CONSTRUCTION SPECIFICATION

200. MOBILIZATION/DEMOBILIZATION

1. SCOPE

The work shall consist of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract.

2. WORK ITEMS

Mobilization/demobilization shall consist of the following:

a. Premiums paid for performance and payment bonds, including coinsurance and reinsurance agreements.

b. Transportation of personnel and equipment to and from the site.

c. Establishment and disassembly/removal of offices, buildings, storage facilities, sanitary facilities, utility service, and other necessary facilities at the site not covered in specific bid items.

d. Establishment of ingress-egress routes not covered in specific bid items.

e. Other items as specified in Section 4 of this specification.

3. MEASUREMENT AND PAYMENT

For items of work for which specific lump sum prices are established in the contract, the quantity of mobilization will not be measured for payment.

Progress payments will be made only to the extent supported by invoice. If the total of such payments is less than the contract lump sum for mobilization, the unpaid balance will be included in the final contract payment. Total payment will be the lump sum contract price for mobilization, regardless of actual cost to the contractor.

Payment will not be made under this item for the purchase costs of materials having a residual value.

Payment of the lump sum contract price for mobilization will constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to completion of the work.

Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 4 of this specification

4. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction details are:

a. Bid Item 1, Mobilization

(1) This item consists of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under this contract.

(2) This item also consists of stabilizing, maintaining, and restoring the ingress-egress road. The ingress-egress road shall be restored back to a condition “as-good-as” or better than it was prior to the start of construction. Before any equipment, supplies, personnel, or any other items required for the execution of work is moved on the project area, there will be a mutual agreement between the Contracting Officer’s Technical Representative and the contractor pertaining to ingress-egress, parking area, and headquarters of the contractor on the site.

(3) The contractor shall be responsible for identifying the location of utilities prior to construction activities and shall notify the Oklahoma One-Call System at least 48 hours prior to starting work at the project site. If any unidentified utilities are encountered after work is initiated, the contractor shall discontinue work and notify the contracting officer immediately.

(4) This item shall also include the securing of any bonds or payment protection, and payment for such, as required by the Contracting Officer under the terms of this contract.

(5) Payment will be made as the work proceeds, after presentation of paid invoices and/or documentation of direct costs by the Contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for the completion of the work.

(6) Due to the Oklahoma Administrative Rule OAC 35: 30-13-3 and the Federal

Regulation 7 CFR 301.81 quarantine for imported fire ants, Solenopsis invicta, all soil moving equipment shall be properly washed and/or otherwise sanitized to remove any and all soil material from the equipment, before mobilizing to the job site(s) and demobilizing from the job site(s).

224A WATER CONTROL STRUCTURE

PREFABRICATED CONTROL VALVES AND FLAP GATES

The work shall consist of site preparation and installation of the specified prefabricated control valves and/or flap gates for the purpose of regulating the water level in shallow water impoundments for wetlands. Prefabricated structures shall conform to the requirements herein specified.

2. MATERIALS

Flap Gates

The frame shall be cast iron of flatback or spigotback design with seating surface inclined from vertical at a minimum of 2 ½ degrees to assure positive closure. The cast iron cover, with domed construction to withstand maximum seating head, shall have machined seats, and be attached to the frame in such a manner as to allow proper seating and full opening of cover.

Built in stops shall be provided to prevent the cover from rotating sufficiently to become wedged in the open position.

The linkage system shall be of the double pivoted type, attached to fixed, bronze bushed, pivot points on cover and frame. Hinge links shall be structural steel, which along with assembly hardware shall be galvanized.

Gate Valves

The gates shall be self-contained with yoke mounted bench stand operators with rising stem, or self-contained with either non-rising stem extension (NRE) or rising stem extension (RSE), or with separate stem guides and operators, in accordance with the requirements of these specifications. Specific gate design and configuration shall be as noted in gate schedule or shown on plans.

The frame and cover (slide) shall be cast iron with machined seating faces. Seating surfaces of both frame and cover shall be assembled so that maximum clearance between seating faces shall be 0.004 when in fully closed and wedged position. The frame shall be flatback or spigotback, or other special mounting configuration as specified herein or shown on the plans.

Grooves shall be cast on the vertical sides of the cover to match guide angles. The cover shall be of domed design to withstand maximum seating head as specified following:

The guide rails and head rails shall be minimum 1/4-inch thick structural steel, designed and built to withstand the total thrust of the gate slide due to water pressure and wedge action.

There shall be one adjustable cast iron wedge per side, located on the horizontal centerline of the gate. The cover wedge shall be integrally cast with the cover, while the other half of the wedging system shall be attached to the guide rail with two bolts. The wedges shall have smooth bearing surfaces and shall be adjustable to insure effective contact between gate seating surfaces.

The stem shall be cold finished steel of suitable length and ample strength for the intended service. The stem diameter shall be capable of withstanding twice the rated output of the operator at 40-pound pull, and shall be supported such that the L/r ratio for the unsupported part of the stem shall not exceed 200.

