMENT AND PAYMENT
For items of work for which specific lump sum prices are established in the contract, the quantity of mobilization will not be measured for payment.
Progress payments will be made only to the extent supported by invoice. If the total of such payments is less than the contract lump sum for mobilization, the unpaid balance will be included in the final contract payment. Total payment will be the lump sum contract price for mobilization, regardless of actual cost to the contractor.
Payment will not be made under this item for the purchase costs of materials having a residual value.
Payment of the lump sum contract price for mobilization will constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to completion of the work.
Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 4 of this specification

4. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work to be performed in conformance with this specification and the construction details are:
a. Bid Item 3, Mobilization
(1) This item consists of the mobilization and demobilization of the contractor’s forces and equipment necessary for performing the work required under this contract.
(2) This item also consists of stabilizing, maintaining, and restoring the ingress-egress road. The ingress-egress road shall be restored back to a condition “as-good-as” or better than it was prior to the start of construction. Before any equipment, supplies, personnel, or any other items required for the execution of work is moved on the project area, there will be a mutual agreement between the Contracting Officer’s Technical Representative and the contractor pertaining to ingress-egress, parking area, and headquarters of the contractor on the site.
(3) The contractor shall be responsible for identifying the location of utilities prior to construction activities and shall notify the Oklahoma One-Call System at least 48 hours prior to starting work at the project site. If any unidentified utilities are encountered after work is initiated, the contractor shall discontinue work and notify the contracting officer immediately.
(4) This item shall also include the securing of any bonds or payment protection, and payment for such, as required by the Contracting Officer under the terms of this contract.
(5) Payment will be made as the work proceeds, after presentation of paid invoices and/or documentation of direct costs by the Contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for the completion of the work.
(6) Due to the Oklahoma Administrative Rule OAC 35: 30-13-3 and the
Federal Regulation 7 CFR 301.81 quarantine for imported fire ants, Solenopsis invicta, all soil moving equipment shall be properly washed and/or otherwise sanitized to remove any and all soil material from the equipment, before mobilizing to the job site(s) and demobilizing from the job site(s).
201. CLEARING
The work shall consist of the clearing of designated area by removal and disposal of trees, snags, logs, stumps, shrubs, and rubbish.
2. MARKING
The limits of the areas to be cleared shall be as described in Section 6 of this specification. Trees to be left standing and uninjured will be designated by special markings placed on the trunks at a height of about 6 feet above the ground surface.
3. REMOVAL
All trees not marked for preservation and all snags, logs, brush, stumps, shrubs, and rubbish shall be removed within the designated limits. Unless otherwise specified, all stumps, roots, and root clusters having a diameter of one inch or larger shall be grubbed out to a depth of at least two feet below subgrade elevation for concrete structures and one foot below the ground surface at embankment sites and other designated areas.
4. DISPOSAL
Method 1. All materials removed from the cleared and grubbed areas shall be burned or buried at location shown on the drawings or as specified in Section 6 of this specification.
Buried material shall have a minimum earthfill cover of not less than 2 feet. The cover shall be placed in two lifts with each lift compacted by traversing the entire surface with one tread track of the material placement equipment. The top lift shall be mounded at least 6 inches higher than the surrounding undisturbed area to prevent unsightly depressions after settlement. The finished surface of the disposal area shall be uniformly graded to prevent ponding of water.
Method 2. All materials removed from the cleared and grubbed area shall become the property of the contractor and removed from the work site.
5. MEASUREMENT AND PAYMENT
Method 1. For sites of work for which specific unit prices are established in the contract, the cleared and grubbed area will be measured to the nearest 0.1 acre. Payment for clearing will be made for the total area within the designated limits at the contract unit price. Such payment will constitute full compensation for all labor, equipment, tools and other items necessary and incidental to the completion of the work.

Method 2. For items of work for which specific lump sum prices are established in the contract, payment for clearing will be made at the contract lump sum price. Such payment shall constitute full compensation for all labor, equipment, tools, and all other items necessary and incidental to completion of the work.
All Methods. The following provisions apply to all methods of measurement and payment.
Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 6 of this specification.

6. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work to be performed in conformance with this specification and the
a. Bid Item 4, Clearing
(1) This item consists of furnishing all materials, labor, and equipment necessary for the clearing of designated area by removal and disposal of trees, snags, logs, stumps, shrubs, and rubbish as needed to prepare sites for; excavation fill material and auxiliary spillways, and site preparation for embankments as directed by the Contracting Officer’s Technical Representative.
(2) Disposal of trees, snags, logs, stumps, shrubs, and rubbish will be on site in piles at locations to be designated in the field by the Contracting Officer’s Technical Representative.
(3) This item also consists furnishing all materials, labor, and equipment necessary for the removal and disposal of Turf Reinforcement Matting in the designated area to the limits identified on the drawings.
(4) Disposal of Turf Reinforcement Matting shall be by Method 2.
(5) Measurement and Payment shall be by Method 2.
Construction Specification 205 PAM Application
1. Scope
The work consists of furnishing and applying anionic Polyacrylamide (PAM) on the surface of disturbed soils to minimize the production of sediment and control water erosion. PAM is to be an anionic, high molecular weight (>15 mega grams / mole) polymer.
2. Material
Granular PAM shall consist of a dry granular recycled paper cellulose impregnated with Linear Polyacrylamide (Active ingredient, PAM) with an active PAM content of no less than 1.2%. Granular PAM shall be free of foreign materials or substances that may be toxic to plant germination or growth. Granular PAM shall be placed on the soil surface with either a cyclone type broadcast seeding mechanism or pneumatic blower machine.
3. Areas to which Granular PAM is applied
PAM shall be applied to haul roads, stockpile areas, embankments, cut slopes and any other areas that have had vegetation removed. PAM shall also be applied to all areas that have been previously treated and are disturbed by construction activity.
A disturbing construction activity shall be defined as any activity that breaks the crust of the soil surface after a rainfall event that has activated the PAM.
4. Measurement and payment
Method 1
For items of work for which specific unit prices are established in the contract, the number of tons of PAM applied shall be measured to the nearest 0.1 Ton. Payment for PAM will be made at the contract unit price. Such payment will constitute full compensation for furnishing, transporting, and placing the PAM, including all labor, material, equipment, and other items necessary and incidental to the completion of the work.
Method 2 For items of work for which lump sum prices are established in the contract, payment will be prorated and provided in equal amounts on each monthly progress payment estimate. The number of months used for prorating shall be the number estimated to complete the work as outlined in the contractor's approved construction schedule. The final month's prorate amount will be provided with the final contract payment. Payment as described will constitute full compensation for completion of the work.

Compensation for any item of work described in the contract, but not listed in the bid schedule is included in the payment for the item of work to which it is made subsidiary.

5. Items of work and construction details
a. Subsidiary Item, PAM Erosion Control
(1). This item consists of furnishing and applying Granular PAM on disturbed soil surfaces to prevent erosion from rainfall events.
(2). PAM will only be applied if directed by the Contracting Officer’s Technical Representative, in lieu of Hay Mulch. Excessive application rates shall be considered wasted material and a source of pollution to be disposed of properly.
(3). Granular PAM shall be uniformly applied at the rate of 500 lbs per acre.
(4). PAM shall be applied to disturbed soil surfaces that will not be disturbed within the next 14 days and as directed by the engineer in anticipation of rainfall.
(5). PAM treated surfaces do not require additional treatment unless disturbed by construction activity.
(6). The final PAM application shall be after vegetation has been planted and fertilizer has been properly applied.
(7). No separate payment will be made for PAM Erosion Control.
Compensation for this item will be included in the payment for Bid Item 9, Vegetative Treatment.
211. EXCAVATION
The work shall consist of the excavation required by the drawings and specifications and disposal of the excavated materials.
2. CLASSIFICATION
Excavation shall include all materials encountered regardless of their nature or the manner in which they are removed.
3. BLASTING
The transportation, handling, storage, and use of dynamite and other explosives shall be directed and supervised by a person of proven experience and ability in blasting operations.
Blasting shall be done in such a way as to prevent damage to the work or unnecessary fracturing of the foundation and shall conform to any special requirements in Section 11 of this specification.
4. USE OF EXCAVATED MATERIALS
To the extent they are needed, all suitable materials from the specified excavations shall be used in the construction of required permanent earthfill or rockfill. The suitability of materials for specific purposes will be determined by the contracting officer representative. The contractor shall not waste or otherwise dispose of suitable excavated materials.
5. DISPOSAL OF WASTE MATERIALS
All surplus or unsuitable excavated materials will be designated as waste and shall be disposed of at the locations shown on the drawings.
6. BRACING AND SHORING
Excavated surfaces too steep to be safe and stable if unsupported shall be supported as necessary to safeguard the work and workmen, to prevent sliding or settling of the adjacent ground, and to avoid damaging existing improvements. The width of the excavation shall be increased if necessary to provide space for sheeting, bracing, shoring, and other supporting installations. The contractor shall furnish, place, and subsequently remove such supporting installations.
7. STRUCTURE AND TRENCH EXCAVATION
Structure or trench excavation shall be completed to the specified elevations and to sufficient length and width to include allowance for forms, bracing and supports, as necessary, before any concrete or earthfill is placed or any piles are driven within the limits of the excavation.

