Statement of Work:
1. The project, generally, consists of installation of new CAT6 network cabling, data jacks and patch panels and removal of existing cabling. Bidders shall provide the new conduit and necessary cabling materials and labor for a complete installation that meets current National Electric Code (NEC), National Fire Protection Association (NFPA) and Specification 27 10 00 requirements.

4. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, commissioning and incidentals for all elements of the work in accordance with this Statement of Work to provide an installation that is complete in every respect, properly operating, and ready for use.
5. The Contractor shall coordinate all work activities with USDA ARS Contracting
Offices, Location Representatives and Engineering Project Manager prior to beginning any work. All work shall be scheduled in a manner such that on-going research is not jeopardized. Contractor shall provide a detailed schedule of cabling installation prior to starting any work on site and all final activations need to be coordinated with the on-site Location Representative.
6. Period of performance for base bid item shall be 60 days from issuance of notice to proceed. Period of performance for optional ceiling tile removal and replacement is 21 days.
7. Submittals, including product data, test reports, and all referenced standards, etc. for all products associated with the work shall be provided to the Government for review prior to commencing any portion of the work. Basis-of-design products may be indicated in this SOW to convey a specified standard of quality, but are not to be considered a single-source specification. A detailed schedule showing each work sequence must be provided prior to commencing work. All work schedule items must also indicate submittal review dates.
8. Existing installations:
Contractor shall field verify all existing conditions affecting the intended installation.
a. Existing cabling installations must be removed after installation of new cabling is complete and operational.

9. General Demolition Notes:
An attempt has been made to identify in this SOW the existing installations that need to be disconnected and restored to accomplish the intent of this project. Contractor shall field-verify if conditions are discovered that differ from the SOW and bring to attention of the COR.
Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall disconnect and restore existing installations as needed to accommodate the new installation.
All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might impact on-going research.
Any damage caused to existing facilities shall be replaced by the contractor at no expense to owner.
Debris generated by demolition or construction activity shall be removed from the job site on the same day it is generated. Disposal shall be the responsibility of the contractor.
10. Scope of Work:
a. Install 260 CAT6 (Beldon 7851A Indoor Blue Non-Plenum Cat 6 Cable and
CommScope MGS400-112 Cat 6 Orange Data Jack or equal) data drops per the attached DFRC building floorplans (Attachment A). Install 36 CAT6 data drops per the attached DFRC wireless floorplan (Attachment C). Each drop shall consist of two data ports except where indicated on attachment D (592 total jacks). All drops will require a new box and faceplate. New installations will be a combination of surface mounted boxes and recessed. Cabling will need to be concealed using surface mounted raceway on block walls. All wireless drops need to follow installation guidelines on Attachment E and F. Bid Alternate 01:
Contractor to provide pricing to install CAT6A cabling in lieu of CAT6.
b. Communications Room Infrastructure. Contractor to provide and install the following:
i. Room 143: New 36”H x 25”D wall-mounted equipment rack (CPI or equal) on back wall. One quad outlet on back wall behind rack. Twenty-four strands armored single mode fiber with fusion spliced LC/UPC connectors to room 247 as shown on Fiber Riser Diagram (Attachment B), terminated in 1RU fiber cabinet at top of rack.
ii. Room 247: New 84” floor mounted 2-post equipment rack (CPI or equal).
Two quad outlets mounted at bottom of rack. Terminate incoming single mode fiber from rooms 143, 210 and 349 with fusion spliced LC/UPC connectors in 3RU fiber cabinet at top of rack. Original rack to be removed once new infrastructure is in place.
iii. Room 210: New 36”H x 30”D wall-mounted equipment cabinet with solid black doors (CUBE-IT plus cabinet model 11996-736 or equal), exact location on east wall to be coordinated with location point of contact.