When rising stem extension is used the stem extension shall be supported such that a rigid installation shall be provided. Stem guides shall be spaced that the L/r ratio of the stem does not exceed 200.

Manual operated lifting mechanisms shall be as indicated on the plan drawings or in the gate schedule. Handwheel type lifts shall have threaded bronze lift nut to match stem. Threads shall be machine cut, acme type, and right hand unless otherwise specified.

An arrow shall be cast on the handwheel to indicate the direction of rotation to open the gate. A maximum effort of 40 pounds shall be required to operate the gate after it is unseated, based on the maximum specified head.

Combination control valve and flap gate structures

The frame ring and cover slide shall be cast iron with machined seating faces. A cast iron flap cover shall be domed construction and have machined seating faces, or have a resilient rubber seal permanently bonded in a groove and be flush with the surrounding cast iron seat face. The flap cover shall be attached to the cover slide in such a manner as to allow full opening of the cover and prevent jamming of the cover in the open waterway. Flap seat shall be inclined from the vertical a minimum of 2 ½ degrees. Flap cover hinge linkage shall be galvanized structural steel. Pivot points in flap cover and cover slide shall be bronze bushed. Hinge bolts shall be stainless steel. Assembly hardware and structural steel shall be galvanized.

There shall be one adjustable cast iron wedge per side located on the horizontal centerline attached to the structural guides with a minimum of two bolts per wedge, which will provide a practical degree of water tightness between the frame ring and cover slide seating face.

The stem and lift operating mechanism shall consist of a solid round lifting stem, supported so that the slenderness ratio will not exceed 200 (l/r=200) and shall be operated by a lifting device mounted on the head rail or other separate structure. The handwheel or crank type lift will be sized to allow operation of the gate with a 40-pound pull under the maximum operating head.

The lift nut shall be bronze, threaded to match the stem. Threads shall be of the single lead, stub acme type.

Stainless steel shall be used on the rails, links, yoke, stem, and all assembly hardware and fasteners.

3. MEASUREMENT AND PAYMENT

For items of work for which specific unit prices are established in the contract, the number of each size of satisfactorily installed structures will be counted. Payment for the structures will be made at the contract unit price for each size structure satisfactorily installed. Such payment will constitute full compensation for all labor, materials, and equipment including site preparation and incidental earthwork required for installation.

4. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction detail

a. Subsidiary Item, Flap Gate

(1) This item consists of furnishing, assembling, and installing the prefabricated flap gate as specified in the drawings.

(2) Links and bolts shall be stainless steel. The seating face will be bronze.

(3) No separate payment will be made for Flap Gate. Compensation will be included in the payment for Bid Item 4, Corrugated Metal Pipe.

245. THREE-DIMENSIONAL GEOSYNTHETIC TURF REINFORCEMENT

The work shall consist of furnishing labor, equipment, materials, and installing three-dimensional geosynthetic turf reinforcement matrix on the designated areas.

2. MATERIALS

a. Three-dimensional geosynthetic:

(1) The geosynthetic matrix may consist of synthetic fibers including but not limited to nylon, polyolefin, polypropylene, and polyvinyl chloride.

(2) Ultraviolet light resistance as measured in accordance with ASTM D-4355 shall be 80% minimum at 1,000 hours.

(3) Initial thickness of the matrix shall be a minimum of 0.50 inches as measured in accordance with ASTM D-1777.

(4) Resiliency as a percent of the original thickness retained after 3 cycles of a

100 psi load for 60 seconds followed by 60 seconds without a load shall be 80% minimum. The final thickness shall be measured 30 minutes after the final load is removed in accordance with ASTM D-1777.

(5) The minimum mass per unit area of the geosynthetic matrix shall be 11.0 oz/sy as measured in accordance with ASTM D-5261.

(6) Requirements for tensile strength, tensile elongation, roll widths and other characteristics if any, are identified in Section 9 of this specification.

b. Fasteners for Anchoring

Staples for anchoring the matrix shall be made of steel wire, not smaller than 11 gauge, bent u-shaped with a throat width of 1 to 2 inches, and with a driving depth of not less than 8 inches. If wooden hubs are used for anchoring, they shall be a minimum of 10 inches long and tapered with a minimum top cross-sectional area of 2.5 square inches.

3. STORAGE

Prior to use, the geosynthetic shall be stored in a clean dry place, out of direct sunlight, not subject to extremes of either hot or cold, and with the manufacturer’s protective cover in place. Receiving, storage, and handling at the job site shall be in accordance with the requirements of ASTM D-4873.

4. SURFACE PREPARATION

Prior to placement of the geosynthetic, the soil surface will be inspected for quality assurance of design grades and slopes. All stones, clods, roots, debris, or other materials over 1 1/2 inches in size shall be removed before placement. Immediately prior to placement, the surface shall be free of muddy conditions and standing or flowing water.