8. BORROW EXCAVATION
When the quantities of suitable materials obtained from specified excavations are insufficient to construct the specified fills, additional materials shall be obtained from the designated borrow areas. The extent and depth of borrow pits within the limits of the designated borrow areas shall be as directed by the contracting officer’s representative.
Borrow pits shall be excavated and finally dressed in a manner to eliminate steep or unstable side slopes or other hazardous or unsightly conditions.
9. OVEREXCAVATION
Excavation in rock beyond the specified lines and grades shall be corrected by filling the resulting voids with portland cement concrete made of materials and mix proportions approved by the contracting officer representative. Concrete that will be exposed to the atmosphere when construction is completed shall contain not less than 6 sacks of cement per cubic yard of concrete.
Concrete that will be permanently covered shall contain not less than 4 1/2 sacks of cement per cubic yard. The concrete shall be placed and cured as specified by the contracting officer’s representative.
Excavation in earth beyond the specified lines and grades shall be corrected by filling the resulting voids with approved compacted earthfill, except that, if the earth is to become the subgrade for riprap, rockfill, sand or gravel bedding, or drainfill, the voids may be filled with material conforming to the specifications for the riprap, rockfill, bedding, or drainfill.
10. MEASUREMENT AND PAYMENT
For items of work for which specific unit prices are established in the contract, the volume of each type of excavation within the specified pay limits will be measured and computed to the nearest cubic yard by the method of average cross-sectional end areas. Regardless of quantities excavated, the measurement for payment will be made to the specified pay limits, except that excavation outside the specified lines and grades directed by the contracting officer representative to remove unsuitable material will be included. Excavation required because unsuitable conditions result from the contractor's improper construction operations, as determined by the contracting officer, will not be included for measurement and payment.
The pay limits shall be defined as follows:
a. The upper limit shall be the original ground surface as it existed prior to the start of construction operations except that where excavation is performed within areas designated for previous excavation or fill. In areas of previous excavation or fill, the upper limit shall be the modified ground surface resulting from the specified previous excavation or fill.
b. The lower and lateral limits shall be the neat lines and grades shown on the drawings.
Payment for each type of excavation will be made at the contract unit price for that type of excavation. Such payment will constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to the performance of the work, except that extra payment for backfilling overexcavation will be made in accordance with the following provisions:

Payment for backfilling overexcavation, as specified in Section 9 of this specification, will be made only if the excavation outside specified lines and grades is directed by the contracting officer representative to remove unsuitable material and if the unsuitable condition is not a result of the contractor's improper construction operations as determined by the contracting officer.