Cabinet to include fan kit with filters (CUBE-IT part number 12804-701 or equal) and interior light (CUBE-IT part number 12803-701 or equal). One quad outlet in back of cabinet. Twenty-four strands armored single mode
- 3 -fiber with fusion spliced LC/UPC connectors to room 247 as shown on Fiber Riser Diagram (Attachment B), terminated in 1RU fiber cabinet at top of rack.
iv. Room 349: New 72”H x 25”D wall-mounted equipment rack (CPI or equal) on back wall. Two quad outlets on back wall behind rack. Twenty-four strands armored single mode fiber with fusion spliced LC/UPC connectors to room 247 as shown on Fiber Riser Diagram (Attachment B), terminated in 1RU fiber cabinet at top of rack.
v. See Rack Layout Diagram (attachment G) and CPI wall mounted rack cut sheet (attachment H). Terminate all CAT6 data cabling in 2Ru 48-port patch panels (Belden or equal). Vertical and horizontal cable managers to be provided as needed. Each rack power outlet shall be a 120V, 20A circuit with NEMA 5-20 quad outlet. Field verify rack mounting, layout and power with Location Monitor prior to final installation.
vi. New 3” conduit between rooms 143 and 247. New 3” conduit between rooms 247 and 349. After removal of abandoned cabling, new and existing conduits shall be properly fire stopped.
vii. All structured cabling systems and equipment racks shall be properly grounded.
c. New cabling to be run above ceiling grid as applicable and supported via J-hooks. Corridors without ceiling tile shall be run in existing cable tray. Existing cable trays need to be extended where applicable and any breaks in tray should be furnished. All new cabling to be installed to meet current NEC and NFPA code requirements. This includes proper support of cabling and installation of cabling in conduit when penetrating through walls. Contractor is to take care not to damage any ceiling grid during work. Any damaged ceiling tiles resulting from Contractor’s work shall be replaced at the expense of the contractor.
d. Provide fire stop to seal all interior wall penetrations. Fire stop materials shall be water-based, non-slumping, premixed type with a 3 hour rating per ASTM E814 and UL1479. 3M Model Fire Barrier CP25WB+ or approved equal.
e. Test functionality of each new drop and provide final report to location monitor, CO and EPM. Contractor shall provide spreadsheet and network/room diagram with jack numbers and associated room numbers.
f. Remove abandoned cabling and patch panels after installation of new cabling is complete and operational.
g. Bid Alternate 02: Contractor to provide pricing to remove the existing tongue in groove ceiling tile and replace with new USG Ceilings Model 76775, 2 x 2 x 3/4”, white acoustical ceiling tile panel (or approved equal) as shown on Attachment I and as listed below:
- 225, 232, 236, 244, 250, 252, 256, 266A, 270, 272, 274, 332, 334, 342, 350, 366, 368 (Office 368 currently has drop-in ceiling tile and just requires replacement of existing).
Offices 356, 370 and 372 all have existing drywall ceilings. Bid alternate pricing shall also include removal of drywall ceilings and replacement with acoustical ceiling tile panels.
11. Hours of Work/Phasing:
All cabling work in hallways to be completed first during normal business hours, 8:00 am – 4:30 pm Monday through Friday. For cabling installation within labs/offices, work can be completed during normal business hours, 8:00am – 4:30pm but must be scheduled in advance with the location. Contractor will be required to submit a
- 4 -proposed weekly schedule for all work within labs/offices/administrative space on the Wednesday of the week prior to work taking place in order for the location to make notifications to staff that will be affected. For any work requests to be completed outside normal operating hours, contractor to submit a request in writing to the CO 5 days prior to proposed work.
12. Submittals:
Where “Basis of Design” is indicated in the specification of equipment, material or installation; the Owner shall approve all alternate equipment, materials, manufacturers or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items. Owner’s decision is final.
Submit electronic copy of manufacturer’s product literature and shop drawings on all products and material proposed for the project to USDA/ARS prior to releasing product or materials for manufacture / fabrication. The review by USDA shall be for general compliance with design concept. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements. USDA shall retain copies of the reviewed submittals. Contractor shall furnish additional copies as needed for the Contractor’s use.
13. General:
Prior to submitting bid, Contractor shall verify all parking requirements, and security clearance requirements with the Location. Coordinate with Location Monitor.
Contractor shall verify maximum number of construction vehicles allowed for the project, parking locations, etc. Contractor’s bid shall reflect full compliance with parking requirements and other such restrictions.
14. Site Visit:
Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder.
However, change order requests for items that could have been reasonable ascertainable from a site visit (and included in a bid) will be reviewed by the Owner and evaluated accordingly.