5. ANCHORAGE

Both ends of each roll of the matrix will be installed in a check slot a minimum of 1 foot deep. On cut or fill slopes, check slots a minimum of 6 inches deep shall be installed at intervals of not more than 100 feet of slope length. When used in channel or waterway applications, check slots a minimum of 6 inches deep, shall be installed at intervals of not more than 75 feet. Depending on soil erodibility and slope steepness, check slots may be spaced closer as specified in Section 9. The longitudinal edge of the matrix shall be installed in a check slot a minimum of 4 inches deep. The matrix shall be anchored in all check slots as recommended by the manufacturer.

6. PLACEMENT

Placement shall begin at the downstream end of the project area and proceed upstream.

The geosynthetic shall be unrolled along the placement area and loosely laid (not stretched) in such a manner that it will conform to the prepared surface. The matrix shall be installed into the check slots specified above and soil shall be placed and tamped to fill the trenches without damaging the matrix.

Adjacent rolls shall overlap the minimum distance recommended by the manufacturer for the specified project supplied, but not less than 3 inches. Roll ends shall overlap the minimum distance recommended by the manufacturer for the specified project supplies, but not less than 1 foot.

The up-slope or upstream ends of geosynthetic matrix shall overlap the abutting down-slope matrix. Fasteners for anchoring shall then be placed at the intervals recommended by the manufacturer. Should the geosynthetic matrix be torn or punctured, repair patching shall be in accordance with the manufacturer’s recommendations.

7. BACKFILLING

After placement and anchoring, the geosynthetic matrix shall be filled with topsoil or other suitable soil as specified in Section 9. Soil shall be spread and hand raked as necessary to fill all voids under and within the geosynthetic matrix. Approximately 1 inch to 2 inches of additional soil shall be placed on top of the matrix to fill any voids that may develop due to settlement or erosion prior to final seeding and mulching operations.

Soil within and on top of the matrix shall not be compacted with heavy mechanized equipment, but shall be lightly raked, tamped and rolled with manually controlled equipment so as not to permanently deform or damage the three-dimensional characteristics of the matrix or permanently reduce the specified minimum thickness.

8. MEASUREMENT AND PAYMENT

The actual area upon which the three-dimensional geosynthetic turf reinforcement is placed as specified will be measured to the nearest square yard. Additional geosynthetic matrix required for anchoring trenches, erosion stop trenches, seams, overlaps, and repair patches will not be measured. Payment will be made to the nearest square yard. Such payment will constitute full compensation for all materials, labor, equipment, and incidentals necessary for the installation of the three-dimensional geosynthetic turf reinforcement as specified.

Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 9 of this specification.

9. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction details are:

a. Bid Item 3, Geosynthetic Turf Reinforcement Matting

(1) This item consists of furnishing labor, equipment, and materials, and installing three-dimensional geosynthetic turf reinforcement matting as designated on the drawings according to manufacturers’ recommendations.

(2) Section 2a Materials. Materials shall be as specified below:

(a) Matrix shall consist of 100% Coconut Fiber (0.50 lb./sq. yd.). Matrix is to be installed between the bottom and mid-netting.

(b) Top netting shall consist of UV Stabilized Polypropolene (8.00 lbs./1000 sq. ft.) with 0.50 inch X 0.50 inch openings.

(c) Mid netting shall consist of corrugated UV Stabilized Polypropolene

(24 lbs./1000 sq. ft) with 0.50 inch X 0.50 inch openings.

(d) Bottom netting shall consist of UV Stabilized Polypropolene (8.00 lbs./1000 sq. ft.) with 0.50 inch X 0.50 inch openings.

(3) Anchoring and stapling shall be according to manufacturers’ recommendations. Staple patterns shall be clearly marked on the matting with environmentally safe paint.

(4) Surface preparation (Section 4) shall also include all fertilizer and vegetative treatment. The finished grade shall be scarified to a depth of 2 inches and a 1-2 inch layer of top soil shall be incorporated to provide a firm seedbed. A vegetative treatment shall be applied prior to installation of matting.

(5) Backfill (Section 7). No backfill shall be applied to the top of the installed mat.

(6) Measurement and payment shall be as described in Section 8 of this specification.

(7) Items of work subsidiary to this bid item are:

a. Wetland Embankment Repair, Construction Spec 723

b. Mulch Sod, Construction Spec 271

250. CONCRETE STRUCTURE REPAIR/MODIFICATION

The work consists of the furnishing, forming, placing, finishing and curing of concrete as required to complete the work identified on the drawings.

2. MATERIALS

Portland cement shall conform to the requirements of Material Specification 531 and shall be Type 1.

Aggregates shall conform to the requirements of Material Specification 522. The grading of coarse aggregates shall be Size No. 57, Table 2, ASTM C-33, unless otherwise approved by the engineer.