(1) This item consists of the excavation of an auxiliary spillway to the lines and grades as shown on the drawings or as staked in the field. The excavated material is to be placed back into the new wetland embankment along the east side of Unit 1.
(2) All work is to be Lump Sum under this Bid Item.
b. Bid Item 6, Excavation, Construct Auxiliary Spillway – Unit 2
(1) This item consists of the excavation of an auxiliary spillway to the lines and grades as shown on the drawings or as staked in the field. The excavated material is to be placed back into the new wetland embankment along the east side of Unit 2.
c. Bid Item 7, Excavation, Outlet Channel
(1) This item consists of the excavation of an outlet channel. The excavated material will be placed on the downstream side of the channel to form a ridge. All excavation and spoil of excavated material will be to the lines and grades as shown on the drawings or as staked in the field.
d. Subsidiary Item, Excavation, Common, Rock Riprap
(1) This item consists of the excavation and subgrade preparation for installation of Bid Item 1, Rock Riprap and Bid Item 2, Bedding to construct a rock lined auxiliary spillway to the lines and grades as shown on the drawings or as staked in the field.
(2) This item also consists of all the excavation necessary to prepare the subgrade for the outlet channel rock reinforced section to the lines and grades as shown on the drawings or as staked in the field and to construction cutoff trenches for the outlet channel rock reinforced section to the extent and at the locations marked in the field by the Contracting Officers Representative.
(3) No separate payment will be made for Excavation, Common, Rock Riprap.
Compensation will be included in the payment for Bid Item 1, Rock Riprap – 15 inch and Bid Item 2, Bedding.

e. Subsidiary Item, Excavation, Common, WCS
(1) This item consists of the excavation of the pipe trenches needed to install the water control structure in Unit 5 to the lines and grades as shown on the drawings or as staked in the field.
(2) No separate payment will be made for Excavation, Common, WCS. Compensation will be included in the payment for Bid Item 8, Corrugated Metal Pipe 18 inch ID WCS Unit #5.
f. Subsidiary Item, Excavation of Borrow Areas
(1) This item consists of the excavation of the borrow areas as necessary for the placing of earthfill. Finished side slopes of all borrow areas will be 3:1 of flatter. Excavated depth below natural ground shall not be greater than 3 ft.
(2) A minimum 50 ft wide berm area of natural ground between the toe of the proposed embankment and the cut slope of the borrow area shall be maintained for all embankment borrow areas.
(3) Any unnatural debris that is encountered during the excavation of the borrow areas marked on the drawings shall be separated from the earthfill material. This debris shall then be buried on the job site at a location to be determined in field by the Contracting Officer Representative.
(4) No separate payment will be made for Excavation of Borrow Areas. Compensation will be included in the payment for Bid Item 10, Wetland Embankment Extension - Unit 1, Bid Item 11, Wetland Embankment Extension - Unit 2, and Bid Item 12, Wetland Embankment – Unit 5.

250. CONCRETE STRUCTURE REPAIR/MODIFICATION
The work consists of the furnishing, forming, placing, finishing and curing of concrete as required to complete the work identified on the drawings.
2. MATERIALS
Portland cement shall conform to the requirements of Material Specification 531 and shall be Type 1.
Aggregates shall conform to the requirements of Material Specification 522. The grading of coarse aggregates shall be Size No. 57, Table 2, ASTM C-33, unless otherwise approved by the engineer.
Water shall be clean and free from injurious amounts of oil, salt, acid, alkali, organic matter or other deleterious substances.
3. CONCRETE MIX DESIGN
The concrete shall contain cement, fine and coarse aggregate, and water in proportions which produces a readily workable mixture that will not segregate or exude free water during consolidation.
Cement shall be measured by weight, or commercially packed bags of 94 pounds each.
The minimum cement content for the design mix shall not be less than 6 bags per cubic yard of concrete.
Aggregates shall be measured by weight. Mix proportions shall be based on saturated, surface-dry weights.
Water shall be measured by volume or by weight. The maximum net water content shall not be more than 7 gallons per bag of cement.
Prior to placement of concrete, the contractor shall furnish a statement which indicates the source and proportion of material for the “job mix”. The statement shall include evidence that the materials and proportions will produce concrete conforming to this specification. After the job mix has been approved by the contracting officer, neither the source, character, or grading of the aggregate, nor the type or brand of cement shall be changed.

