All fill materials shall be obtained from designated borrow areas.

Fill materials shall be reasonably free of sod, brush, roots, frozen material, or other perishable materials. Rocks larger than 6" will not be placed in the fill.

Topsoil shall consist of friable surface soil reasonably free of grass, roots, weeds, sticks, stones, or other foreign materials which inhibit operation of equipment used in revegetation activities.

The moisture content of the fill material shall be adequate for obtaining the required compaction. Material that is too wet shall be dried to meet this requirement, and material that is too dry shall be wetted and mixed until the requirement is met.

As a minimum, the fill material shall contain enough moisture to be able to form a ball when squeezed in the hand and will not separate when tapped with a pencil. Dry foundation materials shall have moisture applied to the top six inches to meet that required for fill material prior to placement of the first layer of fill. Uniform moisture distribution shall be obtained by disking.

3. EMBANKMENT

The foundation area shall be cleared of trees, logs, stumps, roots, brush, boulders, sod, and rubbish. Topsoil and sod shall be stripped to a depth of six inches, and stockpiled. Sod of acceptable quality will be spread on the completed embankment.

Sod found to be unsuitable for spreading on the completed embankment may remain in piles in the pool area or be uniformly spread over other disturbed areas away from the embankment. If the borrow and embankment area have standing vegetation such as crop residue or woody vegetation, that area will be prepared by removing this material. This may be accomplished by several acceptable methods. This material may be removed with a dozer and bunched or piled in an approved location for wildlife cover. The material may be removed by burning. The burning must comply with all applicable regulations and be performed with sufficient trained personnel to be accomplished safely. The material may be removed by "brush-hogging". The "brush-hogging" will be at a height not to exceed 4" and at a speed that will insure pulverizing the materials.

NRCS-OKLA 723 - 2 Fritz & Bothun - WRP

The placing and spreading of fill material shall be started at the lowest point of the foundation and the fill brought up in layers not to exceed 10 inches in thickness prior to compaction. Construction equipment shall be operated over each layer of fill to insure that the required compaction is obtained.

Fill within 2 feet and adjacent to structures, pipe conduits, and drainfill or antiseep collars shall be compacted to a density equivalent to that of the surrounding fill by hand tamping or by using manually directed power tampers or plate vibrators. Fill compacted manually shall be placed in lifts not to exceed 4 inches in thickness.

Manual compaction shall continue to a level 2 feet above the structure at which point equipment compaction may resume unless prohibited by the particular structure specification. Fill adjacent to concrete structures shall not be compacted within 24 hours of form removal.

Fill material shall be placed in uniform layers approximately 10 inches thick with the equipment routed to give the best compaction practical. Where dozer equipment is used, the material in the downstream portion of the fill shall be compacted by running the equipment lengthwise of the embankment at regular intervals. This should be done (in addition to ordinary equipment routing over the 10-inch lifts) at least once for each 20 to 30 inch lift. Other methods that will give equivalent compaction will be satisfactory. Both faces of the dam must be compacted and smooth.

Settlement Allowance - Allowance for settlement will be based on type of equipment placing the majority of the fill.

Type of Equipment Percent Fill Height Scraper-Carry All 5 Dozer 10 Terracing Machine & Motor Grader 15 Dragline-Trackhoe 20

Where practical, embankments will be curved or serpentine. Embankments shall be staked by locating centerline, toes, or reference stakes or any combination. Fills shall be written on stakes with sufficient frequency to insure understanding by the contractor. Staking will be performed by the government. The completed work shall conform to the lines, grades, and elevations shown on the drawings or as staked in the field.

4. MEASUREMENT AND PAYMENT

Method 1: For items of work for which specific unit prices are established in the contract, the volume of earth fill placed within the embankment will be measured and computed to the nearest cubic yard by the method of average cross sectional end areas. Unless otherwise specified, no deduction in volume will be made for embedded conduits and appurtenances. Payment for this item will be to the nearest cubic yard.

Method 2: For items of work for which specific lump sum prices are established in the contract, quantities of earthfill will not be measured. Payment will be made at the contract lump sum prices.

NRCS-OKLA 723 - 3 Fritz & Bothun - WRP

Payment for embankments will be made at the contract unit price using the quantities determined in method 1or 2 as specified in the contract. Such payment will constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to the performance of the work.

Items of work to be performed in conformance with this specification and construction details are:

a. Bid Item 5, Wetland Embankment Extension

(1) This item consists of performing work necessary to construct the embankment extension to the lines and grades as shown on the drawings or as staked in the field.

(2) Measurement and payment will be by Method 1.

b. Bid Item 6, Wetland Embankment Repair

(1) This item consists of performing work necessary to repair the flood damage to the embankments back to the lines and grades as shown on the drawings or as staked in the field.

(2) Measurement and payment will be by Method 2.