Water shall be clean and free from injurious amounts of oil, salt, acid, alkali, organic matter or other deleterious substances.

3. CONCRETE MIX DESIGN

The concrete shall contain cement, fine and coarse aggregate, and water in proportions which produces a readily workable mixture that will not segregate or exude free water during consolidation.

Cement shall be measured by weight, or commercially packed bags of 94 pounds each.

The minimum cement content for the design mix shall not be less than 6 bags per cubic yard of concrete.

Aggregates shall be measured by weight. Mix proportions shall be based on saturated, surface-dry weights.

Water shall be measured by volume or by weight. The maximum net water content shall not be more than 7 gallons per bag of cement.

Prior to placement of concrete, the contractor shall furnish a statement which indicates the source and proportion of material for the “job mix”. The statement shall include evidence that the materials and proportions will produce concrete conforming to this specification. After the job mix has been approved by the contracting officer, neither the source, character, or grading of the aggregate, nor the type or brand of cement shall be changed.

4. MIXERS AND MIXING

Redi-mix concrete shall be uniform and thoroughly mixed when delivered to the work and shall exhibit a slump of 2 to 4 inches. Variations in slump of more than 1 inch within a batch will be considered evidence of inadequate mixing and shall be corrected.

For stationary mixers, the mixing time after all cement and aggregates are in the mixer drum shall be not less than 1 1/2 minutes. When concrete is mixed in a truck mixer, the number of revolutions of the drum or blades at mixing speed shall be not less than 70 or more than 100.

No mixing water in excess of the amount called for by the job mix shall be added to the concrete during mixing or hauling or after arrival at the delivery point.

5. FORMS

Forms shall be of wood, plywood, steel or other approved material and shall be mortar tight. The forms and associated falsework shall be substantial and unyielding and shall be constructed so that the finished concrete will conform to the specified dimensions and contours. Form surfaces shall be smooth and free from holes, dents, sags or other irregularities. Forms shall be coated with a non-staining form release agent before being set into place.

Metal ties or anchorages within the forms shall be equipped with cones, she-bolts or other devices that permit their removal to a depth of at least one inch without injury to the concrete. Ties designed to break off below the surface of the concrete shall not be used without cones.

6. PREPARATION OF FORMS AND SUBGRADE

Prior to placement of concrete, the forms and subgrade shall be free of chips, sawdust, debris, water, ice, snow, extraneous oil, mortar, or other harmful substances or coatings and the temperature of all surfaces to be in contact with the new concrete shall be no colder than 400F. Any oil on the reinforcing steel or other surfaces required to be bonded to the concrete shall be removed. Rock surfaces shall be cleaned by air-water cutting, wet sandblasting or wire brush scrubbing, as necessary, and shall be wetted immediately prior to placement of concrete. Earth surfaces shall be firm and damp. Placement of concrete on mud, dried earth or uncompacted fill or frozen subgrade will not be permitted.

Items to be embedded in the concrete shall be positioned accurately and anchored firmly.

Weepholes in walls or slabs shall be formed with nonferrous materials.

7. CONVEYING

Concrete shall be delivered to the site and discharged into the forms within 1 1/2 hours after the introduction of the cement to the aggregates. In hot weather or under conditions contributing to quick stiffening of the concrete, the time between the introduction of the cement to the aggregates and discharge shall not exceed 45 minutes.

8. PLACING

Concrete shall not be placed until the subgrade, forms and steel reinforcement have been inspected and approved. No concrete shall be placed except in the presence of the engineer. The contractor shall give reasonable notice to the engineer prior to placement of concrete. Such notice shall be far enough in advance to give the engineer adequate time to inspect the subgrade, forms, steel reinforcement and other preparations for compliance with the specifications. Deficiencies are to be corrected before concrete is delivered for placing.

The concrete shall be deposited as closely as possible to its final position in the forms and shall be worked into the corners and angles of the forms and around all reinforcement and embedded items in a manner to prevent segregation of aggregates or excessive laitance.

Formed concrete shall be placed in horizontal layers not more than 20 inches thick.

Concrete shall not be dropped more than five feet vertically unless suitable equipment is used to prevent segregation. Hoppers and chutes, pipes or “elephant trunks” shall be used as necessary to prevent segregation and the splashing of mortar on the forms and reinforcing steel above the layer of being placed.

Immediately after the concrete is placed in the forms, it shall be consolidated by spading, hand tamping or vibration as necessary to insure smooth surfaces and dense concrete.

Each layer shall be consolidated to insure monolithic bond with the preceding layer.

9. REMOVAL OF FORMS

Forms shall not be removed without the approval of the engineer. Forms shall be removed in such a way as to prevent damage to the concrete. Supports shall be removed in a manner that will permit the concrete to take the stresses due to its own weight uniformly and gradually.