4. MIXERS AND MIXING
Redi-mix concrete shall be uniform and thoroughly mixed when delivered to the work and shall exhibit a slump of 2 to 4 inches. Variations in slump of more than 1 inch within a batch will be considered evidence of inadequate mixing and shall be corrected.
For stationary mixers, the mixing time after all cement and aggregates are in the mixer drum shall be not less than 1 1/2 minutes. When concrete is mixed in a truck mixer, the number of revolutions of the drum or blades at mixing speed shall be not less than 70 or more than 100.
No mixing water in excess of the amount called for by the job mix shall be added to the concrete during mixing or hauling or after arrival at the delivery point.
5. FORMS
Forms shall be of wood, plywood, steel or other approved material and shall be mortar tight. The forms and associated falsework shall be substantial and unyielding and shall be constructed so that the finished concrete will conform to the specified dimensions and contours. Form surfaces shall be smooth and free from holes, dents, sags or other irregularities. Forms shall be coated with a non-staining form release agent before being set into place.
Metal ties or anchorages within the forms shall be equipped with cones, she-bolts or other devices that permit their removal to a depth of at least one inch without injury to the concrete. Ties designed to break off below the surface of the concrete shall not be used without cones.
6. PREPARATION OF FORMS AND SUBGRADE
Prior to placement of concrete, the forms and subgrade shall be free of chips, sawdust, debris, water, ice, snow, extraneous oil, mortar, or other harmful substances or coatings and the temperature of all surfaces to be in contact with the new concrete shall be no colder than 400F. Any oil on the reinforcing steel or other surfaces required to be bonded to the concrete shall be removed. Rock surfaces shall be cleaned by air-water cutting, wet sandblasting or wire brush scrubbing, as necessary, and shall be wetted immediately prior to placement of concrete. Earth surfaces shall be firm and damp. Placement of concrete on mud, dried earth or uncompacted fill or frozen subgrade will not be permitted.
Items to be embedded in the concrete shall be positioned accurately and anchored firmly.
Weepholes in walls or slabs shall be formed with nonferrous materials.

7. CONVEYING
Concrete shall be delivered to the site and discharged into the forms within 1 1/2 hours after the introduction of the cement to the aggregates. In hot weather or under conditions contributing to quick stiffening of the concrete, the time between the introduction of the cement to the aggregates and discharge shall not exceed 45 minutes.
8. PLACING
Concrete shall not be placed until the subgrade, forms and steel reinforcement have been inspected and approved. No concrete shall be placed except in the presence of the engineer. The contractor shall give reasonable notice to the engineer prior to placement of concrete. Such notice shall be far enough in advance to give the engineer adequate time to inspect the subgrade, forms, steel reinforcement and other preparations for compliance with the specifications. Deficiencies are to be corrected before concrete is delivered for placing.
The concrete shall be deposited as closely as possible to its final position in the forms and shall be worked into the corners and angles of the forms and around all reinforcement and embedded items in a manner to prevent segregation of aggregates or excessive laitance.
Formed concrete shall be placed in horizontal layers not more than 20 inches thick.
Concrete shall not be dropped more than five feet vertically unless suitable equipment is used to prevent segregation. Hoppers and chutes, pipes or “elephant trunks” shall be used as necessary to prevent segregation and the splashing of mortar on the forms and reinforcing steel above the layer of being placed.
Immediately after the concrete is placed in the forms, it shall be consolidated by spading, hand tamping or vibration as necessary to insure smooth surfaces and dense concrete.
Each layer shall be consolidated to insure monolithic bond with the preceding layer.
9. REMOVAL OF FORMS
Forms shall not be removed without the approval of the engineer. Forms shall be removed in such a way as to prevent damage to the concrete. Supports shall be removed in a manner that will permit the concrete to take the stresses due to its own weight uniformly and gradually.
10. FINISHING FORMED SURFACES
Immediately after the removal of the forms:
a. All fins and irregular projections shall be removed from exposed surfaces.
b. The holes produced on all surfaces by the removal of form ties, cone-bolts, and she-bolts shall be cleaned, wetted and filled with a dry-pack mortar consisting of one part portland cement, three parts sand that will pass a No. 16 sieve, and just