10. FINISHING FORMED SURFACES

Immediately after the removal of the forms:

a. All fins and irregular projections shall be removed from exposed surfaces.

b. The holes produced on all surfaces by the removal of form ties, cone-bolts, and she-bolts shall be cleaned, wetted and filled with a dry-pack mortar consisting of one part portland cement, three parts sand that will pass a No. 16 sieve, and just

sufficient water to produce a consistency such that the filling is at the point of becoming rubbery when the material is solidly packed.

11. FINISHING UNFORMED SURFACES

All exposed surfaces of the concrete shall be accurately screeded to grade and then float finished. The addition of dry cement or water to the surface of the screeded concrete to expedite finishing will not be allowed.

12. CURING

Concrete shall be prevented from drying for a curing period of at least 7 days after it is placed. Exposed surfaces shall be kept continuously moist for the entire period in such a way that the concrete surface is not eroded or otherwise changed or the concrete may be coated with the approved curing compound in lieu of continued application of moisture.

The compound shall be sprayed on the moist concrete surfaces as soon as free water has disappeared, but shall not be applied to any surface until patching, repairs and finishing of that surface is completed. The compound shall be applied at a uniform rate of not less than one gallon per 150 square feet of surface and shall form a continuous adherent membrane over the entire surface. Curing compound shall be thoroughly mixed before applying and continuously agitated during application. Curing compound shall not be applied to surfaces requiring bond to subsequently placed concrete.

13. REMOVAL AND REPLACEMENT OR REPAIR

When concrete is honeycombed, damaged or otherwise defective, the contractor shall remove and replace the structure or structural member containing the defective concrete or, where feasible, correct or repair the defective parts. The contracting officer will determine the required extent of removal, replacement or repair.

14. CONCRETING IN COLD WEATHER

Concrete shall not be mixed nor placed when the daily minimum atmospheric temperature is less than 400F unless facilities are provided to prevent the concrete from freezing. The use of accelerators or antifreeze compounds will not be allowed.

15. CONCRETING IN HOT WEATHER

The contractor shall apply effective means to maintain the temperature of the concrete below 900F during mixing, conveying and placing.

16. MEASURING AND PAYMENT

For items of work for which specific unit prices are established in the contract, concrete will be measured to the neat lines shown on the drawings and the volume of concrete will be computed to the nearest 0.1 cubic yard. Measurement of concrete placed against the sides of an excavation without the use of intervening forms will be made only to the neat lines or pay limits shown on the drawings. No deduction in volume will be made for chamfers, rounded or beveled edges or for any void or embedded item that is less than 3 cubic feet in volume.

Payment for each item of concrete or minor structures will be made at the contract unit price or the contract lump sum, whichever is applicable, for that item. Such payment will constitute full compensation for all labor, materials, equipment, transportation, tools, forms, falsework, bracing and all other items necessary and incidental to the completion of the work, except items listed for payment elsewhere in the contract.

Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 17 of this specification.

17. ITEMS OF WORK AND CONSTRUCTION DETAILS

a. Subsidiary Item, Concrete

(1) This item consists of the furnishing, forming, placing, finishing and curing of concrete as required to complete the Outlet Trash Guard for WCS #2 as identified on the drawings.

(2) No separate payment will be made for Concrete. Compensation will be included in the payment for Bid Item 5, WCS #2, Pipe Repair with Installation of Outlet Trash Guard.

251. CORRUGATED METAL PIPE CONDUITS

The work shall consist of furnishing and placing circular, arched or elliptical corrugated metal pipe and the necessary fittings.

Pipe shall be metallic zinc-coated, aluminum-coated, or aluminum-zinc alloy-coated corrugated steel pipe and fittings conforming to the requirements of ASTM A 742, A 760, A 761, A 762, A 849, A 875, A 885, and A 929 for the specified type, class, fabrication of pipe and coating or as otherwise specified in Section 9 of this specification.

Any special coating in addition to metallic coatings shall be described in Section 9 of this specification. When specified, special coating requirements shall refer equally to both the inside and outside pipe surfaces.

3. COUPLING BANDS AND HARDWARE

Pipe joint coupling bands shall be provided meeting the requirements shown on the drawings or as otherwise specified in Section 9 of this specification.

Hardware consisting of coupling bands and band-fastening devices such as connecting bolts, rods, lugs and angles used in conjunction with zinc-coated iron or steel pipe shall be galvanized by the hot-dip method. Hardware used in conjunction with aluminum pipe and aluminum or aluminum-zinc alloy-coated iron and steel pipe shall be of the same material as the pipe except that hot-dip galvanized or cadmium-plated fasteners may be used. The surface of all band-fastening devices for pipe specified with bituminous or polymer coating shall be coated with asphalt-mastic materials meeting the requirements of ASTM A 849. The coupling band shall be coated similar to that specified for the pipe unless otherwise specified in Section 9 of this specification.

Coupling bands shall be installed to provide straight alignment of the connecting pipe ends. Unless otherwise specified in Section 9 of this specification, the band width shall be as specified in ASTM A 760 and A 762. The bands shall be positioned to overlap adjacent pipe ends equally. The coupling bands shall be corrugated to match the corrugations of the pipe section ends being connected.

4. LAYING AND BEDDING THE PIPE

Unless otherwise specified, the pipe shall be installed in accordance with the manufacturer’s recommendations. Field welding of corrugated galvanized steel pipe will not be permitted. Unless otherwise specified, the pipe sections shall be joined with standard coupling bands.

Perforated pipe shall be laid with the perforations down and oriented symmetrically about a vertical center line. Perforations shall be clear of any obstructions at the time the pipe is laid.

5. HANDLING THE PIPE

The contractor shall furnish such equipment as is necessary to place the pipe without damaging the pipe or coatings. The pipe shall be transported and handled in such a manner as to prevent damage to the pipe or coating.

6. REPAIR OF DAMAGED COATINGS

Any damage to the zinc coating shall be repaired by thoroughly wire brushing the damaged area, removing all loose and cracked coating, removing all dirt and greasy material with solvent and painting with two coats of one of the following paint options.

Painting options shall be selected based upon installed exposure of the pipe as determined by the engineer.

Normal exterior or interior atmospheric exposure:

a. Zinc dust - zinc oxide primer, ASTM D 790 and D 520.

b. Singles package, moisture cured urethane prime in silver metallic color.

c. Zinc-rich cold galvanized compound, brush, or aerosol application.

Submergence in water exposure:

a. Zinc dust-zinc oxide primer, ASTM D 790 and D 520.

b. Zinc dust paint, ASTM D 4146.

If the metallic coating is damaged in any individual area larger than 12 square inches, or if more than 0.2 percent of a total surface area of a length of pipe is damaged, the length will be rejected.

Breaks or scuffs in bituminous coatings that are less than 36 square inches in area shall be repaired by the application of two coats of hot asphaltic paint or a coating of cold-applied bituminous mastic. The repair coating shall be at least 0.05 inches thick after hardening and shall bond securely and permanently to the pipe. The material shall meet the physical requirements for bituminous coatings contained in ASTM A 849 and A 885. Whenever individual breaks exceed 36 square inches in area or when the total area of breaks exceeds 0.5 percent of the total surface area of the pipe, the pipe will be rejected.

Bituminous coating damaged by welding of coated pipe or pipe fittings shall be repaired as specified in this section for breaks and scuffs in bituminous coatings.

7. EMBEDMENT IN CONCRETE

Special treatment shall be provided to pipe surfaces when embedded or attached to concrete and the pipe material is aluminum or aluminum-coated and aluminum-zinc alloy-coated. Potential contact surfaces in contact with concrete and masonry surfaces shall be coated with two (2) coats of a bituminous paint of the cut-back type. Placement of the pipe shall be such that direct metal-to-metal contact with other metallic materials, such as embedded steel reinforcement or water control gates, is prevented.

8. MEASUREMENT AND PAYMENT

Method 1: For items of work for which specific unit prices are established in the contract, the quantity of each type, class, size and gauge of pipe will be determined to the nearest foot by measurement of the laid length of pipe along the crown of the pipe. Payment for each type, class, size and gauge of pipe will be made at the contract unit price for that type, class, size and gauge of pipe. Such payment will constitute full compensation for furnishing, transporting, and installing the pipe and fittings and all other items necessary and incidental to the completion of the work except items designated as “special fittings”. Payment for special fittings will be made at the contract lump sum price for special fittings (CMP).

Method 2: For items of work for which specific unit prices are established in the contract, the total length of each pipe diameter size will be determined to the nearest foot by measurement of the laid length of pipe along the crown of the pipe and the quantity determined as the product of diameter times length. Payment for each type of pipe will be made at the contract unit price for the diameter-inch-feet of pipe installed. Such payment will constitute full compensation for furnishing, transporting, and installing the pipe, including coupling bands, and all other items necessary and incidental to the completion of the work except items designated as “special fittings”. Payment for special fittings will be made at the contract lump sum price for the special fittings (CMP).

Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in section 9 of this specification.

9. ITEMS OF WORK AND CONSTRUCTION DETAILS

a. Bid Item 4, Corrugated Metal Pipe, 18” ID, Barrel, with flap gate

(1) This item consists of furnishing and installing the pipe, flap gate, and appurtenances to the limits identified on the drawings.

(2) CM Pipe shall meet material specification 551, Type 1 helical corrugations, Aluminized, Type 2 (ASTM 910).

(3) Field joints shall be watertight flanged connections for pipe diameters up to 30”.

Larger pipe diameters shall have watertight coupling bands with annular corrugations and gaskets.

(4) Pipe bedding shall conform to Earthfill Requirements around Metal Conduits –

Construction Specification 723.

(5) Measurement and Payment will be by Method 1. The pipe will be measured along its entire length to the nearest foot.