sufficient water to produce a consistency such that the filling is at the point of becoming rubbery when the material is solidly packed.
11. FINISHING UNFORMED SURFACES
All exposed surfaces of the concrete shall be accurately screeded to grade and then float finished. The addition of dry cement or water to the surface of the screeded concrete to expedite finishing will not be allowed.
12. CURING
Concrete shall be prevented from drying for a curing period of at least 7 days after it is placed. Exposed surfaces shall be kept continuously moist for the entire period in such a way that the concrete surface is not eroded or otherwise changed or the concrete may be coated with the approved curing compound in lieu of continued application of moisture.
The compound shall be sprayed on the moist concrete surfaces as soon as free water has disappeared, but shall not be applied to any surface until patching, repairs and finishing of that surface is completed. The compound shall be applied at a uniform rate of not less than one gallon per 150 square feet of surface and shall form a continuous adherent membrane over the entire surface. Curing compound shall be thoroughly mixed before applying and continuously agitated during application. Curing compound shall not be applied to surfaces requiring bond to subsequently placed concrete.
13. REMOVAL AND REPLACEMENT OR REPAIR
When concrete is honeycombed, damaged or otherwise defective, the contractor shall remove and replace the structure or structural member containing the defective concrete or, where feasible, correct or repair the defective parts. The contracting officer will determine the required extent of removal, replacement or repair.
14. CONCRETING IN COLD WEATHER
Concrete shall not be mixed nor placed when the daily minimum atmospheric temperature is less than 400F unless facilities are provided to prevent the concrete from freezing. The use of accelerators or antifreeze compounds will not be allowed.
15. CONCRETING IN HOT WEATHER
The contractor shall apply effective means to maintain the temperature of the concrete below 900F during mixing, conveying and placing.

16. MEASURING AND PAYMENT
For items of work for which specific unit prices are established in the contract, concrete will be measured to the neat lines shown on the drawings and the volume of concrete will be computed to the nearest 0.1 cubic yard. Measurement of concrete placed against the sides of an excavation without the use of intervening forms will be made only to the neat lines or pay limits shown on the drawings. No deduction in volume will be made for chamfers, rounded or beveled edges or for any void or embedded item that is less than 3 cubic feet in volume.
Payment for each item of concrete or minor structures will be made at the contract unit price or the contract lump sum, whichever is applicable, for that item. Such payment will constitute full compensation for all labor, materials, equipment, transportation, tools, forms, falsework, bracing and all other items necessary and incidental to the completion of the work, except items listed for payment elsewhere in the contract.
Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 17 of this specification.

17. ITEMS OF WORK AND CONSTRUCTION DETAILS
a. Subsidiary Item, Concrete
(1) This item consists of the furnishing, forming, placing, finishing and curing of concrete as required to complete the Water Control Structures and Inlet Trash Guards as identified on the drawings.
(2) No separate payment will be made for Concrete. Compensation will be included in the payment for Bid Item 8, Corrugated Metal Pipe 18 inch ID WCS Unit #5.
251. CORRUGATED METAL PIPE CONDUITS
The work shall consist of furnishing and placing circular, arched or elliptical corrugated metal pipe and the necessary fittings.
2. MATERIALS
Pipe shall be metallic zinc-coated, aluminum-coated, or aluminum-zinc alloy-coated corrugated steel pipe and fittings conforming to the requirements of ASTM A 742, A 760, A 761, A 762, A 849, A 875, A 885, and A 929 for the specified type, class, fabrication of pipe and coating or as otherwise specified in Section 9 of this specification.
Any special coating in addition to metallic coatings shall be described in Section 9 of this specification. When specified, special coating requirements shall refer equally to both the inside and outside pipe surfaces.
3. COUPLING BANDS AND HARDWARE
Pipe joint coupling bands shall be provided meeting the requirements shown on the drawings or as otherwise specified in Section 9 of this specification.
Hardware consisting of coupling bands and band-fastening devices such as connecting bolts, rods, lugs and angles used in conjunction with zinc-coated iron or steel pipe shall be galvanized by the hot-dip method. Hardware used in conjunction with aluminum pipe and aluminum or aluminum-zinc alloy-coated iron and steel pipe shall be of the same material as the pipe except that hot-dip galvanized or cadmium-plated fasteners may be used. The surface of all band-fastening devices for pipe specified with bituminous or polymer coating shall be coated with asphalt-mastic materials meeting the requirements of ASTM A 849. The coupling band shall be coated similar to that specified for the pipe unless otherwise specified in Section 9 of this specification.
Coupling bands shall be installed to provide straight alignment of the connecting pipe ends. Unless otherwise specified in Section 9 of this specification, the band width shall be as specified in ASTM A 760 and A 762. The bands shall be positioned to overlap adjacent pipe ends equally. The coupling bands shall be corrugated to match the corrugations of the pipe section ends being connected.
4. LAYING AND BEDDING THE PIPE
Unless otherwise specified, the pipe shall be installed in accordance with the manufacturer’s recommendations. Field welding of corrugated galvanized steel pipe will not be permitted. Unless otherwise specified, the pipe sections shall be joined with standard coupling bands.
Perforated pipe shall be laid with the perforations down and oriented symmetrically about a vertical center line. Perforations shall be clear of any obstructions at the time the pipe is laid.