(6) Items of work subsidiary to this bid item are:

(a) Flap Gate – Construction Specification 224a.

b. Bid Item 5, WCS #2, Pipe Repair with Installation of Outlet Trash Guard

(1) This item consists of re-installing WCS #2 and appurtenances to the limits identified on the drawings. This item will also consist of furnishing and installing the outlet trash guard, as shown on drawings, and any necessary debris removal to re-install the pipe.

(2) Measurement and payment shall be Lump Sum.

(3) Items of work subsidiary to this bid item are:

a. Concrete – Construction Spec 250

VEGETATIVE SPECIFICATION

271. BERMUDAGRASS MULCH SOD

The work shall consist of furnishing and placing bermudagrass mulch sod on designated areas.

2. MATERIALS

Bermudagrass mulch sod shall consist of fertile, loamy textured (less than 70 percent sand) topsoil containing a sufficient quantity of bermudagrass rhizomes of any adapted variety to form a uniform stand of plants on emergence. The rootstock shall be viable and the grass vigorous as indicated by well formed, deeply rooted, thick rootstock. At least 70 percent of the plants in the sod shall be bermudagrass. The proportion of soil in the soil-grass mixture shall be sufficient to protect the grass roots from the drying action of the sun after placing, spreading, and compaction. The contractor shall provide the contracting officer representative free access to the source for the purpose of inspection.

Fertilizer shall be a 1-1-1 ratio in a pelleted form and uniformly mixed. Labeling or analysis records shall be in accordance with the Oklahoma Fertilizer Law. Where fertilizer is furnished from bulk storage, the contractor shall furnish a supplier's certification of analysis and weight.

3. HARVESTING REQUIREMENTS

Top growth greater than 2 inches shall be removed from the area from which the mulch sod is harvested. The mulch sod source shall be moist to the depth the rootstock is to be removed. Before harvesting the rootstock, the sod shall be disked in two directions until the grass is thoroughly cut up and well mixed with the topsoil to a depth of 4 to 8 inches. Disking shall be done when the soil is moist, friable and not frozen. The mulch sod shall be kept moist until placed.

4. SITE PREPARATION

Prior to placing the mulch sod, the area shall be tilled to a minimum depth of four inches to prepare a smooth firm seedbed of good tilth, and without any clods that would limit the planting operation.

Where soil moisture cannot be detected by looking, the area to be sodded shall be moistened to a depth of 4" before the mulch sod is placed.

Fertilizer shall be uniformly applied at a rate not less than 40 pounds of nitrogen, 40 pounds of phosphate (P2O5), and 40 pounds of potash (K2O) per acre.

5. PLACEMENT

The mulch sod shall be placed within 30 hours of the time it was first disked and mixed at the source site and spread uniformly on the area to be treated to a thickness of 4 inches. The sod shall be firmed. The interval of time between spreading and firming shall not exceed 4 hours. Following placement of the mulch sod, water shall be applied the same day at the rate of 3 to 4 gallons per square yard. When finished, the planting area shall be smooth, free from stones, woody roots, or other undesirable matter that would hamper grass growth or maintenance operations.

6. MEASUREMENT AND PAYMENT

For items of work for which specific unit prices are established in the contract, bermudagrass mulch sod will be measured to the nearest square yard. Payment for bermudagrass mulch sod will be made at the contract unit price. Such payment will constitute full compensation for furnishing all labor, materials, equipment, and all other items necessary and incidental to the performance of the work.

7. ITEMS OF WORK AND CONSTRUCTION DETAILS

a. Bid Item 6, Bermudagrass Mulch Sod

(1) This item consists of furnishing, fertilizing, and planting bermudagrass sod mulch to a depth of 4 inches on the finished earthfill slopes and tops of the new and existing wetland embankments, and other disturbed areas as directed by the Contracting Officer’s Representative.

(2) Sod Mulch shall be Harvested Mulch Sod.

Harvested Mulch Sod shall consist of dense, healthy uninjured live stems, runners

(stolens), and root divisions (rhizomes) of adapted bermudagrass. The contractor shall notify the Contracting Officer’s Representative of the sources of sod mulch and secure approval of the sources before harvesting and delivery to the job site. The contractor shall provide the Contracting Officer’s Representative free access to the source for the purpose of inspection.

(a) Prior to harvest the soil shall be moist, top growth greater than two inches shall be removed, and the area disked in two directions until the grass has been thoroughly cut up and mixed with the topsoil to a depth of not less than 4 inches or more than 8 inches. Sod Mulch shall be harvested within 30 hours of disking.

(3) To provide a bond between the mulch-sod and the soil, the area to be mulch sodded shall be tilled to a depth of 4 inches and fertilized at the rate of 40 pounds of nitrogen, 40 pounds of phosphate (P2O5), and 40 pounds of potash (K2O) per acre.

Fertilizer shall be placed uniformly over the area.

(4) If conditions at the site are not adequate for proper establishment of Bermudagrass

Mulch Sod in the judgment of the Contracting Officer’s Representative, then a temporary cover crop shall be planted instead of Bermudagrass Mulch Sod.

(5) Measurement and Payment shall be as specified in Section 6 of this specification.

(6) Items of work subsidiary to this bid item are:

(a) Fertilizer, Construction Specification 273.

(b) Planting Temporary Cover Crop, Construction Specification 280

273. FERTILIZING

This work consists of furnishing labor, equipment, and materials for fertilizing on designated areas.

2. MATERIALS

Fertilizer shall be pelleted.

Acceptable sources of nitrogen include:

a. ammonium sulfate - 21% nitrogen

b. ammonium nitrate - 33% nitrogen

c. urea - 45% nitrogen

Complete fertilizer shall be a 1-1-1 ratio in pelleted form and uniformly mixed. This will be 40 pounds nitrogen, 40 pounds of phosphate (P2O5), and 40 pounds of potash (K2O) per acre.

The contractor shall furnish a supplier's certification of analysis and weight.

3. APPLICATION

Fertilizer shall be applied as stated in Section 5, Construction Details. It shall be uniformly applied on the surface.

4. MEASUREMENT AND PAYMENT

For items of work for which specific unit prices are established in the contract, fertilizing will be measured to the nearest one-tenth acre. Payment for fertilizing will be made at the contract unit price. 5. ITEMS OF WORK AND CONSTRUCTION DETAILS

(1) This item consists of furnishing and fertilizing the finished earthfill slopes and tops of the new and existing wetland embankments, and other disturbed areas as directed by the Contracting Officer’s Representative. The fertilizer will be placed on the areas to be vegetated as described in the Specification 271, Bermudagrass Mulch Sod.

(2) Labeling or analysis records shall be in accordance with the Oklahoma Fertilizer Law.

Where fertilizer is furnished from bulk storage, the contractor shall furnish a supplier's certification of analysis and weight.

(3) The fertilizer shall be incorporated into the soil prior to planting or by the planting equipment, provided the fertilizer is not applied in such a manner as to be in direct contact with the sprigs.

(4) No separate payment will be made for Fertilizer. Compensation for this item will be included in the payment for Bid Item 6, Bermudagrass Mulch Sod.

276. HAY MULCH

The work shall consist of furnishing and placing hay mulch as specified on the designated areas.

2. MATERIALS

Native prairie, weeping lovegrass, small grain or introduced bluestem hay are choices that shall be used as mulch material. The hay must be of such quality that it can be well anchored to the soil.

Brittle or rotted hay, johnsongrass hay, or hay with more than a trace of annual brome and threeawn are not acceptable. Weight tickets shall be furnished at the time of delivery.

3. APPLICATION

The hay mulch shall be uniformly applied at the rate of 1 pound per square yard (4,840 pounds per acre). The mulch shall be anchored a minimum of 2 inches into the soil on the approximate contour. Disc spacing should not exceed 10 inches. A minimum of forty percent of the hay mulch shall remain on the surface after anchoring. Spreading and anchoring shall be done by hand on areas where other equipment cannot operate. Spreading and anchoring shall be done the same day as spreading.

4. MEASUREMENT AND PAYMENT

For items of work for which specific unit prices are established in the contract, hay mulch will be measured to the nearest one-tenth acre. Payment for hay mulch will be made at the contract unit price. Such payment will constitute full compensation for all labor, materials, equipment and all other items necessary and incidental to the performance of the work.

280. PLANTING TEMPORARY COVER CROP

This item shall consist of furnishing labor, equipment and materials, and furnishing and placing seed and fertilizer for planting a temporary cover crop on the designated area.

2. MATERIALS

Seed. All seed shall conform to the current labeling in accordance with the Oklahoma Seed Law.

Seedbed preparation. A smooth, firm seedbed shall be prepared without obstructions and free of competing vegetation. Seedbed preparation shall require tillage to a depth of six inches.

Fertilizer. Unless otherwise specified in Section 5, Construction Details, fertilizer shall be applied according to a current soils test based on needed production. The fertilizer shall be a 1-1-1 ratio and uniformly applied at the rate of not less than 40 pounds of nitrogen, 40 pounds of phosphate (P2O5), and 40 pounds of potash (K2O) per acre. The fertilizer shall be a commercial grade fertilizer. Labeling or analysis record shall be in accordance with the Oklahoma Fertilizer Law.

Where fertilizer is furnished from bulk storage, the contractor shall furnish a supplier's certification of analysis and weight.

Seeding operation. All seeding shall be applied uniformly to the designated area. Seed shall be firmed into the soil and be done when the soil is moist.

3. MANAGEMENT OF TEMPORARY COVER CROP

The temporary cover crop shall be managed to prevent the production of viable seed either by shredding or chemical means. Maintain a 12" stubble height. Follow label guidance on chemicals.

Weeds will be controlled during the fallow period.