5. HANDLING THE PIPE
The contractor shall furnish such equipment as is necessary to place the pipe without damaging the pipe or coatings. The pipe shall be transported and handled in such a manner as to prevent damage to the pipe or coating.
6. REPAIR OF DAMAGED COATINGS
Any damage to the zinc coating shall be repaired by thoroughly wire brushing the damaged area, removing all loose and cracked coating, removing all dirt and greasy material with solvent and painting with two coats of one of the following paint options.
Painting options shall be selected based upon installed exposure of the pipe as determined by the engineer.
Normal exterior or interior atmospheric exposure:
a. Zinc dust - zinc oxide primer, ASTM D 790 and D 520.
b. Singles package, moisture cured urethane prime in silver metallic color.
c. Zinc-rich cold galvanized compound, brush, or aerosol application.
Submergence in water exposure:
a. Zinc dust-zinc oxide primer, ASTM D 790 and D 520.
b. Zinc dust paint, ASTM D 4146.
If the metallic coating is damaged in any individual area larger than 12 square inches, or if more than 0.2 percent of a total surface area of a length of pipe is damaged, the length will be rejected.
Breaks or scuffs in bituminous coatings that are less than 36 square inches in area shall be repaired by the application of two coats of hot asphaltic paint or a coating of cold-applied bituminous mastic. The repair coating shall be at least 0.05 inches thick after hardening and shall bond securely and permanently to the pipe. The material shall meet the physical requirements for bituminous coatings contained in ASTM A 849 and A 885. Whenever individual breaks exceed 36 square inches in area or when the total area of breaks exceeds 0.5 percent of the total surface area of the pipe, the pipe will be rejected.
Bituminous coating damaged by welding of coated pipe or pipe fittings shall be repaired as specified in this section for breaks and scuffs in bituminous coatings.

7. EMBEDMENT IN CONCRETE
Special treatment shall be provided to pipe surfaces when embedded or attached to concrete and the pipe material is aluminum or aluminum-coated and aluminum-zinc alloy-coated. Potential contact surfaces in contact with concrete and masonry surfaces shall be coated with two (2) coats of a bituminous paint of the cut-back type. Placement of the pipe shall be such that direct metal-to-metal contact with other metallic materials, such as embedded steel reinforcement or water control gates, is prevented.
8. MEASUREMENT AND PAYMENT
Method 1: For items of work for which specific unit prices are established in the contract, the quantity of each type, class, size and gauge of pipe will be determined to the nearest foot by measurement of the laid length of pipe along the crown of the pipe. Payment for each type, class, size and gauge of pipe will be made at the contract unit price for that type, class, size and gauge of pipe. Such payment will constitute full compensation for furnishing, transporting, and installing the pipe and fittings and all other items necessary and incidental to the completion of the work except items designated as “special fittings”. Payment for special fittings will be made at the contract lump sum price for special fittings (CMP).
Method 2: For items of work for which specific unit prices are established in the contract, the total length of each pipe diameter size will be determined to the nearest foot by measurement of the laid length of pipe along the crown of the pipe and the quantity determined as the product of diameter times length. Payment for each type of pipe will be made at the contract unit price for the diameter-inch-feet of pipe installed.
